Süleyman fiENSOY TASAM Baflkan› 11 PRESENTATION TASAM plans to organize the International Turkish-Asian Congress annu- ally. By this way, it is intended that the investors, politicians, sectoral bodies and scientists shall get into interaction for the development of mutual rela- tions. With the above aim, 2nd International Turkish-Asian Congress was organ- ized between May 23 and May 24 in 2007 with the title of “Economic Cooperation and Development”. In this congress, the economic, political, social and cultural relations between Turkey and Asian countries were dis- cussed in detail and the results were published as a book. With this book-as one of the most important results of the congress- it is aimed to present scien- tific and original data for the private sector and individual entrepreneurs in their decision making processes. In this event issues were discussed in four different sessions, which were “Economic Integration Attempts in Asia”, “Economic Cooperation and Development in Asia”, “Economic Cooperation and Development in Middle East”, “Economic Cooperation and Development in Far East and South Asia”. Also during the congress workshops were organized with the Turkish and Foreign investors who have interest in those regions. II. International Turkish Asian Congress which was organized by TASAM has been very important in terms of the development of a process which would contribute to the creation of correct and rational policies in line with the eco- nomic, political and socio-cultural realities of Turkey. There are serious defi- ciencies regarding the information on commercial, political and cultural rela- tions between Turkey and Asia.

    Turkmen of Iraq By Mofak Salman Kerkuklu 1 Mofak Salman Kerkuklu Turkmen of Iraq Dublin –Ireland- 2007 2 The Author Mofak Salman Kerkuklu graduated in England with a BSc Honours in Electrical and Electronic Engineering from Oxford Brookes University and completed MSc’s in both Medical Electronic and Physics at London University and a MSc in Computing Science and Information Technology at South Bank University. He is also a qualified Charter Engineer from the Institution of Engineers of Ireland. Mr. Mofak Salman is an author of a book “ Brief History of Iraqi Turkmen”. He is the Turkmeneli Party representative for both Republic of Ireland and the United Kingdom. He has written a large number of articles that were published in various newspapers. 3 Purpose and Scope This book was written with two clear objectives. Firstly, to make an assessment of the current position of Turkmen in Iraq, and secondly, to draw the world’s attention to the situation of the Turkmen. This book would not have been written without the support of Turkmen all over the world. I wish to reveal to the world the political situation and suffering of the Iraqi Turkmen under the Iraqi regime, and to expose Iraqi Kurdish bandits and reveal their premeditated plan to change the demography of the Turkmen-populated area. I would like to dedicate this book to every Turkmen who has been detained in Iraqi prisons; to Turkmen who died under torture in Iraqi prisons; to all Turkmen whose sons and daughters were executed by the Iraqi regime; to all Turkmen who fought and died without seeing a free Turkmen homeland; and to the Turkmen City of Kerkuk, which is a bastion of cultural and political life for the Turkmen resisting the Kurdish occupation.

    International Journal of Communication 7 (2013), 2361-2385 1932–8036/20130005 Soft Power or Illusion of Hegemony: The Case of the Turkish Soap Opera “Colonialism” ZAFER YÖRÜK PANTELIS VATIKIOTIS Izmir University of Economics The article develops two simultaneous arguments; one is theoretical, and the other is analytic. The theoretical argument is based on an assessment of the utility of the concept of “soft power” in comparison to the Gramscian concept of hegemony in understanding the developments in the recent regional power games in the geographical area consisting of Eastern Europe and the near and Middle East. The analytic argument examines the popularity of Turkish soap operas, both among a cross-cultural audience and within the wider context of cultural, economic, and political influences, and in so doing, it points out challenges and limits for Turkey’s regional power. Introduction This article notes the recent boom in the popularity of Turkish soap operas in the Middle East, the Balkans, and some (predominantly “Turkic”) former Soviet Republics in Asia, and examines the discourse of Turkish “soft power” that has developed upon this cultural development. The research focuses here on the analysis of two case studies—of the Middle East and Greece— where the Turkish series are very popular. Both cases are able to contribute different perspectives and explanations of this “cultural penetration” across both sides of a geographical area containing Eastern Europe and the near and Middle East, evaluating Turkey’s “influence” accordingly.1 1 In this regard, the limits of the analysis of the present study are set. Although a general framework of the perception of the Turkish series is provided along both case studies (popularity; aspirations and identifications), further research is needed in order to provide a detailed account of the impact of Turkish series on the related societies.

    PRELIMINARY PROGRAM VER. 10-12-17 Jake McGuire Destination DC MESAʼs 51st Annual Meeting Washington DC November 18-21 We return to DC for MESA’s 51st annual meeting at the Washington Marriott Wardman Park Hotel where we have met every three years since 1999. The hotel is located in a lovely residential area near the National Zoo, but a nearby stop on the metro red line makes all parts of DC easily accessible. The program of 230+ sessions (see pages 12-51) spread over four days will offer a smorgasbord to whet the appetite of any Middle East studies aficionado. MESA’s affiliate groups meet mostly on Saturday, November 18 (see pages 10-11) and the first program session begins that day at 5:30pm. Panels run all day Sunday and Monday and end at 3pm on Tuesday. The book bazaar will be open Sunday and Monday from 9am to 6pm and on Tuesday from 8am to 12pm (see pages 8-9). MESAʼs ever-popular FilmFest (see the teaser on pages 6-7) begins screenings on Saturday morning and runs through Tuesday until around 2pm. The MESA Presidential Address & Awards will be held Sunday evening from 6pm to 7:30pm, and the MESA Members Meeting on Monday evening from 6pm to 8:00pm. As you will see, it’s business as usual, except of course for a new administration that is determined to ban nationals of six Muslim majority countries from traveling to the US, and MESA having joined a lawsuit against the ban that is making its way to the US Supreme Court in October.

Prof. Dr. Nur Bilge Criss August 2005 This thesis evaluates the situation of the Iraqi Turkmen between 1921-2005 in terms of the important developments in Iraq. The Iraqi Turkmen could not organize politically due to the oppressive Iraqi regimes in the period between 1921-1991. They started to carry out political activities openly after the Gulf War II in Northern Iraq. The Turkmen who are the third largest ethnic population in Iraq, pursue the policy of keeping the integrity of Iraqi territory, enjoying the same equal rights as the other ethnic groups and being a founding member in the constitution.

First is the aim of making assessment as to the current presence of the Turkomans in Iraq and the second is to draw an analysis as to the current Turkish foreign policy in regard to northern Iraq. In doing so, the underlying motive lying behind this study has been an attempt at working out some new openings for the Turkish foreign policy towards northern Iraq, which would certainly im- ply the figuring out of Turkomans in Iraq as a more effective policy option needed to be capitalized on by Turkish foreign policy makers. The moral support encouraging me to undertake such a daunting task has come from the distinguished personality İhsan Doğramacı, a Turkoman by origin. If not for his intention that a study on the Turkomans should be made as urgently as possible, this paper would not be written. Therefore, our first and foremost sincere thanks go to him.
