A HIstoRy Of Anlong Veng CommunIty A wedding in Anlong Veng in the early 1990s. (Cover photo) Aer Vietnamese forces entered Cambodia in 1979, many Khmer Rouge forces scaered to the jungles, mountains, and border areas. Mountain 1003 was a prominent Khmer Rouge military base located within the Dangrek Mountains along the Cambodian-Thai border, not far from Anlong Veng. From this military base, the Khmer Rouge re-organized and prepared for the long struggle against Vietnamese and the People’s Republic of Kampuchea government forces. Eventually, it was from this base, Khmer Rouge forces would re-conquer and sele Anlong Veng in early 1990 (and a number of other locations) until their re-integration into Cambodian society in late 1998. In many ways, life in Anlong Veng was as difficult and dangerous as it was in Mountain 1003. As one of the KR strongholds, Anlong Veng served as one of the key launching points for Khmer Rouge guerrilla operations in Cambodia, and it was subject to constant aacks by Cambodian government forces. Despite the perilous circumstances and harsh environment, the people who lived in Anlong Veng endeavored, whenever possible, to re-connect with and maintain their rich cultural heritage. Tossed from the seat of power in 1979, the Khmer Rouge were unable to sustain their rigid ideo- logical policies, particularly as it related to community and family life. During the Democratic Movement of the Khmer Rouge Final Stronghold Kampuchea regime, 1975–79, the Khmer Rouge prohibited the traditional Cambodian wedding ceremony. Weddings were arranged by Khmer Rouge leaders and cadre, who oen required mass ceremonies, with lile regard for tradition or individual distinction. -

TO KEEP YOU IS NO GAIN, TO KILL YOU IS NO LOSS* – SECURING JUSTICE THROUGH THE INTERNATIONAL CRIMINAL COURT Talitha Gray** I. INTRODUCTION “We who have witnessed in the twentieth century, the worst crimes against humanity, have an opportunity to bequeath to the new century a powerful instrument of justice. So let us rise to this challenge.”1 An incomprehensible number of people have died as a result of war crimes, genocide, and crimes against humanity in the last century. After World War II and the Holocaust, nations and their citizenry proclaimed that never again would something so horrendous happen. “We must make sure that their deaths have posthumous meaning. We must make sure that from now until the end of days all humankind stares this evil in the face . and only then can we be sure it will never arise again.”2 Despite this vow, from 1950 to 1990, there were seventeen genocides, with two that resulted in the death of over a million people.3 In 1994, 800,000 Tutsis died during a three-month genocide in Rwanda.4 Genocide, war crimes, and crimes against humanity are not only something that occurred in the distant past; sadly, they remain a vivid reality. If there is ever hope to end such crimes, they must be addressed by the law on an international scale. “We stand poised at the edge of invention: a rare occasion to build a new institution to serve a global need. P I / j ;/"'" G 2 © Copyright by Sophie Diamant Richardson All Rights Reserved May 2005 3 ABSTRACT Most international relations scholarship concentrates exclusively on cooperation or aggression and dismisses non-conforming behavior as anomalous. Consequently, Chinese foreign policy towards small states is deemed either irrelevant or deviant. Yet an inquiry into the full range of choices available to policymakers shows that a particular set of beliefs – the Five Principles of Peaceful Coexistence – determined options, thus demonstrating the validity of an alternative rationality that standard approaches cannot apprehend. In theoretical terms, a belief-based explanation suggests that international relations and individual states’ foreign policies are not necessarily determined by a uniformly offensive or defensive posture, and that states can pursue more peaceful security strategies than an “anarchic” system has previously allowed. “Security” is not the one-dimensional, militarized state of being most international relations theory implies. Rather, it is a highly subjective, experience-based construct, such that those with different experiences will pursue different means of trying to create their own security. By examining one detailed longitudinal case, which draws on extensive archival research in China, and three shorter cases, it is shown that Chinese foreign policy makers rarely pursued options outside the Five Principles. -

