Federal Information – Handicap International in Burkina Faso – 2017 10 - EN Burkina Faso 2017 MANDATE The primary objective of HI in Burkina Faso is to improve the lives of disabled and vulnerable people through disability prevention and risk reduction, by improving access to services and cultivating a more inclusive society. COUNTRY OVERVIEW Burkina Faso is one of the poorest countries on the planet. After 27 years in power the president, Blaise Compaoré, was forced to step down in October 2014 following a popular uprising. Roch Marc Kaboré was elected In December 2015 for a five year mandate. According to the most recent national census 1, 1.2% of the population of Burkina Faso is disabled. This figure, however, is far below World Health Organization estimates 2 which suggest that nearly 13.9% of the population of Burkina Faso is living with a disability. Based on the World Health Organization estimate, almost 2 million people in Burkino Faso are living with a disability in 2017. Again, according to the national census, 85.5% of disabled people have no education and 56.5% are unemployed. In Burkina Faso, 20% of children still do not have access to basic education and 72.6% of children with disabilities do not attend school. INTERVENTION HISTORY Burkina Faso was HI’s first project country in West Africa. The organisation began working in the country in 1990 in partnership with the Ministry of Health to convert an orthopaedic centre created initially to treat former soldiers into a national orthopaedic centre open to the entire population. In 1994, the organisation extended its work beyond the capital, supporting orthopaedic and private rehabilitation workshops in the towns of Bobo-Dioulasso, Ouahigouya and Dori. METHOD ° Training healthcare and functional rehabilitation professionals to improve the treatment and case management of the main disabling conditions. ° Informing the population of the Centre-Est region (city of Tenkodogo) of the existence of rehabilitation services for disabled people and facilitating the affordability of care for the most vulnerable. ° Lobbying to the Ministry of Health to include functional rehabilitation in the national health policy. The inhabitants of the region receive information on functional rehabilitation and disability. Lastly, people with disabilities have access to rehabilitation care. LOCATION Centre-Est region, Tenkodogo (capital of Boulgou province) FUNDING Funding secured until: 31/12/2017 Extension (on condition of funding) for a further year at least: Yes Inclusive Education: taking actions for the full participation of children with disabilities through education programmes (APPEHL) Regional project running in Burkina Faso, Liberia, Sierra Leone, Mali, Niger, Senegal, Togo, Benin and Guinea-Bissau OBJECTIVES • Promote universal access for children to primary education by enabling the Government, local political stakeholders and disabled people’s organisations to work together to develop more inclusive education policies; • Improve access to quality education for children with disabilities and promote their full participation in community life in the provinces of Kadiogo, Boulgou, Soum and Seno. 2 Philippa Poussereau – [email protected] Federal Information – Handicap International in Burkina Faso – 2017 10 - EN METHOD • Training local partners 3 • Raising awareness on the importance of the inclusion of children with disabilities in education and training stakeholders (teachers, ministry of national education and literacy, parent associations, etc.). • Strengthening the strategy to include children with disabilities in education, particularly adopting a three-pronged approach to monitoring progress: academic (ensuring the child is able to keep up in the classroom), social (monitoring inclusion) and health (monitoring the disability and its management). Lessons learned from the implementation of this project will then be used to capitalise on good practices, which can be promoted at the national and regional levels. LOCATION • Centre region, particularly 10 basic education districts 4 in Kadiogo province; • Centre-Est region, particularly 3 basic education districts in Boulgou province; • Sahel region, in the provinces of Soum and Séno, particularly the basic education districts of Djibo, Tongomayel, Dori and Bani. FUNDING Funding secured until: 31/12/2017 Extension (on condition of funding) for a further year at least: Yes For more resilient schools in the Sahel, Centre Nord and Nord regions OBJECTIVE In the period until December 2017, HI is promoting strategies to accelerate access to comprehensive, good quality, basic education including education in emergencies. METHOD • Needs assessment for the provision of psychosocial support to education personnel in the target regions; • Provision of emergency psychosocial support to education personnel affected by the crisis in Soum province; • Training of educational staff, teachers and school directors in the Soum province on education in emergencies, with a focus on the “safe school” approach. • Coordination of psychosocial support activities in the target provinces with the ministry of national education and literacy (MENA), UNICEF and other stakeholders. Indirectly, the 89,730 pupils in the province will also benefit from the project outcomes. 3 The aim is to train individuals able to work within the community (and with whom HI works closely) in different areas (social action, education, etc.).
