Dr. Nedret ÇAĞLAR ISPARTA-2017 (BAYRAM, Tuğçe, Kuzey Kıbrıs Türk Cumhuriyeti’nde Siyasal Sistemin Kurumsallaşma Süreci Ve Demokrasinin Konsolidasyonu, Yüksek Lisans, Isparta, 2017) ÖZET Bu tezin amacı, Kuzey Kıbrıs Türk Cumhuriyeti’nin siyasal sistemi, idari yapılanması ve kurumlarının tarihsel planda kurumsallaşma sürecini incelemek ve ülkede demokrasinin konsolidasyonunu değerlendirmektedir. Bu amaçla siyasal sistemin kurumlarından olan siyasal partiler, siyasal seçimler, siyasal kültür, siyasal katılım ve insan hakları açılarından Kuzey Kıbrıs Türk Cumhuriyeti’nin siyasal gelişmişlik düzeyi ele alınmıştır. Ülkede demokrasi ve gereklerinin idari ve siyasi kurumlarda varlığı detaylı bir şekilde incelenmiştir. Bunun için, tarihsel gelişmeler, KKTC’nin kuruluşunda rol oynayan faktörler, Türkiye, Yunanistan, İngiltere Güney Kıbrıs Rum Yönetimi, BM ve AB’nin sürece etkileri, yasal düzenlemeler ve KKTC siyasetinin geçmişi ve bugünü incelenmiştir. Günümüzde demokratikleşme sürecini tamamlamış toplumların aynı zamanda kurumsallaşmış siyasal sistemler olduğu kabul edilir. Bu bağlamda değerlendirilen bir ülkede, anayasanın üstünlüğü ilkesi (bu ilkeyi hayata geçirecek anayasa yargısı gibi kurumlar), hukuk devleti ilkesi, insan hakları ilkesi (bu ilkeyi hayata geçirecek idari ve yargısal kurumlar), seçimle belirlenmiş hükümetler, özgür, adil ve sık sık yapılan seçimler, ifade özgürlüğü, alternatif bilgilenme kaynaklarına erişim, vatandaşların yönetime dâhil edilmesi gibi demokratik siyasal kurum ve ilkelerin varlığı aranır. Kuzey Kıbrıs Türk Cumhuriyeti, demokrasi, sosyal adalet ve hukukun üstünlüğü ilkelerine dayanan laik bir cumhuriyet olarak 32 yıldır varlığını sürdürmektedir. Çok partili bir siyasal sisteme, halkoyuyla seçilen bir cumhurbaşkanına, bağımsız Cumhuriyet Meclisi’ne ve meclise karşı sorumlu bir hükümete, bağımsız mahkemelere ve merkezi ve yerel yönetim birimlerine sahiptir. Siyasal ve idari yapılanma açısından çağdaş devletin gereklerini yerine getirmektedir. Siyasal kurumsallaşma ve demokrasinin konsolidasyonu açısından ise istikrarlı bir gelişme göstermekte ve modern toplumlar seviyesine yaklaşmaktadır. Anahtar Kelimeler: Kuzey Kıbrıs Türk Cumhuriyeti, Demokratikleşme, Siyasal Kurumsallaşma, Demokratik Konsolidasyon. iv (BAYRAM, Tuğçe, Institutionalization Process Of Political System And Democratic Consolidation At Northern Cyprus Turkısh Republıc, Master’s Thesis, Isparta, 2017) ABSTRACT The aim of this thesis is to evaluate the institutionalization process of the political system on the historical basis, administrative structure and institutions of the Turkish Republic of Northern Cyprus and to measure the consolidation of democracy in the country. For this purpose, the level of political development of the Turkish Republic of Northern Cyprus was examined in terms of political parties, political elections, political culture, political participation, which are the institutions of the political system, and human rights. The existence of democracy and its necessities in administrative and political institutions in the country has been examined in detail. For this, historical developments, the factors that played a role in the establishment of the TRNC, the impacts of Turkey, Greece, England, Greek Cypriot Administration, UN and EU on the process, legal arrangements and past and present of TRNC politics are examined. Nowadays, it is accepted that societies that have completed the process of democratization are institutionalized political systems at the same time. In a country that is assessed in this context, the supremacy of constitution principle (institutions such as the constitutional judiciary that will carry out this principle), the rule of law principle, the human rights principle (administrative and judicial institutions that will pass this principle on), elected governments, free, fair and frequently conducted elections, the freedom of expression, access to alternative sources of information and the existence of democratic political institutions and principles such as the inclusion of the citizens to the governance. The Turkish Republic of Northern Cyprus has been in existence for 32 years as a secular republic based on the principles of democracy, social justice and rule of law. It has a multi-party political system, a president elected by the people, an independent Republican Council and a government answerable to the parliament, independent courts and central and local government units. It fulfills the needs of the contemporary state in terms of political and administrative structuring. In terms of political institutionalization and consolidation of democracy, it shows a steady development and approaches the level of modern societies. After almost thirty years in the highest office of the Turkish Republic of Northern Cyprus (TRNC), Denktaş—a resolute opponent of reunification of the divided island—has been succeeded by the prime minister, Mehmet Ali Talat. Does Talat’s rise from head of government to become the leader of his ethnic community give grounds for new hope of reopening negotiations on the island? The rigid line taken by Greek Cypriot President Tassos Papadopoulos suggests not. The change in leadership in the north will not end the impasse in the Cyprus question and the conflict will remain an obstacle on Turkey’s path to European Union membership.     