Vietnamese Family Reunion in Australia 1983 – 2007 Bianca Lowe Submitted in total fulfilment of the requirements of the degree of Doctor of Philosophy March 2016 Graduate School of Historical and Philosophical Studies The University of Melbourne ABSTRACT This thesis explores the reunification of Vietnamese families in Australia through the family reunion program from 1983 to 2007. Focusing upon these key years in the program, and building upon substantial existing research into the settlement of Vietnamese refugees in Australia, this dissertation adds to the knowledge of Vietnamese-Australian migration by focusing on the hitherto neglected story of family reunion. It offers an account of the process and circumstances by which Vietnamese families attempted to reunite and establish new lives in Australia, following the Vietnam War. Drawing upon analysis of political debate and interviews with Vietnamese families, this thesis provides an overview of years that challenged traditional narratives of national identity and of the composition and character of the ‘family of the nation’. During this period, the Australian Government facilitated the entry of large numbers of Asian migrants, which represented a fundamental shift in the composition of the national community. Analysis of political commentary on Vietnamese family reunion reveals tensions between the desire to retain traditional conceptions of Australian national identity and the drive to present Australia as an adaptable and modern country. The early chapters of this thesis examine political debate in the Australian Parliament about the family reunion program. They note differing emphases across the Hawke-Keating Labor Government (1983-1996) and Howard Liberal-National Coalition Government (1996-2007), but also similarities that underline the growing adherence to economic rationalism and the effect this had on the broad design of the program. -

Dropped from Malcolm Fraser's Liberal Party ministry in December 1975, he turned this career blow into an opportunity to fight for the causes in which he believed. The result of Chipp's personal and political upheaval was the creation of a third force in Australian politics, the Australian Democrats.[1] Donald Leslie Chipp was born in Melbourne on 21 August 1925, the first child of Leslie Travancore Chipp and his wife Jessie Sarah, née McLeod. Don's father Les was a fitter and turner who later became a foreman. With Les in regular employment during the 1930s, the Chipp family was cushioned from some of the harsher aspects of the Depression years. However, the economic downturn must have had some impact, because Don remembered his father saying to his four boys that 'When you all grow up, I want you to be wearing white collars. White collars, that's what you should aim at'. Chipp matriculated from Northcote High School at the age of fifteen, then worked as a clerk for the State Electricity Commission (SEC). He also began studying part-time for a Bachelor of Commerce at the University of Melbourne. In 1943, at age eighteen, he joined the Royal Australian Air Force, and spent much of the last two years of the Second World War undergoing pilot training within Australia. Discharged as a Leading Aircraftman in September 1945, Chipp took advantage of the Commonwealth Reconstruction Training Scheme which provided ex-service personnel with subsidised tuition and living allowances. -

First Past the Post was used for the first Australian parliamentary elections held in 1843 for the New South Wales Legislative Council and for most colonial elections during the second half of the nineteenth century. Since then there have been alterations to the various electoral systems in use around the country. These alterations have been motivated by three factors: a desire to find the ‘perfect’ system, to gain political advantage, or by the need to deal with faulty electoral system arrangements. Today, two variants of Preferential Voting and two variants of Proportional Representation are used for all Australian parliamentary elections. This paper has two primary concerns: firstly, explaining in detail the way each operates, the nature of the ballot paper and how the votes are counted; and secondly, the political consequences of the use of each system. Appendix 1 gives examples of other Australian models used over the years and Appendix 2 lists those currently in use in Commonwealth elections as well as in the states and territories. y Under ‘Full’ Preferential Voting each candidate must be given a preference by the voter. This system favours the major parties; can sometimes award an election to the party that wins fewer votes than its major opponent; usually awards the party with the largest number of votes a disproportionate number of seats; and occasionally gives benefits to the parties that manufacture a ‘three-cornered contest’ in a particular seat. -

