ORDER Since a Corona positive case has been reported from VRDL, Department of Microbiology, Post Graduate Institute of Medical Science, Rohtak in Bazigar Mohalla Tohana, Tehsil Tohana District Fatehabad, therefore, the geographical area falling under Bazigar Mohalla from the house of Sh. Baba Ram S/o Sh. Jamal Ram near Jaimal Dairy Bazigar Mohalla to Sh. Vijay S/o Sh. Ramparsad Killa Mohalla Tohana and Bazigar Mohalla from H/o Darbara Saini Halwai and Sultan Bazigar Sant Baba Jandapuri Mandir to H/o Sh. Mahender Singh S/o Sh. Gurmel Singh and H/o Sh. Prithvi S/o Sh. Narata Killa Mohalla Tohana of Tehsil Tohana District Fateahbad is declared as Containment Zone and rest of the area of Bazigar Mohalla, Balmiki Mohalla, Killa Mohalla, Harpal Chowk and Naya Bazar are delclared as Buffer Zone for all the purposes and objective as prescribed in the protocol of nCOVID-19 District Containment Plan (Health Department) to prevent its spread in the adjoining areas. For combating the situation at hand, the following action plan is prescribed to carry out screening of the suspects, testing of all suspected cases, quarantine, isolation, social distancing and other public health measures in the Containment Zone as well as Buffer Zone effectively: 1. 10 Teams comprising of Anganwadi Workers, Asha Workers, MPHW (Male) and ANMs for conducting door to door screening/thermal scanning of each and every person of the entire households falling in the Containment Zone shall be deployed by the Civil Surgeon, Fatehabad and each team would be allocated 25 households. Two Anganwari Supervisors and one WCDPO would be deployed to supervise the work to be carried out by the Asha Workers, Anganwadi workers, MPHW (Male) and ANMs. One Anganwadi Supervisor will supervise the work of Five Teams and the entire work will be supervised by Women & Child Development Programme Officer, Tohana All of them would work under the strict directions of the Civil Surgeon, Fatehabad. All the staff on duty shall be provided with personal protective equipments and other required devices for screening/thermal scanning etc. Gates/ Door Knobs of each and every household will be properly sanitized.
2. The entire areas of Containment Zone and Buffer Zone will be fully sanitized by the Executive Officer, Municipal Council, Tohana. It shall be ensured by the Executive Officer, Municipal Council, Tohana that the staff deployed for complete sanitization of the locality is adequately provided with personal protective equipments viz. face masks, gloves, caps, sanitizers, shoes and also follow social distancing norms. No sweeping of the area shall be done rather the solid waste shall be picked/lifted properly to avoid dust. 3. Movement of public of the inhabitants of Containment Zone shall be absolutely restricted and the entire Containment Zone shall be sealed by deployment of adequate police force and setting up of required number of Nakas etc. by the Superintendent of Police, Fatehabad. 4. Necessary barricading of the Containment as well as Buffer Zone shall be done by the Executive Engineer, PWD (B&R) Fatehabad in consultation with the Police Authorities.
5. Mr. Ramphal Mor, SDO, PWD (B&R), Tohana (94666-06075) is hereby appointed as Duty Magistrate for the Containment Zone and Buffer Zone for maintenance of law and order round the clock. 6. A Control Room shall be set up in the 0/o Municipal Council, Tohana and XEN Municipal Council, Tohana shall be Incharge of this Control Room and he shall be further assisted by Smt. Sharda WCDPO Tohana (8901255494) and Dr. Kunal, Medical Officer 0/o SMO, Tohana.
7. Sufficient stock of personal protective equipments/devices and required medicines shall be kept at the control room by the Civil Surgeon, Fatehabad. 8. Maharaja Aggasrsain Medical College & Hospital, Agroha, Distt. Hisar in the vicinity of the Containment and Buffer Zone is declared as Containment/ isolation/COVID Hospital. Director, Maharaja Aggarsain Medical College & Hospital, Agroha shall ensure that all required health-care/medical facilities are in place to meet any emergency. Dr. Rajeev Chauhan, Maharaja Aggarsain Medical College & Hospital, Agroha has already been appointed as Nodal/Administrative Officer for this Hospital. 9. General Manager, Haryana Roadways, Fatehabad shall deploy buses as per the demand of the SDM Tohana/CMO Fatehabad for carrying the Asha Workers/ANMs to the Zones and drop them back.
10. Demand of essential goods/commodities such as raw ration/milk/grocery/ medicine/vegetables shall be worked out and lists shall be prepared by the Executive Officer, Municipal Council, Tohana There shall be separate packets of vegetables, ration/grocery items, milk etc. and delivery of the same would be ensured at the door step. The delivery boy would wear personal protective equipments and drop the packets at the door itself He will not go inside of any house or make physical contact with any person.
11. The grocery items, milk, vegetables, medicine/personal protective items etc. shall be made available according to the demand by the DFSC, Fatehabad, Executive Officer, Municipal Council, Tohana and SMO, Tohana respectively and all these items shall be kept in the office of Municipal Council, Tohana in sufficient quantity under the supervision of the District Food & Supplies Controller, Fatehabad. 12. Regular power supply in the Containment/Buffer Zone shall be ensured by XEN, DHBVNL, Tohana.
13.Accountability of the essential goods/items received and distributed to the households shall be maintained by the Incharge Control Room on daily basis for which he may deploy adequate staff from his own office.
14. Regular safe drinking water supply shall be ensured by the XEN Public Health, Tohana.
15. Ambulances and other para-medical staff shall be deployed by the Civil Surgeon, Fatehabad.
The Executive Officer, Municipal Council, Tohana shall be the Incharge of the Containment/Buffer Zone and Sub Divisional Magistrate, Tohana shall over-see all the arrangements to ensure the implementation of these orders.