CYPRUS 2016 HUMAN RIGHTS REPORT Since 1974 the southern part of Cyprus has been under the control of the government of the Republic of Cyprus, while the northern part, administered by Turkish Cypriots, proclaimed itself the “Turkish Republic of Northern Cyprus” (“TRNC”) in 1983. The United States does not recognize the “TRNC,” nor does any country other than Turkey. A substantial number of Turkish troops remained on the island. A buffer zone, or “Green Line,” patrolled by the UN Peacekeeping Force in Cyprus (UNFICYP), separates the two sides. REPUBLIC OF CYPRUS EXECUTIVE SUMMARY The Republic of Cyprus is a constitutional republic and multiparty presidential democracy. In 2013 voters elected President Nicos Anastasiades in free and fair elections. On May 22, voters elected 56 representatives to the 80-seat House of Representatives (Vouli Antiprosopon) in free and fair elections. Civilian authorities maintained effective control over the security forces. The most significant problems during the year remained trafficking in persons for sexual exploitation and labor; police abuse and their degrading treatment of persons in custody and asylum seekers; and violence against women, including spousal abuse. Other problems during the year included: prison overcrowding; lack of separation of pretrial detainees from convicted criminals; prolonged detention of asylum seekers and irregular migrants in prison-like conditions; deportation of rejected asylum seekers before they had an opportunity to appeal their asylum decision; lack of full access to and administration of some religious sites; government corruption; incidents of violence against children; instances of discrimination and violence against members of minority ethnic and national groups; and societal discrimination against lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons.

Negotiations and Related Issues Summary Cyprus has been divided since 1974. Greek Cypriots, 76% of the population, live in the southern two-thirds of the island and lead the internationally recognized Republic of Cyprus. Turkish Cypriots, 19% of the populace, live in the “Turkish Republic of Northern Cyprus” (TRNC), recognized only by Turkey, with about 36,000 Turkish troops providing security. United Nations peacekeeping forces (UNFICYP) maintain a buffer zone between the two. Since the late 1970s, the U.N., with U.S. support, has promoted negotiations aimed at reuniting the island as a federal, bicommunal, bizonal republic. The U.N. Secretary-General’s April 5, 1992, “Set of Ideas” was a major, but unsuccessful, framework for negotiations for a settlement. Next, both sides accepted U.N. confidence-building measures only in principle and they were not recorded or implemented. The prospect of Cyprus’s European Union (EU) accession and its eventual membership intensified and complicated settlement efforts. On November 11, 2002, Secretary-General Kofi Annan submitted a comprehensive settlement Plan based on Swiss and Belgian government models, but the two sides did not agree on it. After more negotiations, Annan announced on March 11, 2003 that his efforts had failed. Cyprus signed an accession treaty to join the EU on April 16. The December 14, 2003, Turkish Cypriot parliamentary elections produced a new government determined to reach a settlement.

With no party likely to win an overall majority on May 7, Plaid Cymru, a pro-independence socialist party, hopes to team up with others to propel the opposition centre-left Labor Party into power-while extracting concessions for Welsh nationalism. “This elec- tion provides Wales with an unprecedented opportunity,” their leader Leanne Wood has said. The party, whose heartland is in Welsh-speaking north- west Wales, is defending three of Wales’ 40 seats in the British parliament’s 650-member House of Commons. However, Plaid Cymru-meaning the Party of Wales-is hop- ing to replicate the rapid advance of their ideological soul- mates in Scotland: the pro-independence Scottish National Party. They have pledged to join forces with the SNP and the Greens in a bid to keep Prime Minister David Cameron’s centre-right Conservatives out of power-then call the tune in propping up a Labor minority government.
