ABSTRACT Author : Hamdan Juhannis Title of thesis : Mohamad Roem's Political Activities and Islamic Political Vision (1908-1983) Department : Institute ofIslamic Studies, McGill University Degree : Master of Arts (M.A.) -------------------------- This thesis deals with the political activities and Islamic political vision of Mohamad Roem (1908-1983), a prominent Masyumi leader and Indonesian diplomat in the first halfof the twentieth century. His life and early education as weIl as bis works are discussed in order ta trace the sources which inspired his vision. In bis political activities, Roem expressed his IsIamic nationalism by joining and founding Islamic movements from the late Dutch colonial period through the beginning of the New Order. He had much political success, especially in the Republican period. However, he was one of many Muslim leaders who also suffered for bis political involvement ef large magaituele; in the Soekarno era, he was jailed for about four years, while in the Soeharto era, he was banned from participating in political activities. He was a moderate Muslim. leader who aspired to cooperate with "secular" leaders in his time for the sake of a larger cause. His Islamic political vision had a significant impact and was a major contribution to both the Indonesian state and the IsIamic community. His moderation is reflected in his political correspondence with Nurcholish Madjid in which he argued for the need of an Islarnic political party without demanding the creation of an Islanùc state. Finally, Roem's political activities and IsIamic political vision point to a model ofactivism in a religiously pluralistic country and could possibly serve as an inspiration to Muslim politicians, especially after Soeharto's fall when Islamic political parties found fertile ground for • growth. li ~. Diplôme: Maîtrise ès Arts (M.A.) Ce mémoire aborde les activités et la vision politique islamique de Mohamad Roem (1908-1983), leader important du Masyumi et diplomate indonésien pendant la première moitié du vingtième siècle. Sa vie privée, son éducation ainsi que son oeuvre seront analysées afin de remonter aux sources qui ont inspiré sa vision. À travers ses activités politiques, Roem a pu exprimer son nationalisme islamique en se joignant et en fondant divers mouvements islamiques depuis la fin de la période coloniale néerlandaise jusqu'au "'---'-. début du régime de l'Ordre Nouveau. TI obtint beaucoup de succès, particulièrement durant la période républicaine. Cependant, il fut un parmi tant d'autres leaders musulmans qui ont eu à souffrir de leur implication politique: pendant la période Soekarno, il fut emprisonné pendant près de quatre ans et durant le régime Soeharto, il fut exclu de toute activité politique. Roem fut un leader musulman modéré qui espérait collaborer avec les dirigents "séculiers" de son époque pour le bénéfice d'une cause plus importante. Sa vision politique islamique eut un impact significatif et fut une contribution majeure à la fois pour l'état indonésien et la communauté islamique. Have a lot of evidences shown in Muhammadiyah socio- religious movement in Indonesia, but the biggest challages is the ability to maintain the existence of and answered a range of challenges that are local and global (relations between islam and democration), pluralism, human rights and the marginals. Through tajdid Muhammadiyah has proven ability in respond of Islamic problems in Indonesia since before the independence of up to the twenty-first century.in a way to do interpretation of his base theologious through a shift paradigm in theologies and socio- religious movement (Thomas Kuhn). In fact, Muhammadiyah move forward with transformation of theological bases from theocentris to antrophocentris (Hasan Hanafi).Thus various issues on religious movement,political like nation-state wich is local or global had answered by Muhammadiyah with his theological bases and the charity efforts like educations, hospitals and the orphanage.

