Wrong Memory Codes? The Polish “Blue” Police and Collaboration in the Holocaust In 2016, seventy-one years after the end of World War II, the Polish Ministry of Foreign Affairs disseminated a long list of “wrong memory codes” (błędne kody pamięci), or expressions that “falsify the role of Poland during World War II” and that are to be reported to the nearest Polish diplomat for further action. Sadly—and not by chance—the list elaborated by the enterprising humanists at the Polish Foreign Ministry includes for the most part expressions linked to the Holocaust. On the long list of these “wrong memory codes,” which they aspire to expunge from historical narrative, one finds, among others: “Polish genocide,” “Polish war crimes,” “Polish mass murders,” “Polish internment camps,” “Polish work camps,” and—most important for the purposes of this text—“Polish participation in the Holocaust.” The issue of “wrong memory codes” will from time to time reappear in this study. -

Amalgamation of Police Services by John Kiedrowski, Ronald-Frans Melchers, Michael Petrunik, Rick Ruddell RESEARCH REPORT: 2015–R027 RESEARCH DIVISION www.publicsafety.gc.ca Abstract Police amalgamation (also referred to as regionalization, consolidation, or merger) has been a focus for administrators of police service delivery since the early 1950s when various provincial governments began to promote the amalgamation of services in adjacent municipal governments in the interests of cost-effectiveness and efficiency. The major justification for police amalgamation has been that significant cost savings would result through achieving economies of scale. While several studies show that economies of scale can be achieved in some contexts, other research suggests diseconomies of scale may also occur depending on the context and the size of police services being amalgamated. Police expenditure and crime rate data were collected for nine police services across Canada to help understand the impact of police amalgamation on the cost-effectiveness and efficiency of service delivery. Our review found no significant differences in cost-effectiveness and efficiency of service delivery among those police services that had undergone amalgamation and those continuing to operate independently. Several potential implications of police amalgamation for the FNPP are identified and discussed in the context of the legal framework for First Nations policing, Aboriginal governance and funding issues, and the rural and remote locations of many Aboriginal communities. Signed: Courtney Marsh i Summary An Garda Síochána: Culture, challenges, and change is an exploration and understanding of the organisational culture of An Garda Síochána – Ireland’s National Policing Organisation. While the Gardaí – or officers – are often in the news media, there has been very little academic research on who and what this organisation is. On an abstract level, organisational culture provides the framework of the basic rules necessary to function, or survive, in an organisation. Police organisational culture provides an identity to officers that performs this same function. On a more specific scale, internationally, police culture has been understood to consist of masculinity, discrimination, exclusion, suspicion, isolation, solidarity/loyalty, moral and political conservatism, pragmatism, cynicism, aggression, negative views of supervision, selective enforcement of the law, and a prioritisation of the crime fighter role over service oriented role. -

ABSTRACT Title of Document: THE RELATIONSHIP BETWEEN LEGITIMACY, TERRORIST ATTACKS AND POLICE Jennifer Catherine Gibbs Doctor of Philosophy, 2011 Directed By: Professor Laura Dugan Department of Criminology and Criminal Justice Scholars often suggest that terrorism – “the threatened or actual use of illegal force and violence to attain a political, economic, religious or social goal through fear, coercion or intimidation” (LaFree & Dugan, 2007, 184) – is a battle of legitimacy. As the most ubiquitous representatives of the government’s coercive force, the police should be most susceptible to terrorism stemming from perceptions of illegitimacy. Police are attractive symbolic and strategic targets, and they were victimized in over 12% of terrorist attacks worldwide since 1970. However, empirical research assessing the influence of legitimacy on terrorist attacks, generally, and scholarly attention to terrorist attacks on police are scant. The purpose of this dissertation is to examine the influence of state and police legitimacy and alternative explanations on the proportion of all and only fatal terrorist attacks on police in 82 countries between 1999 and 2008. Data were drawn from several sources, including the Global Terrorism Database and the World Values Survey. Surprisingly, results of Tobit analyses indicate that police legitimacy, measured by the percentage of the population who have at least some confidence in police, is not significantly related to the proportion of all terrorist attacks on police or the proportion of fatal terrorist attacks on police. State legitimacy was measured by four indicators; only the percentage of the population who would never protest reached significance, lending limited support for this hypothesis. Greater societal schism, the presence of a foreign military and greater economic inequality were consistently significant predictors of higher proportions of terrorist attacks on police. -

Minister McDowell establishes Garda Síochána Inspectorate and announces appointment of two new Inspectors The Minister for Justice, Equality and Law Reform, Mr. Michael McDowell, T.D., has made an Order under the Garda Síochána Act 2005 establishing the Garda Síochána Inspectorate as a statutory body. The Order was made after the Government made two further appointments to the three- member Garda Síochána Inspectorate. Ms. Kathleen O'Toole, former Police Commissioner of the City of Boston, was appointed as Chief Inspector on 17 May, 2006. The two new Inspectors are Mr Robert Olson, former Chief of Police for the City of Minneapolis, USA and Ms Gwen Boniface, who currently serves as Commissioner of the Ontario Provincial Police, Canada. They will take up their appointments by 4 September. The Minister said "I am delighted that the selection process for the Garda Inspectorate has succeeded in bringing together three highly accomplished policing experts who have headed their respective police forces and personally led them through major change programmes. I am confident that as a team they will play a most important role in ensuring that the Garda Siochana operates at a level of efficiency and effectiveness that is in keeping with best international practice." The initial work of the Garda Síochána Inspectorate will be to carry out an operational and administrative assessment of the Garda Síochána focusing on three specific areas: · Crime reduction and public safety strategies; · Resource allocation, including deployment of civilian and sworn personnel; and · Police technology systems". The purpose of the review is to identify the strengths and weaknesses of the Garda Síochána and to recommend areas for closer examination and improvement. -
