Chahal Principal Investigator Department of Human Genetics (earlier Department of Human Biology) Punjabi University, Patiala 147002 (Punjab) "Anthropogenetic Profile of "denotified" Tribes (Vimukt Jatis) of Punjab (North-West India) and its Social Implication" INTRODUCTION The “denotified” tribes, also known as the Vimukt Jatis, are the tribes that were originally listed under the Criminal Tribes Act of 1871, as Criminal Tribes and "addicted to the systematic commission of non-bailable offences." Once a tribe became "notified" as criminal, all its members were required to register with the local magistrate, failing which they would be charged with a crime under the Indian Penal Code. The Act was repealed in August 1949 and former "criminal tribes" were “denotified” in 1952, when the Act was replaced with the Habitual Offenders Act 1952 of Government of India, and in 1961 state governments started releasing lists of such tribes. At the time of the independence in 1947, there were 13 million people in 127 communities who faced constant surveillance, search and arrest without warrant if any member of the group was found outside the prescribed area. The creation of these categories should be seen in the context of colonialism. The British authorities listed them separately by creating a category of castes or tribes labeled as criminal. The first Census of India was conducted in 1871 and at that time there was no consensus or any definition of "tribe".

DELHI DATA HIGHLIGHTS: THE SCHEDULED CASTES Census of India 2001 _____________________________________________________________ Delhi was named as National Capital Territory of Delhi (N.C.T of Delhi) on 1st February, 1992 following the Sixty Ninth Amendment to the Constitution. Delhi an uni -district territory till 1991 census, was divided into nine districts in 1997. The Scheduled Caste (SC) population of N.C.T Delhi is 2,343,255, as per 2001 census. This constitutes 16.9 per cent of the total population (13,850,507) of the UT. The decennial growth of SC population has been 30.6 per cent, which is 16.4 per cent lower than the growth of total population (47 per cent). The N.C.T of Delhi has a total of thirty six (36) Scheduled Castes, and all of them have been enumerated at 2001 Census. No Scheduled Tribe has been notified for N.C.T. Delhi. 2.The Scheduled Castes are predominantly urban as 92 per cent of them reside in urban areas. Among the nine districts, SCs have highest concentration in Central district (23.3 per cent), followed by New Delhi (22.2 per cent), and North West district (19.3 per cent). South-West and West districts have the lowest proportion of SCs (14.7 per cent). Population - Size & Distribution 3. Of the thirty six (36) SCs, Chamar is the most populous caste having a number of 893,384 constituting 38.1 per cent of the total SC population. Chuhra (Balmiki) is the second largest caste, having a number of 500,221.

Several complications arose out of this procedure. Many persons who returned their caste by generic or synonymous Scheduled Caste or tribe names not found in the prescribed lists were left out of the count of Scheduled Castes and Tribes and are-count had to be later ordered in some states. The Backward Classes Commission could not be provided with the 1951 population of individual castes and tribes or their individua~ educational and economic characteristics. 2. If a complete enumeration of castes is ordered at the next census much preliminary study will have to be carried out in order to ensure correct and rational enumeration and tabulation. For that purpose and, in fact, for any systematic enumeration of castes, a glossary of caste names as returned at the 1951 Census would be invaluable. This explains the prepara~ion of t~is glossary. 3. The Glossary has been prepared by running through all the male slips relating to the non-backward classes and the five per cent sample male slips of Backward Classes and sh~uld, therefore, be a complete list of caste names. All caste names as found in the slips have been deliberately included in the Glossary without any attempt at rationalisation. Many of these names are synonymous; some relate to sub-castes or gotras; and some are only generic names.

No castewise figures are available for 1841 Census. The tables of 1£41 Census giye figures for. only a rew/castes and these also fo~ a few seleeted districts. 4. Extracts frGm previous censuses Reports of undivided Punjab, explaining the causes for variation in the figures of individual caste have been given in an Appendix, TABLE I - SCHEDULED CASTES The figures given in this table relate to the territory of Punjab as in 1951. 2. The table presents the figures of 34 castes as specified in the Presidentts Order of 1950. The population of each caste given in this table refers only to the popula­ tion of Hindus. 3. Column 5 of the table gives the estimated popUlation in ISSI. This has been determined by applying the percentage increase of the general pop~lation of the state to the latest available census figures of each caste.

How do religious values and beliefs and religious organisations influence the relationships between states and societies? In what ways do faith communities interact with development actors and what are the outcomes with respect to the achievement of development goals? The research aims to provide knowledge and tools to enable dialogue between development partners and contribute to the achievement of development goals. We believe that our role as researchers is not to make judgements about the truth or desirability of particular values or beliefs, nor is it to urge a greater or lesser role for religion in achieving development objectives.