IX-INDIVIDUALS Individuals-aliens-illegal immigrants-Australian policy On 3 1 March 1985 the Minister for Immigration and Ethnic Affairs, Mr Hurford, and the Opposition spokesman on immigration and ethnic affairs, Mr Ruddock, issued a joint statement denying that there would be another amnesty for illegal immigrants (Comm Rec 1985,378). On 17 October 1985 Mr Hurford tabled anew policy on illegal immigrants in Parliament, and issued the following statement (CommRec 1985,1813-1814): Illegal immigrants who try back-door migration by applying for permanent residence after arriving in Australia have had the door closed. The tougher policy is set out in a statement drawing together all rules and practices regarding illegal immigration. The statement was tabled in Parliament today by the Minister for Immigration and Ethnic Affairs, the Hon Chris Hurford. He said: This policy will be printed and widely disseminated. It will also be translated into several languages. The statement consolidates rules and practices, most of which have operated for many years. But two major changes have been made: in view of the abuse of the provisions for granting of permanent residence while in Australia, in future it will be rare, indeed, that illegal immigrants will be granted permission to remain in Australia. They will have to apply overseas for permanent residence as they should have done in the first place the Immigration Review Panel will not review decisions refusing illegal immigrants temporary or permanent residence. It is estimated there are 50,000 or more illegal immigrants in Australia, mostly overstayed visitors. They are a burden on the community. -

Housing Under Hawke: Promise and Performance
HOUSING UNDER HAWKE: PROMISE AND PERFORMANCE CHRIS PARIS 1. Introduction This paper aims to assess the housing performance of the Hawke Labor Government, mainly in the light of its stated objectives. 1 It is important to recognise that any government would be faced with problems arising from the housing requirements of a growing and changing population: decreasing household size, an ageing population, high rates of household break-up (through separation and divorce) and re-formation ("blended families"), more young, single households and fewer traditional nuclear families (see, Burke, Hancock and Newton, 1984). Many other issues, such as changing patterns of economic activity throughout Australia as well as the effects of migration (internal as well as international) further complicate any analysis of Australian housing. The general economic climate, too, has major effects on housing. High interest rates, in particular, have widespread effects which are by no means confined to housing. The focus here is on the major housing programs of the Hawke Labor Government, with special reference, firstly, to the effect of government policies on the production of housing and, secondly, to questions of equity in access to the benefits of federal housing policy. 2. ALP Housing Policy: from Opposition to Government. Labour will lift homebuilding activity to 135,000 starts in its first year, 145,000 in the second year and 160,000 in third and subsequent years ... Labour is opposed to deregulation of the financial system ... An ALP government will set up a Department of Housing and Urban and Regional Affairs ... An ALP government will expand and upgrade the supply of public housing, with a goal of doubling over 10 years the proportion of total dwelling stock held in a variety of public tenures through state and local initiatives. -

The Australian Greens: Realignment Revisited in Australia Todd Farrell Submitted in fulfilment for the requirements of the Doctorate of Philosophy Swinburne University of Technology Faculty of Health, Arts and Design School of Arts, Social Sciences and Humanities 2020 ii I declare that this thesis does not incorporate without acknowledgement any material previously submitted for a degree in any university or another educational institution and to the best of my knowledge and belief it does not contain any material previously published or written by another person except where due reference is made in the text. iii ABSTRACT Scholars have traditionally characterised Australian politics as a stable two-party system that features high levels of partisan identity, robust democratic features and strong electoral institutions (Aitkin 1982; McAllister 2011). However, this characterisation masks substantial recent changes within the Australian party system. Growing dissatisfaction with major parties and shifting political values have altered the partisan contest, especially in the proportionally- represented Senate. This thesis re-examines partisan realignment as an explanation for party system change in Australia. It draws on realignment theory to argue that the emergence and sustained success of the Greens represents a fundamental shift in the Australian party system. Drawing from Australian and international studies on realignment and party system reform, the thesis combines an historical institutionalist analysis of the Australian party system with multiple empirical measurements of Greens partisan and voter support. The historical institutionalist approach demonstrates how the combination of subnational voting mechanisms, distinctly postmaterialist social issues, federal electoral strategy and a weakened Labor party have driven a realignment on the centre-left of Australian politics substantial enough to transform the Senate party system.
