Abstract: The phenomenon of street children in inhaling goat glue, has been very disturbing for the community. This fact is found in big cities, as in the city of Medan, which has a population of 2,983,868 people. However, the local governments does not have a careful attention in handling this issue. Though we know that the dangers posed by inhalinggoat glue are similar to the effects of drugs, such as convulsions, hallucinations, vomiting and in the long run can lead to death. Considering the impacts, it is assumed that they can increase the crime rate of street children. The argument, under the circumstances of any cruel action, is seen as a lump. One of the preventions to be taken is by making prohibitions and sanctions for the perpetrators through the formulation of a local government regulations. The steptaken by the researchers is by exploring the possibility of formulating regulations on local regulations on the prohibition and sanctions for the inhalers of goatglue. In the first year of this study, the researchers conduct exploration, observation, interview with respondents to get initial data, and then feasibility study to Riau Province which has previously has Area Ran Peratu (PERDA) about legal restrictions for street children. To get the data the method used is exploratory. The second year of formulating the academic script of PERDA goatglue through normative descriptive method, and the third year, the researchers socialize and disseminate the PERDA goatglue to the people of Medan City. The specific targets that are expected to be realized in this study, provide an alternative thinking about the formulation of academic script that is required in giving birth to the substance of PERDA that has never existed in the city of Medan, namely PERDA l. In this study, the researcher used a descriptive - qualitative and quantitative approach by collecting data, then classifies the data. The results of the data analysis showed that the languages found in the linguistic landscape of the Medan train station were Indonesian and English. Sign categories at Medan train station that function as direction signs, advertising signs, warning notices and prohibitions, building names, informative names, slogans, ad graffiti. These signs besides have their own functions. The watershed (DAS) Deli is one of the priority watersheds in the Medium Term Development Plan in 2010-2014 according to the Ministry of Forestry decree (SK 328/Menhut-II/2009), Indonesia. DAS is a complex ecological system in which there is a dynamic equilibrium between the incoming material energy (input) and the material out (output). Naturally, the change in input and output balance is slow and does not pose a threat to humans and environmental sustainability on a watershed system with continuous land-use dynamics from dense vegetation forms to rare vegetation forms or from vegetation forms to non-vegetation forms. It has been concluded that Deli watershed land destruction is dominated by biophysical factors, especially land use, slope, landform, and rainfall in upstream Deli sub-watershed. This is what causes flooding in Medan city, Indonesia. The cause is extreme rainfall so that a number of rivers such as Deli River and Babura River overflowed, the water level of the Deli and Babura Rivers almost reached the bridge section and this was scarce. Penelitian ini bertujuan untuk mengidentifikasi persamaan dan perbedaan bunyi pada dialek Teochew (TC), Hakka (HK), dan Kanton (CO). Perbandingan antara ketiga dialek ini dapat dikatakan sama usianya dengan timbulnya ilmu bahasa itu sendiri. Pemahaman tentang bahasa selalu menarik perhatian orang untuk mengetahui sejauh mana terdapat kemiripan aspek bahasa tersebut. Menghitung persentase kognat dan menemukan kapan ketiga dialek dalam tesis ini termasuk ke dalam satu keluarga bahasa sebelum akhirnya berpisah menjadi dialek yang berbeda atau waktu pisah didasarkan pada teori Linguistik Historis Komparatif. Metode penelitian yang diterapkan adalah metode kuantitatif-kualitatif dengan menggunakan daftar Swadesh proto Sino-Tibet. Metode dan teknik pengumpulan data yang digunakan mengacu pada metode cakap dengan teknik rekam – catat. Data dianalisis dengan menggunakan metode korespondensi kualitatif dan metode kuantitatif dengan teknik glotokronologi dan leksikostatistik. Hasil penelitian menunjukkan bahwa dialek TC, HK, dan CO memiliki pasangan identik, korespondensi fonemis, satu fonem yang berbeda, dan satu suku yang serupa. Dialek TC~HK dan TC~CO memiliki 60 dan 75 kata berkerabat dengan tingkat kekerabatan atau persentase kognat sebesar 29 % dan 36 %, yang keduanya dikategorikan ke dalam subkelompok stok.
