    Remus PRICOPIE* Laudatio Your Excellences, Distinguished Guests, Distinguished Members of the Romanian Parliament, Dear Mr. President of the Romanian Academy, Dear Ministers, Dear Members of the Academic Community, Ladies and Gentlemen, We have, today, the honor to attend a prominent moment in the academic life of the Na- tional School of Political Studies and Public Administration – SNSPA, occasioned by the awarding of the title of Doctor Honoris Causa to Mrs. Irina BOKOVA, Director-General of UNESCO. As always, such an event is filled with emotion, and its source lies not only in the fact that an academic community is celebrating an international public figure, but also in the fact that, with the awarding and accepting of the distinction of Doctor Honoris Causa, the personali- ty becomes a member of that same academic community. But alongside emotions, there al- so come some challenges, and the main one is to capture, in only 10-15 minutes, the multiple facets of the personality celebrated here today. Although this type of challenge is not new for me, it was the first time that I felt the need for a methodological matrix. I felt that such a matrix would help me make sure that I would not overlook any of the main fields of this personality’s career accomplishments. Thus, my approach started with a simple question: “What qualities should a person prove in order to be conferred the highest academic distinction?” and the answer, although complex, came out almost by itself: a. Its initial Cold War mandate called for it to promote international cooperation in higher education in the Europe Region of UNESCO, a region so defined as to include North America, Turkey, and Israel1, and after the 1991 collapse of the Union of Soviet Socialist Republics, Russia itself and other successor states of the former USSR.

PARIS, 7 October 2016 Original: English THE SAFETY OF JOURNALISTS AND THE DANGER OF IMPUNITY REPORT BY THE DIRECTOR-GENERAL TO THE INTERGOVERNMENTAL COUNCIL OF THE IPDC (THIRTIETH SESSION) INTRODUCTION This document is submitted to the Intergovernmental Council of the International Programme for the Development of Communication’s (IPDC) in accordance with its Decision on the Safety of Journalists and the Issue of Impunity adopted at its 26th session (27 March 2008) and renewed at subsequent sessions in 2010, 2012, and 2014. The latest Decision from 2014 reiterated “the continuing relevance of [previous] IPDC Decisions that request the Director-General of UNESCO to provide to the Intergovernmental Council of the IPDC, on a two-year basis at its biennial session, an analytical report on the Director- General’s condemnations of the killings of journalists, media workers and social media producers who are engaged in journalistic activities and who are killed or targeted in their line of duty”. The present report offers an overview of the killings of journalists condemned by the Director-General in 2014-2015 as well as providing an analysis of the killings condemned over the last 10 years, between 2006 and 2015. It presents an update on the status of investigations into these killings based on the information provided by Member States. Background information is also provided on the latest developments in the implementation of the UN Plan of Action on the Safety of Journalists and the Issue of Impunity and on UNESCO’s specific contribution to this process. Her name is Irina Bokova. And thanks to a slick public-relations operation and a team of “former” communist spies running her campaign, there is reportedly a good chance that the Bulgarian Communist Party operative could end up as UN boss in 2017 when current Secretary-General Ban Ki-moon’s term expires. Bokova currently serves as the chief of the UN “Educational, Scientific, and Cultural Organization” (UNESCO). But her long career in the service of both internationalism and communism suggests that she has been plotting to move up the UN hierarchy for years. Bokova’s candidacy has backing from top establishment figures in the West, in addition to strong support from key leaders of the East such as Russia’s Vladimir Putin. I wish to thank Professor Michael Cox for this invitation. I can hardly think of a better place to explore global governance than the London School of Economics and Political Science, with its history of close ties with the League of Nations and the United Nations. The LSE embodies what I see as the ethical role of all higher education. This is to create and share knowledge for the good of all. “Rerum cognoscere causas.” “To know the causes of things.” I would just add one line to the motto of LSE… “To know the causes of things … in order to change them.” Few universities have so shaped the way we understand the world. Few universities have so influenced debates and policy, in this country, in countries across the world. How many Noble Laureates are associated with the LSE… how many great thinkers and actors have walked these halls, as students, as professors. The study of international relations was pioneered here, by Philip Noel-Baker, by Hedley Bull, by Martin Wight. The world’s first department of International Studies opened here in 1927, and LSE hosted the first major studies of the League of Nations, of the principles of multilateral cooperation.
