Involvement of community in the overall process of determining what is to be done, how it is to be done, who it is to benefit, and how to implement decisions to ―build back better‖ are emphasized. Most of the cases are originally told in local languages, and IRP took the initiative of translating them to English to make them available to global audience. Additionally, this compilation addresses knowledge gaps in recovery, especially in the context of community involvement. Experiences and lessons presented in the case studies are intended for dissemination to various stakeholders to provide further guidance and options for replication. It complements other knowledge products developed by IRP accessible at www.recoveryplatform.org. To discover the different characteristics associated with vulnerability between pre-disaster and post-disaster, we regressed vulnerability against a set of geographical and household characteristics. The paper shows that although a relatively small number of household have average revenue below the poverty line after attaining the government post-disaster subsidy, a much larger number of households have a greater probability of being poor in the future. There are some different characteristics associated with vulnerability between pre-disaster and post-disaster. This research will explore the implications for the design of effective poverty reduction policy for post-disaster reconstruction in the case of Wenchuan earthquake. © 2010 Published by Elsevier B.V. Communities were torn to the ground, and the economic losses were enormous. Ten years have passed since the massive forces took place, and communities and lives have been rebuilt, with some preceding their pre-disaster economic levels. This study applies survey data to estimate the poverty rates in the Wenchuan earthquake affected communities ten years after the disaster. I find that in 2018, the poverty incidence was 3% in the overall area, as compared to 9% before the earthquake. Of the total of 198 sampled communities, 27 reported having no government- designated poor people. However, 23 communities have a poverty prevalence of 10% or higher. These communities have few characteristics in common in terms of demographic structure and access to public services. About half of the communities are located in government-designated poor counties, while the rest are not. Altogether, the poverty situation in the Wenchuan earthquake affected area reflects the complexity of poverty in China.

COMPANY BACKGROUND Huaneng Power International, Inc. (the “Company”) was incorporated in the People’s Republic of China (the “PRC”) as a Sino-foreign joint stock company on 30th June 1994. The other operating plants were either constructed or acquired by the Company after the Reorganization. The Company’s Overseas Listed Foreign Shares were listed on the New York Stock Exchange and The Stock Exchange of Hong Kong Limited on 6th October 1994 and 4th March 1998, respectively.     BUSINESS REVIEW Qiqihar Natural Gas Storage Tank Hong Kong and China Gas Became the Largest Shareholder On 4 December 2006, the Company entered into an agreement with HKCG, whereby the Company would issue approximately 772 million new shares to HKCG for the acquisition of ten HKCG’s piped gas companies in the PRC together with the relevant shareholder loans. The transaction was approved at the extraordinary general meeting of the Company on 15 February 2007. At completion, HKCG held approximately 43.9% of the enlarged share capital of the Company, making it the largest shareholder. HKCG through on-market purchases increased its shareholding in the Company to approximately 45.3% as at 31 December 2007. Upon completing this significant transaction, the Group is accounted for as an associated company in the books of HKCG. The formation of this partnership has strengthened the Group’s position and presence in the PRC’s gas fuel market as well as increasing our operational footprint and future development potential. As Asia’s leading piped gas operators, both companies believe in enhancing value through accelerating the integration and consolidation of operational management, sharing strengths and resources as well as creating synergy. The year 2007 marked the start of the integration process.
