ABSTRACT This thesis explores the contribution of the regional Indian, Metis and Inuit newspapers to the development of an alternative political public sphere for Aboriginal peoples in Canada. It argues that although the development of the newspapers was an important aspect of the political and cultural developrnent, these newspapers were, to use Habermas' terminology, "feudalized" by the politi- cal organizations that created them, the Canadian state that funded them and the marketplace that determines their fate today. -

Mediating the Numbered Treaties: Eyewitness Accounts of Treaties Between the Crown and Indigenous Peoples, 1871-1876 A Thesis Submitted to the Faculty of Graduate Studies and Research In Partial Fulfilment of the Requirements For the Degree of Special Case Doctor of Philosophy in History University of Regina by Sheldon Kirk Krasowski Regina, Saskatchewan June 2011 Copyright 2011: Sheldon Krasowski Abstract This thesis looks at the historical period of treaty-making in Western Canada when six numbered treaties were negotiated between Canada and the Anishnabeg, Cree, Saulteaux, and Assiniboine Nations between 1871 and 1876. The main interpretation of treaty-making during this period is that the treaty commissioners and Indigenous leadership experienced “cultural misunderstandings” and that Euro-Canadian witnesses to treaty did not understand the treaty relationship. As a result, most of the eyewitness accounts by Euro-Canadian fur traders, missionaries, journalists, settlers and government representatives have been ignored by historians. This thesis argues against cultural misunderstandings and shows that Euro-Canadian negotiators and eyewitnesses clearly understood the roles and responsibilities in the treaty relationship. Violations of treaty did occur as new settlers moved into treaty territory and government representatives became more concerned about financial restrictions than the promises made during the negotiations. However, during the treaty-making period, Euro-Canadians understood their obligations under the treaty relationship. This thesis analyzes previously under- utilized primary documents and re-evaluates standard sources on the numbered treaties to show that during the treaty-making period, Euro-Canadians understood the expectations of Indigenous peoples in the treaty relationship. i Acknowledgements First and foremost I would like to thank my supervisor and committee members. -

I understand that my thesis may be made electronically available to the public. ii Abstract This dissertation investigates the history of the World Council of Indigenous Peoples (WCIP) and the broader movement of Indigenous internationalism. It argues that Indigenous internationalists were inspired by the process of decolonization, and used its logic to establish a new political identity. The foundation of the WCIP helped create a network of Indigenous peoples that expressed international solidarity between historically unconnected communities. The international efforts of Indigenous activists were encouraged both by personal experiences of international travel and post-secondary education, and by the general growth of international non-governmental organizations during the late twentieth century. The growing importance of international non-governmental organizations helped the WCIP secure funding from international developmental aid agencies, a factor which pushed the organization to increase its focus on apolitical economic development relative to the anti-colonial objectives which inspired its foundation. This dissertation examines how Indigenous international organizations became embroiled in the Cold War conflict in Latin America, and the difficulties this situation posed for both the WCIP and the International Indian Treaty Council. -

Elizabeth Best 2017 Abstract This thesis reconstructs Indigenous activism in the era of Red Power, 1972-1976, by examining three newspapers, the Native Youth Movement (NYM), The Native Voice (TNV) and The Native People (TNP). By linking these newspapers, the overarching themes of 1970s Indigenous activism are explored in order to understand the social conditions faced by young Indigenous people. Through a content analysis of these newspapers, the author examines questions such as: what were the living conditions of Indigenous people during the 1970s? What mattered most to the journalists and editors of these papers? What did Indigenous grassroots activism in Western Canada look like in this period? Indigenous men and women continue to face similar barriers in education, housing and drug and alcohol abuse. -

The rights era in both countries presented important challenges for both legislators and for minority groups. In a post-war context increasingly concerned with equality and global justice, minority groups were uniquely positioned to exact from the government perhaps greater concessions than ever before. For Indigenous groups, however, the potential of this period delivered only in part due to initiatives like the Great Society and the Just Society which, while claiming to offer justice for Indigenous people, threatened them as perhaps never before, by homogenizing Indigenous people and their demands with those of other minority groups. -

Most recently, they have adapted the printing press and are innovating electronic technologies to meet the contemporary communication requirements of their com munities.
