Annual Accomplishment Report Annual Accomplishment Report Period Covered: 01 January – 30 November 2018 Region 12 is located in the Southwestern part of Mindanao, which is composed of the provinces of South Cotabato, Sultan Kudarat, Cotabato and Sarangani; the chartered cities of Cotabato and General Santos and the component cities of Kidapawan, Tacurong and Koronadal. 1 Republic of the Philippines NATIONAL POLICE COMMISSION PHILIPPINE NATIONAL POLICE POLICE REGIONAL OFFICE 12 Tambler, General Santos City EXECUTIVE SUMMARY PRO 12 Headquarters is located at Tambler, General Santos City, and is composed of two CPOs, namely Cotabato City PO located at PC Hill, Cotabato City, General Santos City PO at Camp Fermin G Lira, General Santos City and four PPOs, namely Cotabato PPO located at Amas, Kidapawan City, Sultan Kudarat PPO at Camp Amando Dumlao Sr., Isulan, Sultan Kudarat, South Cotabato PPO at Koronadal City and Sarangani PPO at Kawas, Alabel, Sarangani with 45 Municipal Police Stations under the four Provincial Police Offices and 15 Police Stations under the two City Police Offices. It has four Provincial Mobile Force Companies (PMFC), two City Mobile Force Companies (CMFC) and a Regional Mobile Force Battalion (RMFB) with five Maneuver Companies. The total strength of the Office is 7,578 composed of 358 PCOs, 6,853 PNCOs and 367 NUP distributed to the different police offices/units. The current police-to-population ratio is 614 based on the total number of uniformed personnel strength 7,211 vis-a-vis the present Regional Population registered at 4,430,916. Pursuant to the current Staffing Pattern, the Office is supposed to have an authorized strength of 6,551(458 PCOs, 5,698 PNCOs and 395 NUP). 2 RESOURCE MANAGEMENT OPTIMIZE UTILIZATION OF FINANCIAL AND LOGISTICAL RESOURCES 1. LOGISTICS MANAGEMENT PROGRAM The Directorate for Logistics of NHQ, PNP in cooperation with this office conducted a 15-day Basic Logistics Course from September 25, 2018 to October 12, 2018 held at PRO 12, Brgy. Tambler, General Santos City. It was participated with fifteen (15) PNCOs and (7) NUPs from the Office of RLRDD personnel, PSAO/CSAO and RSPNCOs from different unit of this PRO. 3. RESEARCH AND DEVELOPMENT PROGRAM This PRO observes “LOI TamangBihis” through the conduct of monthly Saturday Rank Inspection of different PPOs/CPOs and its Municipal Police Stations andmonitoring of all distributors/suppliers/dealers of PNP uniforms and equipment. The Directorate for Research and Development conducted field testing for the proposed Pixelized Field Service Uniform to all Chief of Offices/Units. 4 4. Mayuga April 30, 2020 The Department of Environment and Natural Resources (DENR), through the Biodiversity Management Bureau (BMB), is addressing human-macaque conflict on a case-by-case basis “with the most humane approach possible.” This was the assurance by DENR Assistant Secretary Ricardo Calderon in response to an appeal made by an animal-rights activist in response to government’s plan to allow capture of native monkeys on an island in Romblon Province for research and development purposes. Responding to NE dim C. Byukmihci, emeritus professor of Veterinary Medicine at the School of Veterinary Medicine, University of California, Calderon said the position of the DENR is that the removal of macaques, or any wildlife, in conflict with humans is considered as the last resort after all other measures had been exhausted in consideration of the welfare of both humans and wildlife. According to Calderon, the concurrent director of the BMB, other approaches to addressing human-macaque conflict are forest restoration, appropriate disposal of wastes, and the massive public awareness campaign on avoiding interaction with macaques. “As we endeavor to achieve human-wildlife co-existence, rest assured that the future actions of this bureau on the sustainable use of wildlife resources shall be guided by the national wildlife conservation law and regulation and in accordance with the Multilateral Environment Agreements to which the Philippines is a party,” he said.

