All Rights Reserved. Abstract Many Western militaries now actively engage with various social media platforms. The starting point for my dissertation research was this question: how does the military use social media? Considering the Canadian Armed Forces’ use of Twitter as a case study, I collected over 14,000 tweets from four Twitter accounts of the Canadian Armed Forces (CAF), the Canadian Army, the Royal Canadian Navy, and the Royal Canadian Air Force with some tweets as old as September 2012 and the most recent tweets from December 2015. I employed Grounded Theory Method to analyze these tweets, which revealed four themes — organization, history, preparedness, and partnership. These themes create an image of CAF as a Canadian institution and a military one, as they speak to the many war and other combat operations that the Canadian Armed Forces have engaged in at the behest of the government. A literature review conducted simultaneously with the analysis uncovered the International Relations literature on strategic narratives and the Organizational/Military Studies literature on strategic communication. The main finding is that the Canadian Armed Forces are using social media for the strategic communication of government strategic narratives because the norms of civil- military relations require the military to follow government orders and prevent the military from using social media as intended because social media tend to be political whereas the military has to be “apolitical.” The military, thus, maintains an “apolitical” image by communicating what the government wishes it to communicate, even though the government’s narrative can be political. Government strategic narratives frame organizational strategic communication, while organizational strategic communication supports government strategic narratives. 2 To my family: Mom, Dad, Biji, Naniji, Nanaji, and Daddy. 3 Acknowledgements There are not enough words in my vocabulary to capture the immense gratitude I feel for my family, friends, professors, and colleagues, but I will start with these two: Thank you. First, Canada has taken a lead role in the establishment of a battalion-sized battle group in Latvia (Operation REASSURANCE), as part of NATO’s enhanced forward presence to deter Russian use of force against NATO territory (Article 5 commitment). Operation REASSURANCE also includes an air force commitment of six fighter jets (“Six Pack”) to provide air protection along NATO’s eastern and southern flanks, as well as a naval frigate committed to tasks in the Mediterranean and Black seas. Canada is one of four NATO allies to take such a prominent role. The other three battalion groups in this deterrence initiative are led by the U.K. in Estonia, Germany in Lithuania, and the U.S. in Poland. This has placed Canada’s commitment squarely on the politico-military map. Canada’s second operation is a NATO out-of-area training and capacity-building mission in Ukraine. While not a member of NATO and therefore not subject to Article 5 provisions of deterrence and defence, Ukraine is a long-standing NATO partner under the auspices of the Partnership for Peace (PfP).

Thousands of regular Russian troops and massive amounts of Russian high tech heavy weapons are present on sovereign Ukrainian territory in Donetsk and Luhansk oblasts.     FULL GOVERNMENT RESPONSE TO THE REPORT OF THE STANDING COMMITTEE ON NATIONAL DEFENCE “CANADA’S SUPPORT TO UKRAINE IN CRISIS AND ARMED CONFLICT” INTRODUCTION The Government of Canada has carefully reviewed the report of the Standing Committee on National Defence (hereafter referred to as the Committee) and thanks its members for their interest. The Government appreciates that the Committee has devoted considerable attention to this important issue, including by travelling to Ukraine in September 2017, and welcomes the continuing interest of the Committee in Canada’s strong support to Ukraine, which is a matter of cross-partisan parliamentary unity. The Government is pleased to note that many of the Committee’s recommendations are consistent with Canada’s current approach to supporting Ukraine’s security, stability, and economic prosperity. Below is the Government’s response to specific recommendations made by the Committee. RECOMMENDATION 1 That the Government of Canada continue to provide strong military training to the Ukrainian Armed Forces and that it look for opportunities to expand the type of training and support provided by the Canadian Armed Forces (CAF) through Operation UNIFIER. RESPONSE The Government of Canada agrees with this recommendation. Announced by the Government on 14 April 2015, Operation UNIFIER reached full operational capability on 5 October 2015. Operation UNIFIER involves the deployment of approximately 200 CAF personnel to Ukraine to develop and deliver military training and capacity-building programs. Initially
