LA SHOAH EN EUROPE DU SUD-EST : Les Juifs en Bulgarie et dans les terres sous administration bulgare (1941-1944) ACTES DE COLLOQUE / 9-10 JUIN 2013 REMERCIEMENTS Le renouveau historiographique et les débats publics sur la Shoah en Bulgarie et dans les territoires sous administration bulgare ont rencontré peu d’échos en France. On ne peut dès lors que saluer l’initiative du Mémo- rial de la Shoah et de Luc Lévy, alors responsable des relations internationales du Mémorial, de leur consacrer une conférence en marge du soixante-dixième anniversaire de la déportation de 11 343 Juifs de Macédoine du Vardar, de Thrace égéenne et de Pirot et de la non-déportation d’environ 48 000 Juifs bulgares. De ce colloque, qui s’est tenu à Paris les 9 et 10 juin 2013, ce volume collectif est issu. Ma reconnaissance va aux partenaires de la conférence, l’International Holocaust Remembrance Alliance (IHRA), le CERI-Sciences Po, la Maison des combattants des ghettos (Israël), ainsi qu’au programme européen Grundtvig pour l’édition. Inaugurer une nouvelle collection, en l’occurrence une collection d’e-books, représente une responsabilité magnifiée par les enjeux de préservation de la mémoire de la Shoah à l’ère du numérique. Je remercie Jacques Fredj, directeur du Mémorial de la Shoah, d’avoir accueilli ce volume dans sa collection. Toute ma gratitude va également à Isabelle Plichon, responsable du service de communication du Mémorial qui a accordé sa confiance à ce projet, ainsi qu’à Iris Delaunay, à Valérie Salerno et à Livia Parnes, qui ont accompagné la réalisation de l’ouvrage avec une attention méticuleuse et bienveillante. J’ai eu la chance de trouver en Kathleen Luft une traductrice d’un talent et d’une délicatesse remarquables, placés au service d’un travail d’édition linguistique aussi exigeant que peu gratifiant. Mes remerciements vont aussi à Alison Burns, étudiante à Sciences Po. Sans l’amitié de Nadja Danova, Liljana Dejanova, Cécile Jouhanneau, Jaklina Naumovski et Livia Parnes, les translittérations depuis le grec, le bulgare, le serbe, le macé- donien et l’hébreu comporteraient un nombre de coquilles plus élevé. Celles qui émaillent encore la bibliographie relèvent de ma seule responsabilité. De l’illusion selon laquelle il serait possible de donner à voir l’histoire, nous sommes des otages consen- tants. Qui n’a éprouvé les pouvoirs d’attestation de la cartographie ou affronté les séductions de photographies hâtivement traitées comme de transparentes fenêtres sur le passé ? La cartographie des terres bulgares pendant la guerre doit aux talents de Dorian Ryser et à la patiente quête d’indices de Roumen Avramov, Bernard Lory, Vasilis Ritzaleos et Jordan Mantarliev. Les identifications des clichés photographiques ont bénéficié du regard érudit d’Emil Kerenji et de Jaklina Naumovski. Qu’ils en soient ici chaleureusement remerciés. Réduire le territoire de nos ignorances constituerait une tâche vaine et accablante n’était le dialogue qui se noue au fil des années avec des collègues et amis. À Liljana Dejanova, Toni Koleva et Roumen Avramov, je dois plus que je ne saurais le dire. Merci enfin à N. Ces projets ont pu être réalisés grâce au soutien et au partenariat étroit avec l’International Holocaust Remembrance Alliance (IRHA), la Maison des combattants des Ghettos (Israël), le CERI-Sciences

The main reason for this has no doubt been the difficulty of obtaining documentary material on the wartime period. Although the Communist regime of Bulgaria has published a large number of books and monographs dealing with the country’s role in the war, these works have been concerned mostly with magnifying the importance of the Bulgarian Communist Party (BKP) and the partisan struggle. Despite this bias, useful information can be found in these works when other sources are available to provide perspective and verification. Within recent years, German, American, British, and other diplo­ matic and intelligence reports from the wartime years have become available, and the easing of travel restrictions in Bulgaria has facili­ tated research there. As recently as 1958, when the doctoral thesis of Marin V. Pundeff was presented (“Bulgaria’s Place in Axis Policy, 1936-1944”), there was very little material on the period after June 1941. It is now possible to fill in many of the important gaps in our knowledge of Bulgaria during the entire war.

