Osborne Councillors Anderson, Baert, Cameron, McMaster, Thicke Robert MacPherson, Chief Administrative Officer Jane Armstrong, Manager of Corporate Services Public ABSENT: Councillor Thorogood 1. CALL MEETING TO ORDER Mayor Osborne called the meeting to order at 6:00 pm. 2. ADOPTION OF AGENDA Moved and Seconded by Councillors Cameron/McMaster THAT the July 28, 2014 agenda be adopted as presented. CARRIED 3. ADOPTION OF MINUTES 3.1 Minutes of the Committee of the Whole Meeting held May 5, 2014 Moved and Seconded by Councillors Anderson/Cameron THAT the minutes of the Committee of the Whole meeting held May 5, 2014 be adopted. CARRIED 3.2 Minutes of the Special Committee of the Whole Meeting held May 28, 2014 Moved and Seconded by Councillors Thicke/McMaster THAT the minutes of the Special Committee of the Whole meeting held May 28, 2014 be adopted. NEW BUSINESS 7.1 Elections Jane Armstrong, Manager of Corporate Services, advised of changes to BC election legislation including a new role for Elections BC in overseeing campaign financing and election advertising. Council discussed the possibility of holding a Town Hall Meeting to update the community on the status of strategic projects with Mayor Osborne to bring forward specific topics at the regular August 19 Council meeting. 7.2 UBCM Ministers' Meetings Moved and Seconded by Councillors McMaster/Baert THAT UBCM ministers' meetings be booked in the following order of preference, with Mayor Osborne to liaise with Council and staff to identify priority topics: 1. Minister Todd Stone, Ministry of Transportation and Infrastructure 2. Minister Shirley Bond, Ministry of Jobs, Tourism and Skills Training 3. Minister Amrik Virk, Ministry of Advanced Education 4. Premier Christy Clark CARRIED 7.3 Council Meeting Frequency The frequency of regular Council and Committee of the Whole meetings was discussed including the advantages and disadvantages of holding meetings bi-weekly versus every third and sixth week, respectively. The matter of receiving regular reports on the status of Council directives was also discussed. 8. 20 MINUTE QUESTION PERIOD Public commented on UBCM being an opportunity to showcase Tofino and how RMI funding is best used. 9. ADJOURNMENT Moved and Seconded by Councillors McMaster/Anderson THAT the meeting be adjourned at 7:21 pm.     Report to the Board of Governors – September 2013 th th Report to the Board of Governors for the period June 6 to September 8 , 2013 Alan Davis, President and Vice Chancellor Following approval by the Board of Vision 2018 strategic plan in June, an internal launch was held at the first KPU Day on June 7th. Nearly 900 employees attended the event, which included a “state of the university” address, employee service recognition, and some fun. During the summer, the President’s Diversity and Equity Committee met several times to explore in some depth various aspects of Diversity. It will be developing a work plan and specific activities for 2013- 14. With the appointment of Amrik Virk as Minister of Advanced Education, several meetings have been held, including a visit on July 23rd with Board Chair Gord Schoberg to Victoria to attend questions period and to meet with the Minister. I also met with James Gorman, Deputy Minister, but just this week he has announcement his resignation and Sandra Carroll will be replacing him. I attended an inaugural meeting in Ottawa in June of a new university group in Canada: the Alliance of Canadian Comprehensive Research Universities. ACCRU brings together the vice-presidents, research, of the smaller comprehensive universities in Canada that have a strong commitment to research, and can lobby the federal government on several issues related to policies and the funding of research. Also in June I attended the summer Board meeting of the Council for Adult and Experiential Learning, and in July I was keynote at the e-Portfolio and Identity Conference.

Surrey-Tynehead MLA Amrik Virk, Surrey-Cloverdale MLA Stephanie Cadieux, Surrey-Fleetwood MLA Peter Fassbender, and Surrey-Panorama MLA Marvin Hunt announced this today on behalf of Education Minister Mike Bernier. Students are receiving the supports, skills, and experiences they need for the jobs of tomorrow from the help of shoulder tappers͸career co- ordinators and recruitment specialists. These mentors are connecting students with innovative workshops and on-the-job opportunities in skilled-trades and technology careers, encouraging them with positive input and advice, and cultivating their passions. All 33 districts that applied met the requirements and received the 2016/17 grant. Twelve districts receive funding for similar programs under the Northern Development Initiative Trust and a further eight receive funding from the ministry as part of the Northern Opportunities Partnership or the South Island Partnership. The Shoulder Tappers Program supports B.C.'s Skills for Jobs Blueprint, which is re-engineering the province͛s education and apprenticeship system so training dollars and programs are targeted to in-demand jobs. It also supports the #BCTECH Strategy͸a key component of the BC Jobs Plan to support the growth of B.C.͛s vibrant technology sector and strengthen British Columbia͛s diverse innovation economy.
