21/27 EAST DEVON LOCAL PLAN: WPC response to East Devon District Council’s ‘Issues and Options’ consultation, which forms the first stage of preparing the new East Devon Local Plan for 2021- 2040, to be responded to by 15th March 2021 by Cllrs P Jordan, J Pyne, S Andrews and Mrs S Knighton. To be an agenda item for the next WPC meeting on the 8th March.

21/28 THE NEIGHBOURHOOD PLAN: The draft NP, with some amendments, approved for submission to EDDC and related ‘health check’ prior to public consultation. AIF.

SSP/42 WPC FORWARD STRATEGY: The SS&P committee agreed to recommend a medium term strategy statement as:

Woodbury Parish Council works on behalf of all the residents of Woodbury, Woodbury Salterton and Exton and those who live and operate businesses within the Parish boundary . We seek to provide parishioners with a voice and influence over issues that affect the Parish and a conduit to the agencies responsible including:

• Planning, development and the environment • The quality and safety of our public spaces • Our local economy • Traffic and transport • The future ‘shape’ of the Parish • Parishioners’ general well being

We pride ourselves on being open, transparent and approachable. We are regarded by other Government departments as being the ‘eyes and ears on the ground’ a role we will endeavour to fulfil on behalf of our Parishioners.

SSP/43 CURRENT PROJECTS: To consider allocation of, or confirmation of, Cllrs to the following projects and update on progress so far:

 Devon Air Ambulance Night Landing Site; RB & the Clerk, funds are now in place. A matter of logistics for it to be installed.  Clearage of drains throughout the Parish; Awaiting answers as to the drains that have been cleared as well as methods and responsibilities going forward.  Cemetry extension; C McG will contact the PCC.  Exton flooding risk; GM. Awaiting response from Highways and the EA.  Exton play area improvements; GM & PJ.  Footpaths; footpath damage should be notified to the Clerk and he will report to the Footpath Wardens, brook damage on the footpath from Woodbury to Exton was noted.  Flower Street development; PJ & SK, with progress being made.  Fencing for the play area on the Green; Clerk obtaining three quotes.  A tender process for ‘handyman services’; Clerk obtaining three quotes.  New Way Footpath repair, Woodbury Salterton; Covered under Estates & Assets.  Response to recent play area safety reports; Covered under Estates & Assets.  Rydon Lane Improvement; RB alongside Cty Cllr Richard Scott. Some work has already been undertaken with next stage drawings in progress. Awaiting DCC drainage plans.  S106 OS expenditure; C McG, SK, RP. Clerk to organise a Zoom meeting with EDDC.  Website overhaul; two companies to be approached by Clerk. RB & SK to research example websites and the potential use of Facebook.  Weeding: policy and procedures. Clerk to provide Exeter City Council email to all Cllrs, as an aid to consider alternatives for dealing with weeds and agreeing the way forward

SSP/44 CO-OPTION: The Clerk confirmed that the 14 day rule has now been passed for two positions and is expecting Electoral Services to confirm WPC can co-opt. Both these places can be filled. A further posting will be required following a more recent resignation.

SSP/45 SS&P Questions: Cllrs Mrs C McGualey noted there was a need to prepare an AGM, she was keen that WPC return to operational normality as quickly as possible.

We have had a number of recent careless parking incidents in the Parish and I am writing to you to seek a point of clarity:

Is it illegal to park opposite or within 10 metres (32 feet) of a junction? If so, is this something the Police seek to regularly enforce and can members of the public request that incidents are enforced?

Dear Cllr McGauley,

I am emailing in response to your letter dated 4th February re parking in Woodbury. The police are regularly contacted about parking issues in both urban and rural communities. Please do not take this email as a definitive lesson in road traffic law but there are several factors that relate to parking issues.

