SOMALIA NUTRITION CLUSTER Minutes for Galmudug Nutrition Sub-national Cluster Meeting 16th of October, 2014, 09:00am, Galmudug MoH meeting Hall, Galkayo Somalia 1: Welcome, Introductions and registration - (5 minutes)/ all partners Meeting was chaired by Galmudug Minister of Health, who has thanked the participants, invited them to introduce themselves, and proceeded with the next agendas. 2: Review last cluster minutes (5 min) all partners The participants have reviewed the last cluster meeting minutes, the nutrition cluster meetings have been in a gap for three months. The participants have unanimously agreed the importance of maintaining nutrition meetings as being one of the largest clusters in Galmudug and one which is active in full scale. 3: Drought information update (10 min) all partners Partners have shared the latest information related to drought aftermath and assessments that followed. Commencing from June 2014, whereby Galmudug has declared to be in an emergency situation resulting from poor performance of Gu rains, and FSNAU Post Gu assessment which has accentuated that central regions are in IPC3 and 4, the clusters have started to signal out the magnitude of drought effects. Due to vicious cycle of food insecurity which is brought forth by lack of rains, which affects the most vulnerable of the communities, the under five children, causing malnutrition and death. The minister of health of Galmudug has took a minute to thank to WFP for their immediate response to the letter that he has sent concerning to upgrading their responses in the region. The minister has drawn a question from the reason why TSFP program is more in Hobyo than in Galkayo, and in contrary to that BSFP is more in Galkayo. Leila, from WFP, has answered mentioning the reason for TSFP is more to Hobyo is that the fact Hobyo district has more villages ( 14 villages) than Galkayo, and why BSFP is more in Galkayo is that the latest FSNAU assessment report indicates that the worst affected areas in Mudug is the IDPs and BSFP is more of preventive than treatment. The minister has also requested to monitor and oversee all these activities and in return WFP welcomed. 4: Nutrition programme gap areas and challenges (10 min) all partners Most of nutrition challenges that have been identified during cluster meeting are following Insufficiency of nutrition supplies Due to poor rain performances in the region, there is imbalance between service and the needs on the ground 5: Discuss Nutrition Program updates (10 min) all partners WFP WFP supports and funds many humanitarian organizations in Galmudug for management of moderately acute malnutrition programs: TSFP and BSFP, along with other developmental programs in the region. WFP has responded timely from the letter of Galmudug related to drought responses by expanding and extending its program life spans. Cesvi Cesvi has mentioned that it’s running BNSP program funded by UNICEF in 13 sites in Mudug and Galguduud regions, which spans over 25 villages. As the program is one of the four components of CMAM, it has good referral mechanism with both SDRO (TSFP) and IMC(SC). Mercy USA Mercy USA is running nutrition program which encompasses the three levels of Nutrition programs, namely, TSFP, OTP and SC in Gawan, Wisil, Eldibir and Hobyo. Mercy USA is also running EPHS program ( Essential Packet Health Services) in those districts. EPHS program will be implemented in 14 health centres and 14 Primary Health units (PHU) in collaboration and partnership with SDRO. The contract of EPHS program is 1 year with strong likelihood of extension. SDRO SDRO is running TSFP, BSFP, OTP programs in Mudug region. The TSFP program which is supported by WFP is implemented in several villages in Mudug, while BSFP program is implemented in Galkayo IDPs. CHF funded OTP program is on the brink of commencing; only the supplies are awaited. IMC IMC nutrition program encompasses OTP and SC in main south Galkayo hospital. IMC refers and receives moderately malnourished and severely malnourished respectively from SDRO and Cesvi. Mercy USA has mentioned that there are huge amount of F75 and F100 therapeutic milk which will expire on Jan 2015, and vis-à-vis their monthly consumption, it will expire. No NGO in the spot has shown willingness to receive donation of the milk, due to high amount of stock. 2. Amidst the meeting, Cesvi has been selected to be the Cluster Leading Agency for Nutrition in Galmudug 3. Mercy USA has mentioned the plausibility of closure of Wisil cold chain centre and the MoH will follow up Action point 1.
