Order in Council 243/2013 PROVINCE OF BRITISH COLUMBIA ORDER OF LIEUTENANT GOVERNOR IN COUNCIL Order in Council No. 243 , Approved and Ordered 1 0 2013 Li' nt Governor Executive Council Chambers, Victoria On the recommendation of the undersigned, the Lieutenant Governor, by and with the advice and consent of the Executive Council, orders that, effective June 10, 2013, (a) all previous appointments of acting ministers are rescinded, (b) a minister named in Column 3 of the attached Schedule (the "first acting minister") is appointed acting minister for the minister named opposite in Column 2 (the "primary minister") (i) when the primary minister is absent from the capital or is unable through illness to perform the duties of his or her office, or (ii) for a matter with respect to which the primary minister has a conflict of interest or an apparent conflict of interest, and (c) a minister named in Column 4 of the attached Schedule is appointed acting minister for the first acting minister named opposite in Column 3 in relation to the duties of that first acting minister under paragraph (b) (i) when the first acting minister is absent from the capital or is unable through illness to perform those duties, or (ii) those duties relate to a matter with respect to which the first acting minister has a conflict of interest or an apparent conflict of interest. V1V 1X4 February 4, 2021 Dear Minister Dix, As we enter the second year of the COVID-19 pandemic, the virus continues to spread at a concerning rate and sadly, it is seniors in LTC facilities who continue to disproportionately lose their lives to this deadly disease. Meanwhile, LTC homes across B.C. have been operating their essential visitor policies differently in individual homes and Health Authorities due to an overall lack of policy standardization as highlighted in the Ernst & Young report that was completed in October of 2020 and only recently released by your government. The report found that “Specific policy directives could sometimes be confusing, inconsistent, or lacking in detail, which led to operational variation, specifically related to PPE, IPC practices, single-site order policy and essential visitor policy and guidelines.” Despite revision to visitor guidelines released on January 7, 2021, the current policy remains open to interpretation by each Health Authority which will likely continue the operational inconsistencies that have been of particular concern to the families of long- term residents. In real terms, these discrepancies have resulted in a situation where some seniors in care were able to be visited more regularly than others, creating frustration and anger about the inequity and confusion. The Cameron Lake Outdoor Education Centre has been identified as a possible TLE to be transferred to the West Moberly First Nations. School District 60 has used this crown land, under lease from the BC Government, for almost 30 years and over that time has put close to $1 million into this facility to develop a successful Outdoor Education Centre. By considering the transfer of this land to West Moberly First Nations, places a tremendous amount of stress and unnecessary burden on a school district that is always wrestling to find money to improve our students’ education. Since 1990, School District 60 was granted a lease for a small camp on Cameron Lake. Over the last 29 years the district has invested close to $1 million and The centre is located in the natural boreal forest on the shores of Cameron Lake, 25 km from Hudson’s Hope on Highway 29. The centre is not only used by students but also district staff and the general public where such uses are compatible with the goals of outdoor education and environmental awareness.

As a BC resident, I want my voice added as an individual who cares about the health and welfare of animals and who wishes the government to provide funding to help alleviate the shortage of veterinarians in BC.
