The RTP is the most influential document produced by metropolitan planning organizations like the NJTPA. It sets out a vision for our region’s transportation network over the next 25 years and ensures that we are eligible for federal transportation funding. By law, the plan must be updated every four years. Plan 2040 takes a comprehensive look at the transportation infrastructure that binds our 13-county region together and makes recommendations for the future. Keeping things the same is not an option. We must modernize our infrastructure and make strategic investments in order to remain economically competitive. Federal transportation funding has been essentially flat for the last decade, while funding mechanisms like the gasoline tax are proving unsustainable in the face of inflation and more fuel-efficient vehicles. While Plan 2040 points to the need for greater federal investment levels as well as new revenue sources. It is also incumbent upon us to target our investments prudently and to challenge ourselves to find new, innovative ways to make our existing system perform better, including through new technologies. The federal government requires each urbanized region of the county to establish an MPO to provide local guidance over the use of federal transportation funding and ensure it is spent cost-effectively to improve mobility, support economic progress and safeguard the environment. ▰ The NJTPA oversees over $2 billion in transportation investments each year. It analyzes transportation needs, approves proposed projects and provides a forum for interagency cooperation and public input into funding decisions. NJTPA Regional Transportation Plan for Northern New Jersey 9 plan 2040: an introduction Northern New Jersey has one of the nation’s most extensive, diversified and heavily traveled regional transportation systems. It has been a vital asset in allowing the region to continue its slow but steady recovery from the reces- sion. As discussed throughout Plan 2040, the system includes an extensive roadway network, world class port and freight facilities, an international air- port, and one of the nation’s largest rail and bus transit systems, among other facilities. This county park, which opened in 1998, offers a magnifi- cent view of Raritan Bay and Lower New York Harbor from South Amboy’s ambitious waterfront housing redevelopment project. The park site comprises 136 acres, 86 of which are wetlands. The park presently offers a variety of athletic fields; Middlesex County’s memorial to the victims of the September 11, 2001 terrorist attack on New York City, featuring a large sculptured eagle and a quote from Daniel Webster; and an elevated three-tiered gazebo pavilion offering bayside views. Old Bridge Waterfront Park - This beachfront park, which extends discontinuously for 1.3 miles along Raritan Bay, offers picnicking and boardwalk paths along much of the Old Bridge Township waterfront, developed in the 20th century as the summer resort communities of Laurence Harbor and Cliffwood Beach.

Josephson, Chair Toll Road Consolidation Study Commission February 14, 2003 I. EXECUTIVE NARRATIVE The New Jersey Turnpike and the Garden State Parkway are more than roads. They are vital economic resources to our State, important to the quality of life in New Jersey, essential to directing smart growth and development and, perhaps most important, critical to providing safe passage to the millions of people who travel on them each day. To repair, improve, and enhance these vital arteries well into the future, the Commission recommends placing the Garden State Parkway under the auspices of the New Jersey Turnpike Authority ("NJTA"). The Commission further recommends restructuring over $300 million of E-ZPass debt issued on the faulty premise that violations could pay for the system. We also propose refinancing existing Turnpike and Parkway debt. These operational and financial measures will achieve an estimated $198 million in actual dollar savings ($108 million in present value) that can be devoted to sorely needed improvements that will reduce congestion and help keep each highway safe and sound. Joining the Turnpike and the Parkway into a single State agency will streamline government at a time of severe fiscal constraints, while maintaining the historic identities of each roadway. A consolidation of the two highways under one umbrella will achieve economies of scale; produce financial savings; obtain efficiencies in administration, management, and operations; permit a pooling of economic resources to fund essential capital projects; and implement more coordinated transportation planning.

For those researchers wanting to do a deeper dive into the history of a particular event or series of events, copious resources are given for most of the fantrips, excursions, special moves, etc. in this compilation. You may find it much easier to search for the RR, event, city, etc. you are interested in than to read the entire document. We also think it will provide interesting, educational, and sometimes entertaining reading. Perhaps it will give ideas to future fantrip or excursion leaders for trips which may still be possible. In any such work like this there is always the question of what to include or exclude or where to draw the line. Our first thought was to limit this work to railfan excursions, but that soon got broadened to include rail specials for the general public and officials, special moves, trolley trips, bus outings, waterway and canal journeys, etc. The focus has been on such trips which operated within NJ; from NJ; into NJ from other states; or, passed through NJ. We have excluded regularly scheduled tourist type rides, automobile journeys, air trips, amusement park rides, etc. NOTE: Since many of the following items were taken from promotional literature we can not guarantee that each and every trip was actually operated.     TRANSIT APPENDIX Contains: Future NJ TRANSIT Needs The Port Authority’s Interstate Transportation Role Transit Appendix 1 DRAFT Plan 2045: Connecting North Jersey Draft: Future Transit Needs in the NJTPA Region The following analysis of future transit needs was prepared by NJ TRANSIT to inform the development of Plan 2045: Connecting North Jersey. It will guide the NJTPA’s planning and capital programming activities over the next three decades. The foremost concern in projecting future funding needs is predicated on a fully funded state of good repair program for NJ TRANSIT’s existing public transit system. Addressing ongoing and sustained needs related to rehabilitation and basic systems improvements must also constantly progress in order to maintain a statewide public transit network that is responsive to customer needs. With the need to address a focus on state of good repair as a prerequisite, proposed future expansion projects need to be assessed through a series of physical/operational feasibility, environmental, economic and ridership, fiscal and financial analyses. Ongoing operating and maintenance costs associated with proposed projects are a critical component of analysis, as they have a direct impact on NJ TRANSIT’s annual operating budget. Among the future investment needs being considered for longer term capital funding are the following: Capacity Improvements and Transit Service Expansions Additional Trans-Hudson Public Transit Capacity Various studies are underway to examine ways to increase trans-Hudson bus, rail and ferry capacities. Among the major efforts is the Gateway Program, led by Amtrak, focused on preserving and increasing rail capacity between New Jersey and Manhattan. On a broader level, the Federal Railroad Administration is managing the NEC FUTURE effort examining the future needs of the entire Northeast Corridor from Washington, D.C.