Contravention of the highway code rule 243; parking within 32ft/10m of a junction, is not an offence per se. Police officers (not PCSOs) would consider reporting the driver for obstructing the highway using the Officer Seen Conditional Offer (OSCO) process if they had breached rule 243 but only if there were significant aggravating factors. Such factors could include other vehicles not being able to pass at all or the parking was considered dangerous. Parking that made other road users journeys more inconvenient or meant they had to take more time to pass would not be sufficient. Members of the public can report such breaches to the police and we would respond proportionately in relation to our other demands.

Some communities will consider the use of yellow lines in areas where there are persistent issues. However, I am not always keen on the use of yellow lines as they can displace parking issues to other roads nearby where they are no lines. They are enforced by the civil enforcement officers from Devon County. Police officers and PCSOs cannot enforce them and as a result we don’t have fixed penalty notices for yellow line offences anymore.

I regularly drive or cycle through Woodbury and like all communities in the area parking is an issue in many parts of the village. The current COVID situation hasn’t helped as there are more parked vehicles for longer periods of the day.

Often parking issues are not entirely resolvable, or at least not to everyone’s satisfaction. Car ownership continues to increase and many roads were simply not designed to have that many vehicles parked on them. We encourage town and parish councils to engage with local residents to make them aware of any concerns around inappropriate parking. Enforcement, as I have detailed, is not straight forward and should be a last resort.

Further to our recent communications regarding the dog fouling situation in Woodbury, I just wanted to let you know about the ideas discussed recently in a meeting with [redacted] (Clinton Estates) and [redacted] (Devon Loves Dogs). I have also been speaking with Environmental Health and EDDC and please find attached their comments. Please also see attached a leaflet created by EDDC.

> We decided it was better not to involve schools in any campaign at the moment due to the pressures they are currently experiencing, which could be reconsidered at some point in the future if required.

> Kate had an article in the Exmouth Journal last week (see attached) which mentions dog fouling on The Common, also shared on CDE/PHCT social media and [redacted] will be discussing responsible dog walking there on 17th Feb.

> Mail drop - would WPC consider organising/collating materials for a mail drop throughout Woodbury? Ideally this would be some sort of education pack, the theme might be along the lines of: after covid, how can we make Woodbury a nicer place for residents? [redacted] says: 'If WPC are supportive about some sort of mail drop for April, and you have postie on side, then we will be happy to assist further. I could provide Map of the Pebblebeds, Pebblebed Dog Code (postcard), Pebblebed Bike Code (postcard) and maybe a Dickie Bag as a prize.'

> Competitions - there could be a draw (via social media) for a free Dicky bag and some other goodies. For a chance to win, submit a picture of your being a responsible dog owner in Woodbury. For children, a colouring or poster competition with a caption - winning posters could be placed around the village, on Clinton notice boards, etc. [redacted] has some small items that could form part of a prize. Our postman Andy has indicated he may be able to deliver leaflets (or pack) for us.

> [redacted] also has A5 copies of The Four Paws Code that can be distributed along with the Pebblebed Codes.

> An observation which might be useful arising from a University of Liverpool study: 'simply telling owners they should "be responsible" is of limited use to promote behaviour change because they already believe they are. Any educational message needs to be specific what they want owners to do and why that is in the interests of the dog they love so much.'

Information for inclusion in the Woodbury News April edition - please see attached documents from Environmental Health, Devon Loves Dogs, Clinton Estates. There should be enough information there but, as an Animal Warden for 10 years and concerned resident, I might just add that I have noticed a definite increase in dog fouling in Woodbury since lockdown, a danger to children who could easily come into contact with it when playing. The reason this is dangerous is because of Toxocara Canis, a parasite which can be passed in dog faeces and can lead to toxocariasis in humans. Eggs from the worm can last a long time in the faeces or the soil and children can swallow them if their hands are contaminated. Once in their intestines, they hatch into larvae, which can go through the intestinal wall and enter the bloodstream. Then they travel to other body parts, such as liver, lungs, heart, brain or muscles, where they can cause a lot of damage, even blindness. Roundworms in dogs are very common but, thankfully, toxocariasis in children is rare. Part of being a responsible dog owner is regular worming to get rid of these parasites, when it is particularly important to remove the faeces.
