Why Scotland Still Needs an ‘Ending Homelessness’ Action Plan Isobel Anderson Faculty of Social Sciences, University of Stirling, Scotland, UK \ Abstract_ In 2018, the Scottish Government launched the ‘Ending Homelessness Together Action Plan’, just 6 years after the earlier ‘2012 target’ for implementation of the previous major review of homelessness policy. Scotland had introduced a modernised legislative framework for homeless- ness, with the Homelessness etc. (Scotland) Act of 2003, strengthening the legal rights of homeless people to assistance with housing. Using a policy analysis framework, this paper revisits the impact of the earlier legislation, identifying perceived gaps in implementation, which framed the context for further review. The paper examines the work programme of the Homelessness and Rough Sleeping Action Group (HARSAG), which contributed to policy review, and outlines key components of the 2018 action plan. The analysis reflects critically on the potential for meaningful progress on ending homeless- ness over the five years from 2018-2023. Given international interest in prior homelessness policy in Scotland, this research was conducted to inform a European and wider international audience of the further ambitions to end homelessness in Scotland. The study adopted desk-based methods, drawing on published administrative data on homelessness, publicly available policy and practice documents, and the wider research evidence on homelessness. The analysis demonstrates that while the Scottish approach still compares favourably internationally, robust commitment to policy delivery, as well as monitoring of implementation and review of outcomes all remain essential to ensure policy effectiveness. -

Vietnamese Family Reunion in Australia 1983 – 2007 Bianca Lowe Submitted in total fulfilment of the requirements of the degree of Doctor of Philosophy March 2016 Graduate School of Historical and Philosophical Studies The University of Melbourne ABSTRACT This thesis explores the reunification of Vietnamese families in Australia through the family reunion program from 1983 to 2007. Focusing upon these key years in the program, and building upon substantial existing research into the settlement of Vietnamese refugees in Australia, this dissertation adds to the knowledge of Vietnamese-Australian migration by focusing on the hitherto neglected story of family reunion. It offers an account of the process and circumstances by which Vietnamese families attempted to reunite and establish new lives in Australia, following the Vietnam War. Drawing upon analysis of political debate and interviews with Vietnamese families, this thesis provides an overview of years that challenged traditional narratives of national identity and of the composition and character of the ‘family of the nation’. During this period, the Australian Government facilitated the entry of large numbers of Asian migrants, which represented a fundamental shift in the composition of the national community. Analysis of political commentary on Vietnamese family reunion reveals tensions between the desire to retain traditional conceptions of Australian national identity and the drive to present Australia as an adaptable and modern country. The early chapters of this thesis examine political debate in the Australian Parliament about the family reunion program. They note differing emphases across the Hawke-Keating Labor Government (1983-1996) and Howard Liberal-National Coalition Government (1996-2007), but also similarities that underline the growing adherence to economic rationalism and the effect this had on the broad design of the program. -

He practiced as a gastroenterologist and physician in Australia from 1967 to 1974 and received his M.D. from the University of Sydney during that time. From 1974 to 1991 he served as a Senator for New South Wales. He held a number of portfolios, including Aboriginal Affairs, Health, and Education, and was a member of Cabinet. From 1991 to 2000, Professor Baume was Professor of Community Medicine at the University of N.S.W. He was on the Council of the Australian National University from 1986 to 2006 and was Chancellor of A.N.U. from 1994 to 2006. Reforming Public Enterprises: Australia REFORMING PUBLIC ENTERPRISES -- CASE STUDIES AUSTRALIA by John Marsden, Marsden, Jacob and Associates Overview of Public Enterprise Prior to Reform 1. Government business enterprises (GBEs) were a dominant part of Australian life until the late 1980s. At that time, GBEs accounted for almost 10 per cent of gross domestic product, and 16 per cent of net capital stock and were the sole suppliers of electricity, water, gas and communication services for most Australians. In addition, all State and territory governments were involved in banking, finance and transport. While the Commonwealth owned and operated Australia Post, Telecom and two airlines, the majority of GBEs were then, and remain now, under State and territory government ownership and management. 2. Distinguishing features of State and territory GBEs were their limitation to within State boundaries, and specialisation within sectors. 3. GBE reform in Australia was essentially a private and individual matter for each government until 1990 when Prime Minister Hawke and New South Wales Premier Greiner combined to establish the Special Premier’s Conference (SPC) process. Prior to 1990, each government had adopted and pursued their own agenda of reform and there was little or no interchange or discussion between the various governments. The assembling of all Australian governments to address issues of micro-economic policy under the SPCs and the subsequent meetings of the Council of Australian Government (COAG) has co- ordinated, extended and documented GBE reform. However, observations of key events and drivers in the process of GBE reform prior to 1990 are necessarily personal and selective. Figure 1.1. -
