As the people's representatives, Members of the National Assembly play a critical role in ensuring a vibrant democracy in the Kingdom of Cambodia. In the past, interaction between the National Assembly and Cambodian citizens has been limited. We believe that knowledge of each Member's education, legislative interests, and background, as well as the roles and responsibilities in the National Assembly will help create greater awareness and build bridges between the National Assembly and the Cambodian people. (eg. 023 XXX become 855 23 XXX) 4 Directory of the Third National Assembly of the Kingdom of Cambodia 2003 - 2008 Brief History of the National Assembly The current National Assembly originated as the Constituent Assembly, a legislative body elected during the United Nations Transitional Authority in Cambodia (UNTAC). After the 1993 election, the Constituent Assembly met and adopted a new constitution for Cambodia. After enactment of the 1993 Constitution, the Constituent Assembly was renamed the National Assembly. Note: The Commission names above are based on the amendments by the National Assembly of 14 February 2005. 6 Directory of the 3rd National Assembly of the Kingdom of Cambodia 2003 - 2008 The Role of the National Assembly The primary function of the National Assembly is to adopt laws that will govern Cambodia. According to the Constitution of the Kingdom of Cambodia, legislation can be initiated by Members of the National Assembly, Senators, or the Prime Minister (Article 91 of the Cambodian Constitution). The Constitution also gives the National Assembly the power to hold accountable and question the Prime Minster and the Council of Ministers (Article 96). The National Assembly has the power to dismiss the Prime Minister, individual Ministers, or the Royal Government (Article 98). An Open, Public, and Transparent Legislative Process Transparency in lawmaking is a key element for any democracy. With rare exceptions, whenever proposed laws are discussed or votes are cast, the proceedings should be open for all citizens to observe. Otherwise, the public cannot adequately judge the quality of the decisions made by their elected representatives (Article 88). Rights of the Public in Cambodia Constitution - The National Assembly sessions shall be held in public (Article 88). - Laws that are signed by the King for promulgation shall be published in the official journal and announced to the public throughout the country (Article 93). Powers of the Assembly - Consists of at least 120 members (Article 76) - Meets twice a year for at least three months (Article 83) - Holds sessions in public - Adopts Laws that will govern Cambodia - Creates its own budget (Article 81) - Elects the Prime Minister and individual Ministers - Approves the national budget, loans, administrative accounts and all taxation measures (Article 90) - Oversees the actions of the Royal Government and requests explanations (Article 89) - Establishes Commissions to oversee the actions and check the spending power of the Royal Government - Censures or Dismisses individual members of the Royal Government or the entire Royal Government (Article 96/98) - Adopts or repeals treaties, International Conventions, and proclamations of war (Article 90) 7 Directory of the Third National Assembly of the Kingdom of Cambodia 2003 - 2008 The Role of Members of the National Assembly As direct representatives of the all Cambodians, not just their constituency, Members of the National Assembly play an important role in helping Cambodian citizens have a voice in the democratic process. Members are elected through a free, universal, equal, direct and secret ballot. Each Member serves for five years and may be re-elected. A Member has "parliamentary immunity" and cannot be prosecuted, detained or arrested because of opinions expressed during the exercise of his or her duties without special actions. (Article 80) Once elected, Members of the National Assembly have the power to: - Propose legislation for new laws or amendments to existing laws (Article 91) - Vote on the membership of Commissions (Article 82) - Ask Government to explain their policies or actions (Article 96) - Vote on legislation, international

    31 JUL 1996 Ranariddh NOTHING SERIOUS, SAYS RANARIDDH OF HIS PROBLEMS WITH HUN SEN By: Azman Ujang LANGKAWI, July 31 (Bernama) -- Cambodian First Prime Minister Prince Norodom Ranariddh said today both he and Second Prime Minister Hun Sen will not resort to the use of force to resolve their political problems. He said the problems are not as serious as portrayed by the Western media. "The Westerners have never ceased to give us a lesson on democracy and when we have differences in ideas due to the pluralistic nature of our people, the Western media will play them up. But I can assure you there is nothing very serious," he said in an interview with Bernama at his Pelangi Beach Resort hotel suite here. Ranariddh, who is here to attend the second Langkawi International Dialogue, said his problems with Hun Sen were largely due to their contrasting styles brought about by differences in cultural backgrounds. "I was trained in France, more liberal but less outspoken. In contrast, Hun Sen is not very liberal but very outspoken," he said in the one-hour interview in which he spoke on a wide range of domestic, economic, regional and international issues. According to Western media reports, Ranariddh recently threatened to pull his Funcipec Party out of the Royal Cambodian government after accusing the Cambodian People's Party headed by Hun Sen of unequal power sharing at the district and provincial levels. The reports said that in May Ranariddh, his father King Norodom Sihanouk and two half-brothers Prince Norodom Sirivudh and Prince Norodom Chakrapong met in Paris in the wake of Ranariddh's pull-out threat.

