Steady leadership bridged a change in administrations and helped bring clarity and purpose to the choices that we made to cut spending, increase revenue and target limited resources. A careful selection of projects that we advanced during the year created a portfolio of investments that will pay dividends to our customers in the days and years ahead, when economic and ridership growth return. As the fiscal year unfolded, we responded proactively to ridership declines triggered by a sluggish job market and reduced state funding. Austerity measures, including an emergency spending freeze, cuts in executive salaries and other steps, signaled that the corporation understood the need to make sacrifices before it asked customers late in the fiscal year to pay a higher percentage of the actual cost for the transit services they depend on. It is a testament to the professionalism of NJ TRANSIT leadership and its employees that, despite this difficult fiscal environment, they focused on the future and launched or delivered projects that will serve as the foundation for an improved, interconnected and multimodal public transportation network. -

The FY 2022 Budget in Brief specifies that the pandemic caused NJ Transit train ridership to decline by 75 percent and bus ridership by 50 percent. • Questions: By mode, when are ridership and farebox revenue expected to fully recover from COVID-19? What is the projected revenue gap in FY 2022 and beyond that is attributable to COVID-19? Response: Annual farebox revenue is not expected to return to pre-pandemic norms of nearly $1,000m until at least after 2025, if not later. The projected farebox revenue gap during FY20-FY25 from the FY21 Budget is shown in column “vs. FY21 Budget” in the table below. The RTP is the most influential document produced by metropolitan planning organizations like the NJTPA. Raritan River Bridge Replacement EA Appendix A ALTERNATIVES ANALYSIS Appendix A: Alternatives Analysis A.1 INTRODUCTION To identify the solution that will best address the vulnerability of the existing Raritan River Drawbridge to storm events, the New Jersey Transit Corporation (NJ TRANSIT) developed a list of potential alternatives to address that need. The list of potential alternatives considered the project’s logical termini, constructability requirements, navigability requirements, and other design criteria. The alternatives development process, which was performed in accordance with FTA guidance, also includes the development of screening evaluation criteria based on the goals and objectives established for the project, and screening the potential alternatives to determine reasonableness by separating those that are unreasonable from those that are reasonable and must be carried forward for detailed study. An alternative that does not meet the project’s purpose and need is, by definition, unreasonable and can be eliminated from further consideration. An alternative that does meet the project’s purpose and need can still be rejected as unreasonable based on other factors, including environmental impacts, engineering considerations, and cost. If there are two alternatives that both meet the project’s purpose and need to a similar degree, but one of them is higher-impact and more costly, those factors can be cited as a basis for rejecting the higher-impact alternative as unreasonable. A.2 PURPOSE AND NEED The purpose of the proposed project is to address the vulnerability of the existing Raritan River Drawbridge to major storm events, which will enhance the reliability of the North Jersey Coast Line (NJCL).