The purposes of this guidelines are to provide a comprehensive guidance on MPA services and some essential activities to be provided by health center including services to be provided at health center and some main services to be provided at community. This guidelines was developed as a detail and stand alone document as well as a companion of the “Guidelines on Complementary Package of Activities for Referral Hospital Development”, which was revised and introduced by the Ministry of Health on December 15, 2006. This guidelines was also developed as a guidance for health center staff for implementation of their work, as well as for provincial and district health officers for their management work in accordance with the development of health sector. It is also a basic and direction for central departments and institutions according to their respective role, especially for formulating training plan and necessary supply for functioning of health center. This guidelines is also useful for all concerned stakeholders including health officers and donors to understand, involve and support activities of health centers in the whole country aiming to achieve the goals of the National Health Strategic Plan 2008-2015. The United States bombing of the countryside continued (now publicly) and increased from 1970 to August 1973. when Congress imposed a halt. Nearly half of the US bom bing tonnage was dropped in the last six months. The total was 540,000 tons. Rural Cambodia was destroyed, and 'Democratic Kampuchea' rose in its ashes. Beginning in early 1977, T A An led a group of cadre from the Southwest Zone who purged and replaced the existing cadre of the Central (old North) Zone. As a result of this purge, T A An became the Deputy Secretary of the Central Zone and the Secretary of Sector 41. Prior to leading the Central Zone purge, T A An had been a Member of the Sector 35 Standing Committee in the Southwest Zone and an elected representative RIWKH3HRSOH¶V5HSUHVHQWDWLYH$VVHPEO\ 3. In 1977 and 1978, another group of Southwest Zone cadre led by Ta Mok and T A Tith purged and replaced the existing cadre of the Northwest Zone. As a result of this purge, T A Tith became the Acting Secretary of the Northwest Zone and Secretary of Sector 1. Prior to leading the Northwest Zone purge, T A Tith had been the Secretary of the Kirivong District of the Southwest Zone in 1976 and 1977. 4. OVERVIEW This week, the Court finished hearing the testimony of Mr. Hun Chhunly and heard the complete testimonies of Witness Phan Van and Civil Party Denise Affonço. The Court also began hearing the testimony of Mr. Suon Kanil on Friday, who will resume his testimony next week. The examination of Witnesses Phan Van and Suon Kanil, who both served as telegram decoders in the DK period, offered a glimpse into the communication structures of the regime, especially telegram communication. The Civil Party offered a captivating and at times heart-wrenching description of her experience under the Khmer Rouge, especially during the first and second phases of evacuation. This week was also filled with unprecedented courtroom drama. First, international counsel for Nuon Chea, Mr. Andrew Ianuzzi, objected to Judge Jean-Marc Lavergne’s questions to the Witness Phan Van, prompting a ruling that counsel may not object to questions posed by members of the bench. In what became the defining moment of this week’s proceedings, Ianuzzi was expelled and escorted from the courtroom for repeatedly ignoring the Trial Chamber’s warnings about his conduct throughout his examination of Phan Van. -

Assigned by Ministry of Agriculture, Forestry and Fisheries Base Study on Impact of Population Issue on Agriculture and Rural Development ―KINGDOM OF CAMBODIA― Focus on Phnom Penh and Svay Rieng Province March 2007 The Asian Population and Development Association (APDA) Foreword This report is the product of “Base Study on Impact of Population Issue on Agriculture and Rural Development” consigned by the Ministry of Agriculture, Forestry and Fisheries to Asian Population and Development Association (APDA) in fiscal 2006 and was conducted in the Kingdom of Cambodia. The study and coordination were mainly performed by the domestic review panel created within APDA and headed by Dr. Shigeto Kawano, Professor Emeritus, Tokyo University. Reduction of poverty and starvation as well as securing of sustainability are the pressing challenges included in the U.N. Millennium Development Goals requiring the support of international community and are positioned as priority item in Japan’s ODA Outline. The important tasks are deeply related to population issues including rapid population increase as well as rural-urban and urban-rural migration and various forms of inter-sectoral cooperation are being implemented to address these issues. For this reason, a broad range of information was collected in this study and problems were sorted out with regard to population issues in developing countries in order to propose the policy and points to keep in mind when offering cooperation in the field of agriculture, forestry and fisheries in the future as well as actual ideas of cooperation.
