Vietnamese Family Reunion in Australia 1983 – 2007 Bianca Lowe Submitted in total fulfilment of the requirements of the degree of Doctor of Philosophy March 2016 Graduate School of Historical and Philosophical Studies The University of Melbourne ABSTRACT This thesis explores the reunification of Vietnamese families in Australia through the family reunion program from 1983 to 2007. Focusing upon these key years in the program, and building upon substantial existing research into the settlement of Vietnamese refugees in Australia, this dissertation adds to the knowledge of Vietnamese-Australian migration by focusing on the hitherto neglected story of family reunion. It offers an account of the process and circumstances by which Vietnamese families attempted to reunite and establish new lives in Australia, following the Vietnam War. Drawing upon analysis of political debate and interviews with Vietnamese families, this thesis provides an overview of years that challenged traditional narratives of national identity and of the composition and character of the ‘family of the nation’. During this period, the Australian Government facilitated the entry of large numbers of Asian migrants, which represented a fundamental shift in the composition of the national community. Analysis of political commentary on Vietnamese family reunion reveals tensions between the desire to retain traditional conceptions of Australian national identity and the drive to present Australia as an adaptable and modern country. The early chapters of this thesis examine political debate in the Australian Parliament about the family reunion program. They note differing emphases across the Hawke-Keating Labor Government (1983-1996) and Howard Liberal-National Coalition Government (1996-2007), but also similarities that underline the growing adherence to economic rationalism and the effect this had on the broad design of the program. -

Housing Under Hawke: Promise and Performance
HOUSING UNDER HAWKE: PROMISE AND PERFORMANCE CHRIS PARIS 1. Introduction This paper aims to assess the housing performance of the Hawke Labor Government, mainly in the light of its stated objectives. 1 It is important to recognise that any government would be faced with problems arising from the housing requirements of a growing and changing population: decreasing household size, an ageing population, high rates of household break-up (through separation and divorce) and re-formation ("blended families"), more young, single households and fewer traditional nuclear families (see, Burke, Hancock and Newton, 1984). Many other issues, such as changing patterns of economic activity throughout Australia as well as the effects of migration (internal as well as international) further complicate any analysis of Australian housing. The general economic climate, too, has major effects on housing. High interest rates, in particular, have widespread effects which are by no means confined to housing. The focus here is on the major housing programs of the Hawke Labor Government, with special reference, firstly, to the effect of government policies on the production of housing and, secondly, to questions of equity in access to the benefits of federal housing policy. 2. ALP Housing Policy: from Opposition to Government. Labour will lift homebuilding activity to 135,000 starts in its first year, 145,000 in the second year and 160,000 in third and subsequent years ... Labour is opposed to deregulation of the financial system ... An ALP government will set up a Department of Housing and Urban and Regional Affairs ... An ALP government will expand and upgrade the supply of public housing, with a goal of doubling over 10 years the proportion of total dwelling stock held in a variety of public tenures through state and local initiatives. -

DON DUNSTAN FOUNDATION 1 DON DUNSTAN ORAL HISTORY PROJECT Chris HURFORD Q For the record, this is an interview for and on behalf of the Dunstan Foundation as part of the Don Dunstan History Project being conducted with Chris Hurford, the former Federal Member for Adelaide in his house at North Adelaide. It’s being conducted by Mike Duigan as a volunteer worker for the project. Chris has been shown the terms of engagement as required by the Foundation and has sighted the purposes of the project. I have previously prepared a list of questions or a list of categories of questions, have shown them to Chris, discussed them with him, and it’s agreed that we will move through those in the order that has now been agreed. Chris, thank you for doing this interview. If at any time you want to go off the record I’ll push a button and see if I can do it. Chapter 7 – South Australia Early voting state was always lacking convictions “The founders of South Australia had a vision for a colony with political and religious freedoms, together with opportunities for wealth through business and pastoral investments.”1 An early attempt to form a council for civil liberties in SA occurred in April 1950, probably as part of an expansionist push out of Melbourne. The main local newspaper, The Advertiser, reported on 14 April 1950: The honorary secretary of the SA Council of Civil Liberties (Padre H.P. Hodge) said last night that a conference of trade unionists, church bodies and other associations would be held in the Trades Hall at 8 p.m. on May 28 to set up a permanent organisation to implement council’s objectives2. Don Dunstan (photo3), former Premier of South Australia, argued that the state’s origins lay in non-conformist radicals, who believed in separation of church and state, and in democratic political reform. There were no convicts sent to SA, as its residents frequently point out, and settlers who believed in Chartism brought from the UK a philosophy of reform, embodied in The People’s Charter. The argument goes that SA went through a period of conservatism with (Sir Thomas) Playford as leader for 27 straight years, but prior to that and subsequently, SA was a small ‘l’ liberal society. SA introduced male franchise in 1856, the Torrens title for ownership and sale of land, and the separation of church and state in schools. The British non-conformist tradition was strong. Cited in further evidence are the reforms of Charles Cameron Kingston, who brought in workers compensation in the 1890s, also votes for women, and enabling women to stand for parliament. -

It seeks to identify the various factors that shape the political direction of the party when it is out of office by examining three important periods of Labor Opposition. It is argued in the first period (1967-72) that the main factor in the party’s move to the left was the radicalisation that occurred in Australian (and global) politics. Labor in Opposition is potentially more subject to influence by extra-parliamentary forces such as trade unions and social movements. This was true for this period in the case of the reinvigorated trade union movement and the Anti-Vietnam War Movement, whose policy impacts on the ALP under Gough Whitlam are examined in detail. While every one of the party’s policies cannot be attributed to the tumult of the period, it is argued that Labor’s Program embodied the mood for social change. The second period (1975-83) records a much different experience. -