It is for this reason that the nation expected him to announce and discuss his administration’s roadmap in response to the COVID-19 pandemic, albeit belatedly. GRAVE HEALTH STATISTICS As he spoke yesterday, a total of 80,448 persons in the country have tested positive for the novel coronavirus; 1,932 have died due to the infection; and only 26,110 have so far recovered, 1 leaving 52,406 still infected, hospitalized, in isolation or in the throes of death. The Philippines has held the dubious distinction of being the ASEAN’s laggard in comprehensively and coherently countering the contagion – from mass testing and controlling the spread of the virus to promptly treating those infected and protecting healthcare frontliners. This unbelievable complacency, if not incompetence, of government officials is clearly reflected in our COVID-19 statistics.     OPERATION PACIFIC EAGLE–PHILIPPINES LEAD INSPECTOR GENERAL REPORT TO THE UNITED STATES CONGRESS JULY 1, 2020–SEPTEMBER 30, 2020 ABOUT THIS REPORT A 2013 amendment to the Inspector General Act established the Lead Inspector General (Lead IG) framework for oversight of overseas contingency operations and requires that the Lead IG submit quarterly reports to Congress on each active operation. The Chair of the Council of Inspectors General for Integrity and Efficiency designated the DoD Inspector General (IG) as the Lead IG for Operation Pacific Eagle–Philippines (OPE-P). The DoS IG is the Associate IG for the operation. The USAID IG participates in oversight of the operation. The Offices of Inspector General (OIG) of the DoD, the DoS, and USAID are referred to in this report as the Lead IG agencies. Other partner agencies also contribute to oversight of OPE-P. Martins Dagbog Dorte og Michael kørte os til Kastrup, og det lykkedes os at få en opgradering til business class - et gammelt tilgodebevis fra lidt lægearbejde på et Singapore Airlines fly. Vi fik hilst på vore 16 glade gamle rejsevenner ved gaten. Karin fik lov at sidde på business class, mens jeg sad på det sidste sæde i økonomiklassen. Vi fik julemad i flyet - flæskesteg med rødkål efterfulgt af ris á la mande. Serveringen var ganske god, og underholdningen var også fin - jeg så filmen "The Hundred Foot Journey", som handlede om en indisk familie, der åbner en restaurant lige overfor en Michelin-restaurant i en mindre fransk by - meget stemningsfuld og sympatisk. Den var instrueret af Lasse Hallström. Det tog 12 timer at flyve til Singapore, og flyet var helt fuldt. Flytiden mellem Singapore og Manila var 3 timer. Vi havde kun 30 kg bagage med tilsammen (12 kg håndbagage og 18 kg i en indchecket kuffert). Jeg sad ved siden af en australsk student, der skulle hjem til Perth efter et halvt år i Bergen.     HUMAN RIGHTS ADVISORY ON THE RIGHT TO FREEDOM OF MOVEMENT CHR (V) A2020-013 The Commission stresses that it supports the government in its fight against the COVID-19 outbreak, and it acknowledges the need to impose restrictions on certain rights and freedoms enjoyed by persons in order to address the pandemic. In this time of public health emergency, the right to freedom of movement, being interrelated to the right to health, has to be considered in all the measures and interventions of the government. Freedom of movement, or the right to travel, is a concept encompassing the right of individuals to travel from one place to another within the territory of a country, and to leave and return to it.1 Article 13 of the Universal Declaration of Human Rights (“UDHR”) guarantees the right to freedom of movement and residence within the borders of each State. It declares that everyone has the right to leave any country, including his own, and to return. The same rights are reiterated under Article 12 of the International Covenant on Civil and Political Rights (“ICCPR”), to which the Philippines is a State Party. Nevertheless, as discussed further, Article 12 of the ICCPR provides for permissible limitations, including those which may be imposed by law and are necessary to protect national security, public order, public health or morals or the rights and freedoms of others, provided that they are consistent with other rights recognized by the ICCPR. Article III, Section 6 of the 1987 Philippine Constitution guarantees the liberty of travel, which shall not be impaired except in the interest of national security, public safety, or public health, as may be provided by law.

    TIMELINE: JONAS BURGOS ABDUCTION April 28, 2007 Jonas Burgos was abducted at about 1:30 pm by 4 armed men and a woman in civilian clothes while having lunch at the Hapag Kainan Restaurant in Ever Gotesco Mall, Quezon City. He was alone and unarmed. A waitress who saw the forcible abduction positively identified Jonas from a picture shown to her. Jonas is a farmer who manages the family organic farm in Bulacan. Jonas has been giving technical training to members of the Alyansang Magbubukid ng Bulacan (Peasant Alliance of Bulacan), a local chapter of the Kilusang Magbubukid ng Pilipinas (KMP or Peasant Movement of the Phillipines), since 1999. the Philippine government and the Armed Forces of the Philippines have labeled the KMP a “front” organization for the Communist Party of the Philippines. May 2, 2007 Larry Marquez, a security guard on duty at Ever Gotesco Shopping Mall, from where Jonas was abducted, told police that Burgos was dragged by the suspects to a maroon Toyota Revo with plate number TAB 194, as Burgos shouted for help. May 2, 2007 The Burgos family files a missing person complaint with the Phillipine National Police (PNP). May 4, 2007 In an investigation by the Philippine National Police (PNP), and through the efforts of the family, the license plate number was traced to a vehicle that was in the custody of the 56th Infantry Battalion of the Armed Forces of the Philippines in Bulacan that was impounded from illegal loggers on June 24, 2006. Senior Supt. Joel Coronel, who led the police investigation, was relieved from his post shortly after he traced the vehicle in Burgos’s abduction to the Army.