Reason is not understood materially but reason is understood in the abstract so that sense is interpreted a thinking power contained in the human soul, with this power man is able to gain knowledge and be able to distinguish between good and evil. Revelation according to M. Quraish Shihab, is the delivery of God’s Word to His chosen people to be passed on to human beings to be the guidance of life. God’s revelation contains issues of aqidah, law, morals, and history. Furthermore, M. Quraish Shihab reveals that human reason is very limited in understanding the content of Allah’s revelation, because in Allah’s revelation there are things unseen like doomsday problems, death and so forth. Pemikiran nasionalisme Islam Salim dipengaruhi oleh pendidikan sekuler Belanda dan interaksinya dengan tokoh pembaharu lintas Negara seperti Jamaluddin al-Afgani dan karya-karya tokoh pembaharu Negara lainnya ketika ia menjadi penerjemah pada konsulat Belanda di Jeddah tahun 1906. Nasionalisme Islam yang digusung oleh Salim berkeinginan untuk memperjuangkan hak-hak kemerdekaan yang telah dirampas oleh Pemerintah Hindia Belanda berdasarkan asas-asas Islam. Nasionalisme Islam ini berbeda dengan nasionalisme sekuler yang digusung oleh Soekarno dan Hatta, karena memisahkan antara nasionalisme dengan agama. Haji Agus Salim is one of Islamic nationalist leaders who lived in three regimes; the Netherlands, Japan, and early Indonesian independence. Salim’s thought was influenced by the Dutch secular education and his interaction with transnational reformers like Jamaluddin al-Afgani and the works of other reformers when he became a translator at the Dutch consulate in Jeddah in 1906. Islamic Nationalism formulated by Salim wanted to fight the rights of freedom that has been seized by the Dutch government based on Islamic principles. Islamic nationalism was different from secular nationalism formulated by Sukarno and Hatta, when the second separated between nationalism and religion. Partai Muslimin Indonesia (Parmusi) sebagai salah satu kekuatan politik pada masa itu, turut serta membangun sistem demokrasi di negeri ini, meskipun dalam perjalanan sejarahnya sering dikooptasi pemerintah. Parmusi Cabang Padang Pariaman adalah partai yang juga ikut turut serta dalam membangun sistem demokrasi di daerah Padang Pariaman dan akhirnya nafas partai ini berakhir setelah adanya fusi partai dibawah kendali pemerintahan Orde Baru. A. PENDAHULUAN Sejak awal kelahirannya Orde Baru ditandai dengan produktivitas yang meningkat, swasembada beras tahun 1984, perkembangan ekonomi nasional rata- rata 7% setahun dari 1960-1980 an.1 Hal yang lebih mengagumkan lagi adalah kemampuan pemerintah di bawah arsitek ekonomi Widjojo Nitisastro mampu mengatasi krisis ekonomi di awal 1960-an. Terlepas dari prestasi ekonomi yang dicapai pemerintah Orde Baru, juga diikuti pengendalian pemerintah terhadap kehidupan sosial politik. Penegasan mengenai stabilitas politik ini menurut Eep Saefulloh Fatah dimulai dengan penghancuran musuh negara yang secara historis bisa menjadi potensi memusuhi dan merongrong kewibawaan Orde Baru.2 Kelompok ini terdiri dari kekuatan loyalis Soekarno, kekuatan Komunis, Kelompok PSI, dan kelompok Masyumi. Pada awal kelahiran Orde Baru, eks pendukung Masyumi yang berjasa dalam menumbangkan Orde Lama, berharap dapat merehabilitasi Masyumi yang diberangus oleh Soekarno pada masa Demokrasi Terpimpin.3 Namun usulan dan harapan itu ditolak mentah-mentah oleh Soeharto, berdasarkan suratnya kepada Prawoto Mangkusasmito tanggal 6 Januari 1967.

