The international port organisation IAPH recently presented bremenports’ pilot project “LNG dredged material barge” with an environmental award. We are delighted with our bronze medal. However, the construction of the world’s first hopper barge run on low-emission liquefied gas is just one of many measures on the long road to becoming a “green” port. After all, sustainability is everyday business for us. We plan our construction measures with the environment in mind. We maintain port facilities in a cost-effective manner. We deal carefully with polluted dredged material. And we specialise in sophisticated eco-compensation for port construction projects: we have created valuable habitats for endangered species in the south of Bremerhaven – so successfully that the expansive zones, which used to be used for intensive farming, now form the largest nature conservation area in the state of . Safety & Security For us, sustainability is quite deliberate. Ship owners know this; we provide them with concessions in port 16 fees if they serve Bremen or Bremerhaven with particularly eco-friendly ships. But it’s also clear in our four-wheeled fleet: we use low-consumption service vehicles, therefore reducing our carbon dioxide emis-

sions. What’s more, we are now able to precisely quantify the CO2 emissions of the public areas of the ports of Bremen, as well as of our company itself. These emissions dropped by 13 per cent in 2013. Targeted use of eco-power contributed considerably to this.

More and more ports are describing themselves as “green ports”. But what exactly does this mean, and how sustainably are Germany’s seaports working? Peter Wengelowski and Klaus Holocher, Professors of the faculty of maritime studies at Jade University in Elsfleth, have the answers.

When is a port “green”? WENGELOWSKI: This isn’t easy to define, and primarily depends on the objectives of the individual ports. If you take “green” to mean sustainable, it’s all about three pillars: social, ecological and economic. Standards – such as compliance with the GRI (Global Reporting Initiative) standard, as ex- emplified by bremenports – are also important in Hamburg and in Rotterdam. Comparisons can only be made and sus- tainable development can only be mapped out if there is a uniform standard.

And what about outside of these standards? Prospects

In the medium to long term, the hydrogen drive could represent a promis- ing alternative to traditional fuels. According to forecasts, shipping traffic is going to increase by 50 per cent between now and 2030. At the same time, the availability of fossil fuels is going to reduce, and their price is going to increase. These factors cannot be offset in the long run, even with increasingly efficient ship engines and designs such as “slow steaming”. Even stricter environmental regulations will add additional pressure. Stricter limits for the sulphur content of ships’ fuel have been in place in sulphur Carefully emission control areas – SECAs for short – such as the North Sea and Baltic Sea since 1 January 2015. But how is measured compliance with these limits measured?

As part of the “Mesmart” (Measurements of Shipping Emissions in the Marine Troposphere) research project, measurements are carried out here and on the island of Neuwerk to deter-

mine the proportion of NOX (nitrogen dioxide), SO2 (sulphur

dioxide) and CO2 (carbon dioxide) in the air.

Monitoring of the SECAs

Since the new limits on the sulphur content of ships’ fuel were introduced at the start of the year, the countries in the SECAs have been obligated to monitor compliance. In Germany, this takes place by means of checks of bunker fuel delivery notes and samples taken on board ships, for example. However, as checks on ships are time-consuming and cost-intensive, it became apparent that the existing measuring systems of the BSH and the IUP are actually very well suited to monitoring compliance with the limits for the SECAs set out in the MARPOL Convention and the EU Sulphur Directive. The two measuring stations in Wedel and on Neuwerk therefore form the third key component of the monitoring toolkit. In Wedel, the ambient air is measured, and a spectro- meter is used to determine the air pollution through optical absorption. This technique – known as “Max-Doas” – and an air measuring device are also used on the island of Neuwerk.

Clean air, but only to an extent

The European Union is striving to reduce the air pollution caused by shipping, and has set EU-wide limits by passing the Sulphur Directive. However, the International Maritime Organization (IMO) has prescribed stricter maximum limits for sulphur emission control areas (SECAs), including in the North Sea and Baltic Sea. Jakub Adamowicz from the EU Commission talks about why there is no uniform regulation in Europe and whether this has distorted the competition.