    mCÄmNÐlÉkßrkm<úCa DOCUMENTATION CENTER OF CAMBODIA Phnom Penh, Cambodia www.dccam.org Third Quarter Report July – September 2007 SUMMARY Activities for the Khmer Rouge Tribunal On July 18, the Extraordinary Chambers in the Courts of Cambodia’s (ECCC) Office of the Co-Prosecutor made an introductory submission to the Tribunal’s co-investigating judges requesting that five individuals be charged with crimes against humanity and other crimes. Duch, the former head of Tuol Sleng Prison, was formally charged with crimes against humanity on July 31. The oldest surviving member of the Khmer Rouge leadership, 81 year-old Nuon Chea was arrested on September 19. Both men are now being held in provisional detention at the ECCC. The Center for International Human Rights at Northwestern University School of Law, DC-Cam, and the Illinois Holocaust Museum and Education Center launched a new Cambodia Tribunal Monitor website (http://www.cambodiatribunal.org/) in early September. One of the site’s main features will be web casts of the Khmer Rouge Tribunal proceedings. At the request of the ECCC’s Defense Support Section, DC-Cam agreed to host an orientation course for foreign co-lawyers and legal consultants. In late August, it held sessions for four legal personnel and two interns. In addition, Noun Chea's defense lawyer requested documents from DC-Cam this quarter. In August, members of DC-Cam’s Legal Response and other teams met with the Secretary General of the National Bank of Cambodia to discuss the possibility of placing images on riel notes that would memorialize the suffering Cambodians experienced during Democratic Kampuchea.

The CCHR calls on Judge Thor Saran to clarify his recent comments in relation to charges against Mr. Pen and to explain his role in the removal of the provincial coordinator from Ratanakiri. The CCHR is concerned that the case of Pen Bonnar represents evidence of a practice in Cambodia whereby the threat of legal charges is used to silence the voices of human rights activists and to curtail freedom of expression. The removal of Mr. Pen from Ratanakiri follows an extrajudicial and ultra vires request by Judge Thor to the administration of ADHOC that they remove Mr. Pen from the Province. In so doing, Judge Thor advised, ADHOC would remove Mr. Pen from the jurisdiction of the Provincial Municipal Court of Ratanakiri thereby ensuring that charges of incitement against him would be dropped; “it is easy to end the case and the court can compromise, drop his case and avoid [his] detention”. It was extraordinarily well organized, totally substantive and obviously beneficial to the Burundian participants. The Cambodian host organizations were appropriately selected and well- prepared to contribute to the study tour objectives. In retrospect, Cambodia was an ideal choice for the study tour site. There are many similarities between the two countries, yet the contrasts enabled the Burundians to place their own society in a better context. Visits to the Genocide Museum and the Killing Fields were stark reminders to the Burundians of the atrocities that occurred in their own country during the 1993-1996 period.

In 2017, the Independent Office of Evaluation of IFAD (IOE) undertook the first country strategy and programme evaluation (CSPE) for the Kingdom of Cambodia. The CSPE reviewed the evolution of the strategy, results and performance of the partnership between IFAD and the Royal Government of Cambodia since the Fund started operations in 1997, but with a focus on the last decade, particularly with respect to the investment portfolio. The CSPE covers the investment portfolio (seven projects that were approved between 2000 and 2016), complementary (non-lending) activities (knowledge management, partnership-building and policy dialogue, including grants), as well as country programme strategy and management. 2. Objectives. The CSPE had two main objectives: (i) to assess the results and performance of the IFAD-financed strategy and programme; and (ii) to generate findings and recommendations for the future partnership between IFAD and the RoyalGovernment of Cambodia for enhanced development effectiveness and rural poverty eradication.
