Cambodia: Comfrel's Report on Irregularities in Voter List Revision
Cambodia: Comfrel’s Report on Irregularities in Voter List Revision and Voter Registration During the process of voter list revision and voter registration for 2007, lasting from September 15 to October 20, 2007, COMFREL has deployed around 200 observers to observe in 400 communes/sangkats across 24 provinces/cities.1 In general, COMFREL observes that both the political and security environment have been improved, although some voters used to or have felt concerns about insecurity, as in previous pre-national election periods. COMFREL highly appreciates the efforts of the National Election Committee (NEC) and officials at all levels, especially village and commune authorities, who have been carrying out voter list revision and voter registration. In some communes, clerks and councils have worked together to create mobile registration working groups to register voters in villages. However, COMFREL observes that the speed of voter registration this year is slower than that of last year. According to NEC temporary results, dated September 28, 2007, by September 26, 2007, in 1,608 communes/sangkats across 24 provinces/cities, the number of newly registered voters was 233,776, which represents 34% of the NEC estimate of 682,459. For the same period in 2006, the rate of voter registration was 47% (273,477 of an estimated 577,205 new voters to be registered). Meanwhile, COMFREL has doubts about the NEC’s unclear estimation on the number of voters to be registered, as the NEC made a wrong estimation number of new voters to be registered in 2006 (estimating around 570,000 new voters while in reality the number had increased to 1.2 million). -

Note: For the initial version of this document, we used the webpage of Cambodia Post that gives the ZIP codes of all sangkats of the city of Phnom Penh. However, a reader of Khmerologie let a message stating that our document was not up to date. After verification, we have discovered that the website of Cambodia Post does not take into account the reorganization of the administrative divisions of Phnom Penh that occurred in 2019. For the updated version of this document, we used the database published on the website of the NCDD (National Committee for Sub-National Democratic Development), which is part of the Royal Government of Cambodia. Preface We, member of Cambodia Children and Young People Movement for Child Rights ( CCYMCR ) facilitated by Child Rights Foundation, are pleased inform you‐adults, and boys and girls who are working for the best interests of children and youth‐ that we have noticed that there are a significant number of organizations, associations, groups or clubs led by children and youth across Cambodia. We first published a directory in 2005. As a result, we had learned that there were 217 child or youth‐led organizations and clubs. We second published a directory in 2006. We had learned that there were 290 child or youth‐led organizations and clubs across Cambodia. However, we were not sure whether the number of these organizations, associations, groups and children and youth clubs was increasing or decreasing in 2010. In respond to lack of the above information, we have redone a research to find out the clear‐ structured organizations and children and youth clubs led by children and youth under 24 years of age, still in operation across Cambodia and having contact address in order to compile a directory of child and youth‐led organizations, associations, groups or clubs the third time. The result of this third research indicates that there are 717 organizations, associations, groups, children and youth clubs operating in Cambodia. CCYMCR will update this book in the coming year, and we do hope that children and youth clubs, which have not been listed in the book, will send us their information once the book is to compile again. The main objective of this research is to identify activities implemented by children or youth clubs so as to facilitate our future collaboration. -
Kingdom of Cambodia―
Assigned by Ministry of Agriculture, Forestry and Fisheries Base Study on Impact of Population Issue on Agriculture and Rural Development ―KINGDOM OF CAMBODIA― Focus on Phnom Penh and Svay Rieng Province March 2007 The Asian Population and Development Association (APDA) Foreword This report is the product of “Base Study on Impact of Population Issue on Agriculture and Rural Development” consigned by the Ministry of Agriculture, Forestry and Fisheries to Asian Population and Development Association (APDA) in fiscal 2006 and was conducted in the Kingdom of Cambodia. The study and coordination were mainly performed by the domestic review panel created within APDA and headed by Dr. Shigeto Kawano, Professor Emeritus, Tokyo University. Reduction of poverty and starvation as well as securing of sustainability are the pressing challenges included in the U.N. Millennium Development Goals requiring the support of international community and are positioned as priority item in Japan’s ODA Outline. The important tasks are deeply related to population issues including rapid population increase as well as rural-urban and urban-rural migration and various forms of inter-sectoral cooperation are being implemented to address these issues. For this reason, a broad range of information was collected in this study and problems were sorted out with regard to population issues in developing countries in order to propose the policy and points to keep in mind when offering cooperation in the field of agriculture, forestry and fisheries in the future as well as actual ideas of cooperation. I would like to thank Mr. Hor Monirath, Director of Legal and Consular Department, Ministry of Foreign Affairs and International Cooperation(MFA/IC), and Mr. -
