    LegCo Panel on Transport Public Transport Interchanges at Hang Hau Station, Tseung Kwan O Station and Tiu Keng Leng Station of the MTR Tseung Kwan O Extension PURPOSE This paper briefs Member on the plan of the Administration to make a submission to the Public Works Subcommittee of the Legislative Council for the upgrading of the proposed public transport interchanges (PTIs) at Hang Hau (HAH) Station, Tseung Kwan O (TKO) Station and Tiu Keng Leng (TKL) Station of the MTR Tseung Kwan O Extension (TKE) to Category A of the Public Works Programme. BACKGROUND INFORMATION 2. The population of Hang Hau, TKO Town Centre (in the vicinity of Area 56) and Tiu Keng Leng in TKO is forecast to increase to about 84,000, 142,000 and 80,000 respectively by 2011. To meet the increase in demand for public transport interchange in these areas, we need to construct the three proposed PTIs to provide sufficient facilities for passengers to change between the MTR TKE and buses and green minibuses, and for loading/unloading for taxis and general vehicles. 3. The Government authorized the MTR TKE project in October 1998 and the MTR Corporation Limited (MTRCL) subsequently started construction in end 1998. The first phase of MTR TKE including the HAH, TKO and TKL Stations will be commissioned in end 2002. We need to provide the three proposed PTIs in time for the opening the MTR TKE. 4. To avoid interface problems and to ensure timely completion of the proposed PTIs, we will entrust the design and construction of the PTIs to MTRCL as part of the land grant for the associated property developments at HAH, TKO and TKL Stations.

    LEGISLATIVE COUNCIL BRIEF Town Planning Ordinance (Chapter 131) APPROVED TSEUNG KWAN O OUTLINE ZONING PLAN NO. S/TKO/28 INTRODUCTION At the meeting of the Executive Council on 1 June 2021, the Council ADVISED and the Chief Executive ORDERED that the draft Tseung Kwan O Outline Zoning Plan (OZP) No. S/TKO/27A should be approved under section 9(1)(a) of the Town Planning Ordinance (the Ordinance). The plan is now renumbered as No. S/TKO/28. AMENDMENTS TO THE DRAFT TSEUNG KWAN O OZP NO. S/TKO/26 SINCE ITS REFERENCE BACK 2. Since the reference back of the approved Tseung Kwan O OZP No. S/TKO/26 on 17 December 2019, the draft Tseung Kwan O OZP No. S/TKO/27 (the draft OZP) incorporating the amendments was exhibited on 19 June 2020 for public inspection under section 5 of the Ordinance. The major amendments to the matters shown on the draft OZP include the rezoning of: (a) a site at Chiu Shun Road from an area shown as ‘MTR Pak Shing Kok Ventilation Building’ and “Green Belt” (“GB”) to “Residential (Group A)8” (“R(A)8”) with stipulation of building height restriction of 130mPD to allow for residential use (Amendment Item A); and (b) a strip of land along Chiu Shun Road from an area shown as ‘MTR Pak Shing Kok Ventilation Building’ to ‘Road’ to form part of the future footpath (Amendment Item B). 3. The amendments to the Notes of the approved Tseung Kwan O OZP No. S/TKO/26 include the revision to the Remarks of the Notes for the “Residential (Group A)” zone to incorporate development restrictions including plot ratio (PR) restriction of 6 for the “R(A)8” zone; and technical amendments in accordance with the latest version of the Master Schedule of Notes to Statutory Plans.

Project Progress 2. A new station in Tseung Kwan O Area 86 has been included at the planning stage of the Tseung Kwan O Extension in 1997 to meet the transport need of a residential development under planning and the Tseung Kwan O Industrial Estate. The location map of the new station is at Annex I. 3. The construction of the 3.5km Tseung Kwan O Extension (Phase II) commenced in 2006. It bifurcates at Tseung Kwan O Station, running south to LOHAS Park Station. The journey time between Tseung Kwan O Station and LOHAS Park Station is around 4 minutes. At present, the civil structure and facilities of the new station have been completed. Trial run also commenced in end 2008 and is progressing well. LOHAS Park Station is scheduled to open in mid-2009. 4. A public transport interchange will be provided at LOHAS Park Station for other public transport modes such as franchised buses, public light buses and taxis to operate and serve passengers. 1 Train Operation Details 5. After the opening of LOHAS Park Station, trains from Po Lam/ Hang Hau Stations continue to go directly to Yau Tong, Quarry Bay and North Point Stations. No interchange is needed. For trains from North Point during peak hours, the first three out of every 4 trains will terminate at Po Lam Station while the fourth train will terminate at LOHAS Park Station.

    LegCo Panel on Transport An Update on the Progress of MTR Corporation’s Tseung Kwan O Extension Project Purpose This Paper provides Members an update of the MTR Corporation’s Tseung Kwan O Extension (TKE) Project. Background 2. TKE is one of the railway projects that was given priority in the Government’s Railway Development Strategy (RDS) published in 1994. A Project Agreement was signed between Government and the MTR Corporation in November 1998 and the first major construction contract was awarded in the same month. Scope of TKE Project 3. TKE will serve Tseung Kwan O New Town and Yau Tong. The service will become the 6th operational line of the MTR Corporation, after Kwun Tong, Tsuen Wan, Island, Tung Chung and the Airport Express lines. 4. The route length of TKE is 12.5 km. TKE comprises :- (a) a diversion of the existing Kwun Tong Line from the existing Lam Tin Station, passing through Yau Tong Station and terminating at Tiu Keng Leng Station (Line map attached); (b) a new Tseung Kwan O Line formed by connecting with the existing Eastern Harbour Crossing on the Kowloon side, passing through Yau Tong Station and beyond into Tseung Kwan O New Town; and (c) the line will be split into two legs after Tseung Kwan O Station, one proceeding in a northerly direction towards Po Lam; the other leg proceeding in a southerly direction towards Area 86 in Tseung Kwan O South. 5. Construction will be completed in 2 stages. When TKE opens to the public, targeted to be late 2002, five new stations namely Yau Tong, Tiu Keng Leng, Tseung Kwan O, Hang Hau and Po Lam and the depot at Area 86 will be operational.