It is believed to be done for certain purposes. One of the intentions is that it is as an evidence of sacrifice of the circumcised person to get close to God. In the last decades, the demand for ignoring this practice on female by various circles often springs. Reason being is that the practice is accused of inflicting female herself. Moreover, it is regarded as a practice that destroys the rights of female reproduction and that of female sexual enjoyment and satisfaction. Commonly, female circumcision is done by cutting clitoris and throwing the minor and major labia. This practice of circumcision continues based on the myths that spread so commonly among people. This article aims to conduct a research on female circumcision in the perspective of Islamic law. According to Islamic doctrine, female circumcision is legal by Islamic law. By adopting the methodology of syar‘a man qablana (the law before us) and theory of maqasid al-syari‘ah (the purposes of Islamic law) and some other legitimate Quranic verses, circumcision becomes an important practice. Again, the famous female circumcision practice is evidently not parallel with the way recommended by Islam. Natsir Mohammad Natsir dilahirkan pada hari Jum’at tanggal 17 Jumadil Akhir 1326 H. yang bertepatan dengan tanggal 17 Juli 1908 M. di kampung Jembatan, Berukir Alahan Panjang yang termasuk wilayah Kecamatan Lembah Gumanti, Kabupaten Solok, Provinsi Sumatra Barat. Ayahnya bernama Idris Sutan Saripado sebagai seorang juru tulis kontrolir di Maninjau yang kemudian menjadi sipir atau penjaga tahanan di Bekeru Sulawesi Selatan. Sedangkan Ibunya bernama Khadijah sebagai keturunan Chaniago.1 Mohammad Natsir lahir dari rahim Ibunya seorang muslimah yang taat, begitu pula, Ayahnya seorang muslim yang taat terhadap aturan agama. Sebagaimana masyarakat Minang lainnya, maka wajar. M. Natsir terlihat masa kanak-kanak yang gemar mengaji dan menuntut ilmu agama, baik pada waktu pagi, siang, maupun sore harinya. M. Natsir mempunyai tiga saudara, yaitu Yukiman, Rubiah, dan Yohanusun. Di tempat kelahiranya itu, ia hidup bersama saudaranya dan kedua orang tuanya. This paper aimed at exploring M. Natsir's thoughts on Islamic education. Using a qualitative study with a historical approach, the writer found that M. Natsir was a rare figure. He was not only a scholar but also a thinker, a politician, and an educator. As an educator, he not only became a teacher, but also gave birth to various educational concepts known as an integral and universal education concept. He was an architect and an anti-dichotomous thinker of Islamic education. According to Natsir, Islam did not separate spiritual matters from worldly affairs. The spiritual aspect would be the basis of worldliness. The foregoing indicated that religious ethics emphasized by Islamic teachings must be the foundation of life. The conceptual basis of "educational modernism" with tauhid as its foundation demonstrated that he was a figure who really cared about Islamic education. Keywords: Integral-Universal Education, M.     THE DISCOURSE OF MUSLIM INTELLECTUALS AND `ULAMA’> IN INDONESIA A Historical Overview Khoirun Niam IAIN Sunan Ampel, Surabaya - Indonesia Abstract: Muslim intellectuals and `ulama’> are two notions necessary for attempts to get deep understanding of particularly Indonesian Muslim scholars. This paper analyses the discourse of Muslim intellectuals and `ulama’> in Indonesia before the independence period. The focus is on the practices and vectors which paved the way for the Muslim intellectuals and `ulama’> to come to the forefront in socio-political and cultural arena of Indonesia. The paper argues that the emergence of Indonesian intellectuals was not only influenced by Muslim organisations but also by Study Clubs. It further argues that irrespective of the diverse identification of Muslims intellectuals, those with secular educational background dominated the public spehere of Indonesia in the pre-independence period than those trained in pesantren or traditional Islamic education. This codition was a result of the nexus of the colonial contribution through so-called ethical policy, the rise of socio-political and cultural association, and the emergence of study club, which gave rise to Muslim intellectuals with secular educational background. The Integral Motion of Mohammad Natsir was his attempt to invite several factional leaders in the Indonesian parliament in 1950 to leave the Republic of the United States of Indonesia (RIS). RIS was formed by the Dutch and the head to the Unitary State of the Republic of Indonesia (NKRI) based on the results of the Indonesian’s proclamation on 17 August, 1945. There were several objectives of the Mohammad Natsir’s Integral Motion. Firstly, the national goal was to strengthen and improve the quality of national integration and unity. Secondly, the state's goal was that to re-establish and strengthen the Unitary State of the Republic of Indonesia (NKRI), and thirdly, the religious objectives were that to strengthen and improve the quality of the integrity and unity of Muslims Indonesia. The Islamic ummah and the Indonesian people have lack of knowledge and information about Mohammad Natsir's Integral Motion because of several factors: the Government of Indonesia during the old and new order often linked the pioneers of Mohammad Natsir's Integral Motion with the revolt of the Revolutionary Government of the Republic of Indonesia (PRRI), the exclusion of Mohammad Natsir's Integral Motion material in national history lessons, such as the lack of books on Mohammad Natsir's Integral Motion, and the lack of public awareness and interest in reading the history of Mohammad Natsir's Integral Motion.