    The Rescue of Bulgaria's Jews in World War II ON FEBRUARY 13, 1998, Bulgarian President Petar Stoyanov accepted on behalf of his ex-Communist nation the Courage to Care Award, which the Anti-Defamation League (ADL) had bestowed upon Bulgaria in recognition of the heroism of its people in saving Bulgarian Jews during World War II. Speaking at a meeting of the League's National Executive Committee in Palm Beach, Florida, the ADL National Director Abraham Foxman presented this prestigious award to President Stoyanov with words of deep gratitude: "Today I am here to say thank you — thank you to a people and a nation that unanimously said 'no' to the Nazi killing machine, 'no' to the deportation trains and concentration camps, and 'yes' to its 48,000 Jews."[1] He praised the Bulgarian people who heroically saved the local Jews by preventing their deportation to Hitler's death camps, even though the Bulgarian government was allied with Nazi Germany during World War II. According to Mr. Foxman, this miraculous salvation of Bulgaria's Jewish community was made possible by the courageous leadership of Bulgarian King Boris III, "whose personal defiance of Hitler and refusal to supply troops to the Russian front or to cooperate with deportation requests set an example for his country."[2] Thanking his host for this high honor, President Stoyanov replied with some modesty, "What happened then should not be seen as a miracle. My nation did what any decent nation, human being, man or woman, would have done in those circumstances…. The events of World War II have made the Bulgarian Jews forever the closest friends of my people."[3] On March 11, 2003, Bulgaria's international image got an even bigger boost, when the U.S.

    Faded Memories Life and Times of a Macedonian Villager 1 The COVER PAGE is a photograph of Lerin, the main township near the villages in which many of my family ancestors lived and regularly visited. 2 ACKNOWLEGEMENTS This publication is essentially an autobiography of the life and times of my father, John Christos Vellios, Jovan Risto Numeff. It records his recollections, the faded memories, passed down over the years, about his family ancestors and the times in which they lived. My father personally knew many of the people whom he introduces to his readers and was aware of more distant ancestors from listening to the stories passed on about them over the succeeding generations. His story therefore reinforces the integrity of oral history which has been used since ancient times, by various cultures, to recall the past in the absence of written, documentary evidence. This publication honours the memory of my father’s family ancestors and more generally acknowledges the resilience of the Macedonian people, who destined to live, seemingly forever under foreign subjugation, refused to deny their heritage in the face of intense political oppression and on-going cultural discrimination. This account of life and times of a Macedonian villager would not have been possible without the support and well-wishes of members of his family and friends whose own recollections have enriched my father’s narrative. I convey my deepest gratitude for the contributions my father’s brothers, my uncles Sam, Norm and Steve and to his nephew Phillip (dec), who so enthusiastically supported the publication of my father’s story and contributed on behalf of my father’s eldest brother Tom (dec) and his family.

Bu amaçla farklı ülkelerin arşivleri ve dönemin gazeteleri incelenmiştir. 1920’lerin ikinci yarısında iki ülke arasında diplomatik ilişkiler kurulduktan sonra Ankara ve Sofya azınlık sorununun ilişkilerinin gelişimini sınırlamaması için çaba sarf etmiştir. İki ülke arasında ilişkiler iyi olduğunda Bulgaristan’daki Türk azınlığın konumu bu ilişkilerin niteliğini ve yönünü pek etkilememiştir. Öte yandan ikili ilişkiler kötüye doğru gittiğinde Bulgar hükümeti Türk azınlığa baskı yapmaya başlamıştır. Ayrıca diğer Balkan ülkelerinin bölgesel ve uluslararası ilişkilere tepkileri Türk-Bulgar ilişkilerini etkilemiştir. Anahtar Kelimeler: Türkiye, Bulgaristan, Azınlıklar, Dış İlişkiler, Balkanlar TURKISH-BULGARIAN RELATIONS AND THE TURKISH MINORITY (1923-1934) ABSTRACT This paper studies relations between Turkey and Bulgaria during the years 1923–1934 and its effects on the Turkish minority living in Bulgaria. It brings international, national and community level dynamics together in an attempt to show how Bulgarian-Turkish relations affected the conditions of the Turkish minority. After the establishment of the diplomatic relations between the two states, Ankara and Sofia endeavored to constrain deliberately the influence of the minority issue on these relations. Consequently, this presentation argues that the Turkish minority in Bulgaria constituted rarely a factor in its own right that could influence the nature and the direction of the two countries’ bilateral relationship.

