In 1998 EEA published Guidelines for the implementation of the EUROWATERNET monitoring network for inland waters. In every Member Country a monitoring network should be designed according to these Guidelines and put into operation. Together these national networks will form the EUROWATERNET monitoring network that will provide information on the quantity and quality of European inland waters. In the future they will be developed to meet the requirements of the EU Water Framework Directive. This publication presents the Finnish EUROWATERNET monitoring network put into operation from the first of January, 2000. It includes a total of 195 river sites, 253 lake sites and 74 hydrological baseline sites. Groundwater monitoring network will be developed later. In addition, information about Finnish water resources and current monitoring strategies is given.     FennoscandiQ archotologica VI/I (1991 ) ElJas Orrman GEOGRAPHICAL FACTORS IN THE SPREAD OF PERMANENT SETTLEMENT IN PARTS OF FINLAND AND SWEDEN FROM THE END OF THE IRON AGE TO THE BEGINNING OF MODERN TIMES Abstract The article discusses the role of ploughed soils in the spread of permanent settlement in Finland and in certain parts of Sweden. The author proceeds from the view that the extent of areas settled by agrarian communities was decisively conditioned by the way these communities were able to utilize the soils of the plough layer. In many cases the ineffectiveness of implements prevented the spread of settlement into areas where the soil was fertile but difficult to work . These areas could not be settled before the introduction of more effective types of _rds and ploughs. In Finland, the boundary of the Hame and Savo-Karelian cultural spheres may be explained by their different technologies for utilizing various types of soils. In Sweden, the old boundary of Swedish and Finnish culture in Vasterbotten also appears to correspond to the distribution of different soil types in the plough layer. Shooting ranges are not covered by the scope of the Industrial Emissions Directive, so there is no joint European steering for the Best Available Techniques. Over the last years, a high-level national environmental protection guideline has been pre- pared by the so-called AMPY project involving, for example, the environmental administration. Regardless of this, both the shooting range operators and the representatives of the public ad- ministration saw fit to collect the technical and procedural solutions of environmental protection at shooting ranges and assess them in more detail.

Tavoitteena on ollut mainita seuroista kaikki olemassaoloajan kotikunnat, mutta eritoten alueliitosten aiheuttamissa kotipaikkamuutoksissa on taatusti lukuisia puutteita. Monilla karjalaisseuroilla on ollut toisen maailmansodan jälkeen alaosastoja eri kunnissa, mutta tällaisia tietoja ei kuntakohtiin ole otettu. Esimerkiksi se, että joidenkin forssalaisseurojen kotikunniksi mainitaan Tammela ja Forssa mutta toisten kotipaikaksi ainoastaan Forssa, ei ole virhe: Forssa irrotettiin Tammelasta 3.12.1921, jonka jälkeen perustettujen seurojen kotikunta on siis ollut alusta asti Forssa. Seurojen entisissä ja myöhemmissä nimissä on varmasti paljonkin puutteita. Kirjojen nimet ja tekijätiedot ovat monelta osin tulkinnanvaraisia. Fennica-tietokannasta näyttää puuttuvan tekijä myös lukuisista sellaisista kirjoista, joiden alkusivuilla tekijä(t) on kerrottu. Monien teosten kannessa on hieman erilainen nimi kuin sisäsivuilla, eikä varsinkaan pitkistä nimistä ole aina helppoa sanoa, mikä osa nimestä olisi syytä kirjata ensimmäiseksi. Toimittanut-termiä on käytetty eritoten takavuosina vaihtelevasti, ja monessa teoksessa ”toimittaja” on tosiasiassa kirjoittanut koko teoksen. Kirjojen nimien sisälle on pääsääntöisesti kirjattu ajatusviivoja pisteiden sijasta selkeyden nimissä. Lehti-, vihko- ja moniste-käsitteet ovat osin hämäriä, mutta tällaisia merkintöjä on mukana, jos tiedossa on selvästi ollut, että kyseessä ei ole varsinainen

    Ante Aikio (Oulu, Finland) The Study of Saami Substrate Toponyms in Finland* 1. Research history Since the emergence of the historical sciences the generally accepted view on the ethnic history of Finland has been a theory of immigration, that is, that the Saami (or Lapps, as they were formerly called) earlier inhabited most parts of Finland, and that the Finns and Karelians only later expanded to their present territories, displacing the original Saami settlement. This view was originally based mainly on the interpretation of the Finnish and Saami oral tradition (SCHEFFER 1704: 37–52, see also PORTHAN 1873: 31– 42), but later research into historical records brought to light numerous ref- erences related to the Saami, especially in eastern Finland and Karelia (see e.g. KOSKINEN 1882, T. I. ITKONEN 1947, 1948 I, 92–97). In the twentieth century comparative linguistics developed rapidly and lin- guistic evidence of a widespread earlier Saami inhabitation in the south of Finland started to emerge. The first noteworthy study of Finnish and Russian place names of Saami origin was K. B. WIKLUND’s paper Lapparnas forna utbredning i Finland och Ryssland, belyst af ortnamnen (1911–1912). The question of place names of Saami origin had occasionally been touched upon even earlier, but WIKLUND’s study was the first one to employ system- atic and reasonably strict scientific methods to the subject. However, at that time the material available on Finnish place names was so limited that an entirely systematic search for Saami substrate place names could not be per- formed. Because of this, WIKLUND’s results in central Finland and Karelia remained on the level of sporadic observations, and his conclusions on the earlier distribution of Saami settlement were partly erroneous due to the limitations of his material.
