These policies need to be based on a thorough understanding of local needs for such facilities and opportunities available for new provision. 1.2 In view of the above, in 2019 Adur & Worthing Councils appointed Ethos Environmental Planning to review a joint study completed in 2014 to provide an up-to-date and robust assessment identifying needs, surpluses and deficits in open space, sport and recreation to support the Local Plans. 1.3 The two councils have separate local plans; this study will assist Worthing Borough in the preparation of a new plan and will support the implementation of the Adur Local Plan which was adopted in 2017. The study will also inform the Council’s asset management process, health and well-being plans and its investments and infrastructure funding process. 1.4 In summary the requirements of the brief are to provide: A comprehensive Open Space Assessment, Indoor/Built Sports Facilities Needs Assessment that represents an update to the existing (2014) assessment. -

Annex SCHEMES TO BE PROGRESSED IF DEVELOPER FUNDING IS SECURED March 2009 Background This document is called “Schemes to be progressed if developer funding is secured” and is also known as the “Blue Book”. In line with latest national guidance (see below), County and District Councils have developed a structured approach to the identification of transport needs related to development proposals. This aims, in particular, to improve the link between meeting the needs of development and the aims of the Local Transport Plan. The County Council’s Works Programme and Forward Programme are produced annually to list the highways and transport schemes to be progressed with the funds available. This year, the Forward Programme has been extended to include schemes that have been identified, in liaison with the Local Planning Authorities, as meeting LTP objectives but that cannot be progressed within available funding. Developer contributions will be sought towards these schemes, where they are seen to meet the needs of development proposals. This extended Forward Programme has been subject to consultation and will be supported by District Councils and used to assist the development control process. The programme will be updated each year and it is intended to engage wider community interests in developing and updating the programme in future years. Planning Context Planning Policy Guidance Note 13 : Transport requires authorities to demonstrate a linkage between land use planning and transport policies and objectives. PPG13 recognises that: • Local Transport Plans have a central role in co-ordinating and improving local transport provision and should relate to measures which form part of the local approach to the integration of planning and transport. -

Tourism South East Development Services 1 Chichester Tourism LDF Research Report 1 Background Tourism South East (TSE) was commissioned by Chichester District Council’s (CDC) Tourism Development Team to provide an independent view on tourism development in Chichester District. The aim of the project was to carry out product development research; the outcomes of which would be used by the Tourism Development Team to inform their internal reporting on tourism spatial policy to the Local Development Framework (LDF) Committee. This client summary and appendices of detailed research is not therefore intended to directly inform the LDF Committee, but rather to provide technical detail for officers. 1.1 Key Outputs of the Summary Report TSE was asked to concentrate on specific geographical divisions of the District (the rural area to the North of the City, the City itself and the Manhood Peninsula), addressing the following four core product areas for spatial policy: 1. -

Agenda Item No. 4 Planning Committee 21 July 2015 Regulation 3 Application Installation of temporary buildings to provide school accommodation fo approximately 12 months on land currently used as a public car park Land to the south of Northbrook College, Broadwater Road, Worthing, West Sussex, BN14 8HJ Application No: WSCC/037/15/WB Report by Executive Director of Residents’ Services and Strategic Planning Manager Local Member: Bryan Turner District: Worthing Executive Summary This report relates to an application for temporary planning permission for a temporary secondary school which would accommodate 200 pupils on land known as Queen Street car park. The site is to the west of the recently approved, and currently being constructed, Bohunt Academy (formally Worthing Academy) which is due to be completed in May 2016. The current application seeks approval for the complete works required to bring the temporary school into full use. Planning permission WSCC/040/15/WB, which was only for the initial works required to commence the temporary development, was granted on 24 June 2015 following approval by the Planning Committee on 23 June 2015. The report provides a generalised description of the site and a detailed account of the proposed development, and appraises it against the relevant policy framework from national to local level, along with other material considerations. The main policies of relevance to this application are policies 11, 12, 16, 17, 18 and 19 of the Worthing Core Strategy (2011); saved policy H18 of the Worthing Borough Local Plan (2003) and paragraphs 14, 17, 35, 36, 60, 61, 72, 186, 196, 197 and 203-206 of the National Planning Policy Framework (NPPF). -

Appendix 1 This Appendix lists the oversubscription criteria for all schools which do not use the West Sussex County Council standard oversubscription criteria for Community and Voluntary Controlled schools (reproduced at the bottom of this page). It includes all Church Voluntary Aided Schools, Foundation Schools, Free schools, Academies as well as Community and Voluntary Controlled schools which use variations of the standard West Sussex County Council oversubscription criteria. Where a school was oversubscribed in September 2020 the number of places offered in each category are listed beside the criteria. For oversubscribed schools the total number of places offered, together with the criteria and distance of the last place offered, is shown at the bottom of the oversubscription criteria. FAITH SCHOOL ADMISSION ARRANGEMENTS and COVID-19: Some faith based admission authorities define children's or families' membership or practice of the faith for the purpose of school admissions through regular attendance at a place of worship over a specified period. Due to the coronavirus (COVID-19) outbreak, there have been restrictions on the opening of places of worship (especially for communal worship) and parents and their children may have been unable to attend their place of worship as normal. This has meant that faith schools with admissions arrangements that prioritise applicants based on membership or practice of the faith, evidenced through regular attendance at a place of worship and/or at communal worship, may find their admission arrangements have been affected for the September 2021 intake. When making a preference for a faith school please check the school’s website to see what changes to their arrangements they may have made.
