“On 23rd October 2012 The local DCC Councillor, The Cabinet member with responsibility for Highway Management and the leader of the council were informed of road markings in place in without a valid TRO, and that some of these were shortly due to be remarked following resurfacing. These road markings were replaced despite not having the necessary TRO and it appears that no measures have been taken to remove them or others, or signs supporting the unenforceable restrictions. And it appears that no TRO has been introduced to make these markings valid. Please supply me with copies of all communications in relation to the restrictions in that area from the time the councillors were made aware. This should include those between the councillors, officers of the council (including maintenance), contractors and East District Council (including any references to PCN’s issued). Please supply copies of any documents that have been prepared in relation to the removal or reinstatement of these restrictions including dates and plans.

My request relates to 'AXMINSTER' there is no specific location as there are numerous locations which the road markings and TRO conflict. My request clearly states who I informed so unless they logged this with CSM the information would not be logged there, and as CSM was not my point of contact, my details would not have been recorded there. I did provide a few examples to the councillors of the faults but this was not a comprehensive document detailing the faults that exist.”

Please note that all three Councillors referred to above have been contacted regarding this request, and have conducted thorough checks of their electronic and manual files. All three have confirmed that they hold no information in this regard.

Good Morning In 2012 we resurfaced West Street, a section of King Edward Rd and a section of Rd.

I was involved with the liaison between ourselves and our consultants, Jacobs. The brief issued to Jacobs makes no mention of incorrect lines or amendments required to TRO’s. I was never informed of any issues regarding lines until one minor issue was raised when the lining contractor placed lines incorrectly at a junction. This scheme was completed on the 3 November 2012. This is the only surfacing scheme within the urban area of Axminster during this financial year. Peter

Jenny, Please see response from Marie below, this includes link to folder with e-mails, and an extract from our defects spreadsheet.

There does not seem to be anything relevant and certainly not from the time that suggests, there is some discussion on Chard Street and a 44m bay, it does appear this bay is correctly marked but there may be an errant sign. It may be worth a revisit when we are next in the area, but does not seem to fit description…..

Are you sure that the location is Chard Street as there is no limited waiting bay there. The bay in Chard Road has been checked by a colleague who has told me that it is correct at 44 metres long.

Only noticed this week, but when the road was resurfaced recently (I’m assuming only then) the limited waiting bay was significantly shortened and the plate/pole at the town end of the bay is now approx 9metres shy of the bay.

A man with shovel and bag of cement is needed!!

Parking outside of the top end of Coombefield Lane, Axminster is becoming problematic with access for emergency vehicles being obstructed. This is outside of houses 3,4,5,6. There has been two incidents of obstruction for medical emergency vehicles attending in the last 3 weeks. Both Blue Light incidents.

It is known that the road is part privately owned and the other is an EDDC controlled asset.

I would request that Double Yellow Lines prohibiting parking on the North East End, of Coombefield Lane adjacent to the boundary area controlled by EDDC be considered for the sake of convenience and safety of residents and ease of access for emergency vehicles.

The area I refer to is shown on http://maps.eastdevon.gov.uk/mapping/assets/?x1=329727&y1=98320&x2=329889&y2=98498.

I live on Coombefield Lane. An asset is controlled by EDDC the car park. This can be seen on your web site from web link http://maps.eastdevon.gov.uk/mapping/assets/?x1=329727&y1=98320&x2=329889&y2=98498

The road I believe is privately owned (or part of it) Parking is an issue as is access at the top of the lane. Whilst the map I refer to has some information it is not with full clarity.

Can you confirm with a more detailed map exactly what part of the road is privately owned and what is under EDDC control.

Hi Marie, Here is the list of outstanding work that I can think of:-

1. Have this morning spoken with PCSO Donna BAKER from nick regarding enforcement in Clyst St. Mary, which we will take care of, but expressed concerns about enforceability due to undergrowth coming through lines and quality of lines themselves. I seem to recall that they weren’t that good when I visited probably 12months ago. She states that there have been a number of near misses around school drop off/pick up times. If you could look into this I’m sure she would be pleased. 2. Chard Street Axminster. Limited wait plate at town end is approx 9 metres short of bay. 3. Lyme Street Axminster. Still awaiting plate for SYL 9-6 outside WEBSTERS Garage site.

Limited waiting MON-SAT 9-1 1 hour, no return 2 hours o/s Merchant Antiques High St, north side east of junction Clapper Lane- plate missing. Dealer in Merchant Antiques always having to be moved on now making the proverbial hay while sun shines. HELP!!!!!

Re-lining in West St Axminster. Bus stop by Trinity Square(next to monument) consists of a long thick yellow line, and nowt else. I know this is not plated and unenforceable but should we not have the full markings?

Please can you both confirm that you are happy with a start date of Monday 17th September 2012 for the road closure itself (for phase 2).

Phase 1 that is on two way lights may be carried out either before or after this.

Rob, if this is ok, please can you programme phase 2 (closure) in for Monday 17th September for a week to 7 working days?

The Road Closure in Axminster will be on between the hours of 19.00 - 07.00hrs and will be for the resurfacing of a section of the A358 through the town.

The diversion route will utilise a short section of the A35 and therefore I am writing to you for approval of the diversion signage on the A35 itself. The works are programmed for September 2012.
