Interim Report of the Government of the Republic of Azerbaijan on the implementation of the recommendations by the Working Group of the UN Human Rights Council on the Universal Periodic Review with respect to the first report of the Republic of Azerbaijan 1. Address shortcomings in the area of human rights promotion and protection, including promotion of a culture of human rights among the society, strengthening of national capacities, the rule of law and adequate protection of vulnerable segments of the population (Iran); Issues indicated in the recommendation are one of the main duties of the Government of the Republic of Azerbaijan and is always being carried out. Protection of human rights and freedoms was defined as the highest goal of the State in the Constitution of the Republic of Azerbaijan. In order to ensure the sustainability of the “Baku process of intercultural dialogue” initiated during the conference of the CoE Ministers of Culture held in Baku on December 2-3, 2008 the VI Conference of the Ministers of Culture of the OIC Member States was held in Baku on October 13-15, 2009. The first day of the conference, a round table on the topic “Baku process: a new call for a dialogue among civilizations” was arranged between a number of European states and the OIC member states by mediation of ISESCO and the Council of Europe, by the initiative of the Government of the Republic of Azerbaijan. The participants of the round table adopted a final communiqué at the end. The issues of cooperation at bilateral, regional and international levels, exchange of experience, development of intercultural dialogue between the Islamic world and Europe, implementation of projects and programs in this field, as well as joint measures regarding the protection of cultural heritage in conflict regions were indicated in the communiqué. -

Remus PRICOPIE* Laudatio Your Excellences, Distinguished Guests, Distinguished Members of the Romanian Parliament, Dear Mr. President of the Romanian Academy, Dear Ministers, Dear Members of the Academic Community, Ladies and Gentlemen, We have, today, the honor to attend a prominent moment in the academic life of the Na- tional School of Political Studies and Public Administration – SNSPA, occasioned by the awarding of the title of Doctor Honoris Causa to Mrs. Irina BOKOVA, Director-General of UNESCO. As always, such an event is filled with emotion, and its source lies not only in the fact that an academic community is celebrating an international public figure, but also in the fact that, with the awarding and accepting of the distinction of Doctor Honoris Causa, the personali- ty becomes a member of that same academic community. But alongside emotions, there al- so come some challenges, and the main one is to capture, in only 10-15 minutes, the multiple facets of the personality celebrated here today. Although this type of challenge is not new for me, it was the first time that I felt the need for a methodological matrix. I felt that such a matrix would help me make sure that I would not overlook any of the main fields of this personality’s career accomplishments. Thus, my approach started with a simple question: “What qualities should a person prove in order to be conferred the highest academic distinction?” and the answer, although complex, came out almost by itself: a. BAM presents Women at Work: The Domestic Is Not Free, Nov 2—10, spotlighting the ways women have created, challenged, and subverted domesticity October 9, 2018/Brooklyn, NY—From Friday, November 2 through Saturday, November 10 BAM presents Women at Work: The Domestic Is Not Free, a wide-ranging series spotlighting the overlooked work women take on in the home as house-workers, caretakers, and familial partners. The Domestic Is Not Free is the third edition of the ongoing Women at Work series—following Women at Work: Labor Activism in March and Women at Work: Radical Creativity in August—and highlights the historically erased and undervalued physical and emotional labor women perform, often invisibly, every day. The series considers the myriad ways in which women around the world have challenged and subverted traditional associations between gender and domesticity. Exploring the intersections of labor, race, class, and social environment, these films embody human stories of sacrifice and endurance. BAM Cinema Department Coordinator and programmer of the series Natalie Erazo explains, “I learned early on to value the domestic space and appreciate the women around me who shaped it. I hope this series will encourage viewers to acknowledge the monotony and emotional bearing of a life often relegated to being behind the scenes.” The series opens with Ousmane Sembène’s seminal Black Girl (1966—Nov 2). Screening with short films Fannie’s Film (Woods, 1979) and Fucked Like a Star (Saintonge, 2018), these films depict black women in roles of domestic service while also giving audiences access to their inner thoughts, feelings, and struggles. -

In different rural communities of Shirak region nowadays live representatives of the Armenain generation who have immigrated from Western Armenia and bear unique musical specimen. They are folk and national multi-genre song types and musical instrumental works. In the article we have touched upon 100 folk songs compiled from the folkloristic material organized in about 20 communities of Shirak region in 2015 March-April, that not only give us common notion of the song tradition of our compatriots migrated from Moush and Alashkert, in 2015, but they also certify that the tradition of folk song creativity is alive and coexists next to the very different modern cultural manifestations. Keywords: Ethnomusicology, Musical folklore, Shirak regon, traditional music, folk song, study, revival. The musical heritage of Shirak of the 19th-20th centuries has its unique place and role in the development of the Armenian national music. The rich musical folklore, imbued with the genre- stylistic features of the musical dialects of Western Armenia, became the basis for the unprecedented development of the professional music of the oral tradition and the creation of a valuable heritage. From the second half of the 19th century Armenian philologists and musician-folklorists became interested in the flourishing art of the Armenian bards and folk music players of Shirak. -