    Nominalia of the Bulgarian rulers An essay by Ilia Curto Pelle Bulgaria is a country with a rich history, spanning over a millennium and a half. However, most Bulgarians are unaware of their origins. To be honest, the quantity of information involved can be overwhelming, but once someone becomes invested in it, he or she can witness a tale of the rise and fall, steppe khans and Christian emperors, saints and murderers of the three Bulgarian Empires. As delving deep in the history of Bulgaria would take volumes upon volumes of work, in this essay I have tried simply to create a list of all Bulgarian rulers we know about by using different sources. So, let’s get to it. Despite there being many theories for the origin of the Bulgars, the only one that can show a historical document supporting it is the Hunnic one. This document is the Nominalia of the Bulgarian khans, dating back to the 8th or 9th century, which mentions Avitohol/Attila the Hun as the first Bulgarian khan. However, it is not clear when the Bulgars first joined the Hunnic Empire. It is for this reason that all the Hunnic rulers we know about will also be included in this list as khans of the Bulgars. The rulers of the Bulgars and Bulgaria carry the titles of khan, knyaz, emir, elteber, president, and tsar. This list recognizes as rulers those people, who were either crowned as any of the above, were declared as such by the people, despite not having an official coronation, or had any possession of historical Bulgarian lands (in modern day Bulgaria, southern Romania, Serbia, Albania, Macedonia, and northern Greece), while being of royal descent or a part of the royal family.

Kathryn Louise Attwell 2 Abstract This thesis explores the national identity dilemma arising within ethnocratic states when individuals belonging to the ‘privileged majority’ seek to rectify the privations of their ethnic Other. Ethnocratic states have been set up by activists seeking to protect those they see as belonging to the ethnic nation with which they identify. In the process, the activists marginalise those depicted as Others within the state’s borders, institutionalising a demonising discourse which justifies those Others’ lack of privilege. Dissidents from the privileged majority may seek to remodel the ethnocratic state or challenge its dominant discourse without necessarily opposing the underpinning view of the nation therein, generating dilemmas about how justice for the Other ought to look and how the Us might be reconstituted to attain it. A study of the narratives of dissident Israeli Jews employs the theoretical concepts of ethnocracy and ressentiment to understand these dilemmas. Existing literature on ethnocratic states is riddled with ‘groupism’ – the tendency to treat ethnic groups or nations as objectively real entities. This thesis emphasises the processes of reification occurring when nationalist activists institutionalise their particular discourse.

    THE IMPACT OF THE MACEDONIAN QUESTION ON CIVIL CONFLICT IN GREECE (1943 - 1949) Hardly one single issue had such diverse and long-standing repercussions on the inception, plan- ning, conduct and perceptions of the Greek Civil War as the Macedonian question. Imbued with the legacy of 19th century conflicting national visions and inter-war destabilizing revisionist schemes, it found itself in the wartime whirlpool of revolutionary change, activating forces — and passions — that were to affect developments in three Balkan states1. An examination of the impact of the Macedonian question on the Greek Civil War can hardly be restricted to the years 1946-1949. Its ramifications in internal Greek conflicts were discernible even in the early phases of the Occupation and throughout the Resistance, continued unabated to Decem- ber 1944 and, despite the Varkiza settlement, remained active during the interlude of 1945-19462. Perceptions and realities in Macedonian affairs rarely coincide. Contemporaries suffered much by lack of dependable information on the aims and policies of adversaries and allies alike. Pre-conceived notions frequently substituted for intelligent analyses. As a result, deep-rooted fears and suspicions persisted and created a permanent sense of insecurity, which was further fanned by psychological warfare operatives, tempering with a sensitive national issue for political ends. Meanwhile, dogmatic approaches to rapidly changing situations blurred the vision of leaders and disoriented public opi- nion. In the end, actors on the Macedonian stage found themselves performing in a theater of the absurd. During the occupation, civil strife in Greek Macedonia between resistance groups was not limited to a contest for post-war political predominance.
