CURRICULUM VITAE – MICHAEL K. HARRIGAN SUMMARY Michael Harrigan’s law enforcement career spanned over 30 years, 22 with the Federal Bureau of Investigations (FBI), and included service with federal, local, and military agencies. As an FBI Special Agent, he specialized in criminal investigations while serving as a SWAT team member, firearm instructor, and tactical instructor. In the aftermath of the terrorist attacks on 9/11, he founded a Joint Terrorism Task Force, followed by two years assigned to the Attorney General’s Protection Detail (AGPD). He later applied his criminal investigative experience at the National Center for the Analysis of Violent Crime in the Violent Criminal Apprehension Program (ViCAP). In this position, Mr. Harrigan worked closely with the nation’s law enforcement agencies in providing analytical support in serial criminal investigations. After three years supervising a squad of agents investigating matters on the Indian reservations in New Mexico, he was promoted to Chief of the FBI National Academy. In this role, he led the operations of the country’s preeminent law enforcement leadership institution. He later focused his attention on providing internal leadership as the Chief of the Firearms Training Program. Recently, he has been invited to sit on the Society of Former Special Agents of the FBI’s Law Enforcement Officers Safety Act (LEOSA) Sub-Committee, which researches intent of the LEOSA law, advocates passage of LEOSA related laws, and provides congress with recommendation on policies/procedures. In addition to providing training and presentations to the FBI National Academy, ViCAP conferences, and various associations, Mr. Harrigan has written for Grapevine Publication and has been interviewed by the LA Times, ABC’s Nightline, and USA Today and currently serves as a law enforcement expert for Eagle. EXPERIENCE – PRIVATE SECTOR 2019 to Consultant and Expert Witness for Eagle Security Group, Fredericksburg, VA Present Delivers case consultation, training, investigative support, litigation support and expert testimony in the areas of: Firearms, including firearms training, holsters, retention, and related equipment; safety as it applies to the conduct of training, integrity of the physical range structure and components, environmental impact, and toxicity issues; Law enforcement in Indian Country involving jurisdictional issues, violent crime, and investigations of major crimes involving Native Americans; Law Enforcement Officers Safety Act (LEOSA/HR218) application and training; Police policies and procedures including police training, supervision, and wrongful prosecution; Use of force continuum including excessive force and deadly force; Violent crime investigative processes and data analysis related to serial crime, sexual assault, missing persons, and homicide; and independent reviews of cold cases and missing persons cases. 2019 to Consultant, TRS Range Services Present Provides expert consultation regarding the operations of both government and private firearms ranges, including comprehensive reviews of range operations, procedures, and infrastructure to mitigate risk to both operators and users; offers support for range construction, both improvements of existing ranges and the building of new ranges; and affords litigation support related to issues arising from the operations of firearms ranges. HARRIGAN EXPERIENCE and ASSIGNMENTS – THE FEDERAL BUREAU OF INVESTIGATION 2016 - 2018 Chief, Firearms Training Program (FTU), FBI Academy, Quantico, VA Offered leadership to a cadre of full-time firearm instructors delivering basic firearms training curriculum to all New Agent Trainees (NAT) at the FBI Academy and guidance and program oversight to 1,500 firearms instructors located in FBI offices across the organization. Established a collaborative team-oriented approach to shift the training philosophy to more effectively address the reality of the mission, including partnerships with other units and field principle firearms instructors in assessing and implementing program changes resulting in the following innovations: • Developed a new agency standard Pistol Qualification Course based on a comprehensive analysis of agency use-of-force incidents. • Integrated weapon-mounted lights into training and issued to all NATs. • Redesigned Firearm Instructor School to update the curriculum and more effectively focus on the fundamental core instructional skills. • Redesigned the agency’s standard qualification target to increase its effectiveness as a training tool. • Established a formal Law Enforcement Officers Safety Act (LEOSA) process and guide for pending retirees, which aligned the agency’s procedures with the statutory requirements of the law. • Recruited and hired external firearm instructional personnel from other law enforcement agencies to bring diversity to the program’s philosophy. • Launched a program to issue pistol safes to all NATs to raise the level of firearms safety and security in agent residences. • Led the transition of the FBI from the .40 to the 9mm pistol platform. • Examined and included external “best practices” into the philosophy of the program. • Improved the medical readiness of all instructors by requiring CPR certification and the carriage of tourniquets during all training. • Implemented a range improvement initiative to remove decades of residual lead from the Quantico firearms ranges resulting in the mining and recycling of nearly 1,000,000 pounds of lead. The project also included the installation of granulated rubber bullet berms, which markedly reduced the potential environmental impact from the migration of lead residue into groundwater. • Conducted a comprehensive safety review of the Quantico firearms range infrastructure resulting in multiple projects to mitigate risks to both shooters and the instructional staff, to include reinforcement of existing ballistic walls and the replacement/refurbishment of multiple targetry systems. • Partnered with the FBI’s Organizational Safety program to develop the first clear guidelines to govern the delivery of firearms training to nursing and pregnant law enforcement officers. HARRIGAN Served as a member of the FBI’s Shooting Incident Review Group comprised of senior managers and executives charged with reviewing all incidents where a firearm was discharged, to include both intentional shootings and accidental/negligent discharges; conducted detailed analyses of these incidents to ensure the application of force, or handling of the firearm, was in alignment with agency policies; reviewed over 75 such cases. Some of the aspects examined were the following: • Compliance with the FBI’s Deadly Force Policy. • Compliance with agency procedures and policies. • Pre-incident planning to ensure known risks were properly documented and appropriate contingencies developed. • Examination of the effectiveness of current policies and procedures and changes/updates recommendations. • Assessment of current training doctrines and recommendation of changes to improve agent performance in the operational mission environment. • Performance of equipment and improvement recommendations. Conducted a comprehensive analysis of five years of FBI use-of-force incidents to support “data- driven” innovations in training and equipment to ensure training is fully supportive of the armed agent in the execution of his/her duties. Analysis focused on weapons used, number of shots fired, distances, ballistic performance of projectiles, pre-operational planning considerations, performance of equipment, plus over 100 other data points. The intent of such analysis was to adjust training and equipment to better address the threats faced by agents on the street. 2013 - 2016 Chief, FBI National Academy (FBINA), Quantico, VA Managed the daily operations of the nation’s preeminent senior law enforcement leadership academy, graduating nearly 900 students annually. The FBINA was established in 1935 to professionalize and standardize the nation’s law enforcement standards. FBINA students are drawn from the senior leadership ranks of local, state, tribal, federal, and international law enforcement organizations. The goal of the institution is to bring the best and the brightest emerging law enforcement leaders together to share best practices and build a cohesive network to address current challenges in the profession. During his tenure at the FBINA, Mr. Harrigan instituted the following initiatives: • Conducted a comprehensive examination of existing leadership curriculum with the goal of deepening the effectiveness of the training. • Established an advisory board, consisting of academic and law enforcement executives, to examine current FBINA curriculum and best practices in order to ensure the organization grows to meet the needs of the global law enforcement profession. • Reinvigorated the FBINA speaker bureau by bringing in more relevant speakers to address emerging law enforcement issues. • Addressed the issue of suicide, substance abuse, and PTSD through the integration of a purpose-driven philosophy into the FBINA, to include the establishment of a course focused on these critical issues. • Focused aggressively on the issue of legitimacy in law enforcement in the wake of Page 3 CURRICULUM VITAE – MICHAEL K. HARRIGAN the Ferguson matter and the publication of the President’s 21st Century Policing Initiative. • Integrated student presentations into the speaker program to provide a first-hand
