National Resolution on Transparency and the Fighting of Corruption The Federal Government represented by the H. President of the United Mexican States, Vicente Fox Quesada; the H. Secretary of the Controller and Administrative Development, Francisco Barrio Terrazas, as well as different organizations and institutions in our country, manifest their desire to subscribe the following: NATIONAL RESOLUTION ON TRANSPARENCY AND THE FIGHTING OF CORRUPTION WHEREAS The President of the Republic is committed to promoting actions to offer a federal government whose performance follows a strategy of transparent decision-making and fighting corruption. No action can be undertaken efficiently if it does not have the support, participation, oversight and commitment of all members of society. The lack of transparency is a situation that harms everyone and constitutes a source of crime, affecting the harmonic development of the nation. Corruption is present in multiple spheres of the government and among some who make up the different social sectors. In order to eradicate these practices, which only benefit a few in detriment to others, the collaboration of everyone is required under the principle that it is necessary to undertake effective measures to eliminate corruption in order to set the foundation for a progressive Mexico. National Resolution on Transparency and the Fighting of Corruption In order to set forth some of the actions that should be undertaken, the Federal Government, represented by the H. President of the United Mexican States; the H. Secretary of the Controller and Administrative Development and the participating organizations and institutions, agree to subscribe this Resolution in order to obtain administrative transparency and also fight corruption, by the assumption of the following: COMMITMENTS FIRST.- RESPONSIBILITIES OF THE FEDERAL GOVERNMENT: 1. Improve the administrative systems and practices in order to prevent and fight acts of corruption; 2. Make the information regarding public action transparent, putting it at the disposal of the society clearly, simply and permanently; 3. Subject itself to evaluations that measure the degree of advancement in the struggle against corruption; 4. Perfect the systems and instruments for the taking of and attention to complaints, denouncements and suggestions; 5. Establish or reinforce the mechanisms that are required in order that the signing organizations and institutions, the society as a whole, any person and public servants can present without fear their complaints and denouncements; 6. Offer several options and facilities for carrying out transactions and the provision of public services, which in addition to improving quality, prevent corruption; National Resolution on Transparency and the Fighting of Corruption 7. Promote deregulation, as well as the legal improvements required to facilitate and make more efficient the actions to fight corruption and prevent impunity; 8. Establish mechanisms for the induction and dissemination of ethical principles within the Federal Public Administration, as well as the society, for the reappraisal of and respect for the service and the public servant; 9. Promote the incorporation in educational programs and within the society, of a culture of ethics oriented toward instilling fundamental principles and values in order to form citizens that respect the laws and reject any act of corruption, and 10. Induce mechanisms that permit an increase in the participation and oversight of the society in the workings of the government at all levels. SECOND.- RESPONSIBILITIES OF THE ORGANIZATIONS AND INSTITUTIONS: 1. Not to participate in, or propitiate acts of corruption in their transactions with the government, among themselves and with their own members and associates; 2. Denounce acts of corruption they are confronted with while carrying out transactions with the Federal government and keep watch over the honest performance of their own members and associates; 3. Collaborate in the programs and dissemination of the actions established to fight corruption, and 4. Promote among their members and associates, in their families, in their work places and in their community, a culture of ethics that rejects corruption; National Resolution on Transparency and the Fighting of Corruption THIRD.- JOINTLY: 1. Collaborate, in their respective areas of competency or action, in the fighting of corruption and in the transparency of public service, assuming the responsibilities and complying with the obligations corresponding to each one; 2. Promote the recognition of outstanding conduct by citizens or public servants, in support of the fight against corruption or to avoid impunity, and National Resolution on Transparency and the Fighting of Corruption 3. Analyze and, as appropriate, sign sectorial resolutions with a specific scope to prevent corruption and induce and promote transparency in public service.
