En los últimos 10 o 15 años las normas privadas se han convertido en una parte mucho más importante de la gobernanza de las cadenas de valor agroalimentarias mundiales. Las entidades privadas y las coaliciones encargadas del establecimiento de normas, incluidas las empresas y las ONG, han creado y adoptado normas relativas a la inocuidad alimentaria, así como a la calidad de los alimentos y a los aspectos ambientales y sociales de la producción agroalimentaria. El seguimiento y la aplicación de tales normas se realiza cada vez más mediante la certificación por parte de terceros. Esto ha planteado serias dudas sobre el papel de las instituciones públicas y privadas en el establecimiento y la aplicación de normas relativas a la inocuidad alimentaria. 2. En el presente documento se ofrece un análisis de cómo y por qué han evolucionado las normas privadas. Se presta especial atención a las normas relativas a la inocuidad alimentaria. Se identifican los vínculos existentes entre el establecimiento de reglamentos públicos y de normas privadas, y se incide en algunos de los efectos de estas normas privadas en las cadenas de valor agroalimentarias en los países en desarrollo. Se consideran asimismo las implicaciones para el trabajo de la Comisión del Codex Alimentarius (CAC) y, de manera más general, para los reglamentos públicos. 3. La importancia de las normas privadas en las cadenas de valor agroalimentarias mundiales se ha incrementado gradualmente y, así, han conseguido dominar progresivamente el comercio tanto nacional como el internacional. Estas normas se pueden referir a la inocuidad alimentaria y a la integridad de los sistemas relativos a ella, pero también se pueden referir a aspectos de los alimentos como su procedencia, los efectos ambientales, el bienestar animal, etc. Una de las características definitorias de las normas privadas, especialmente al estar relacionadas con la inocuidad alimentaria, es que se centran cada vez más en los procesos con los que se producen los alimentos. En este sentido, reflejan la creciente importancia de las normas procesales en los reglamentos públicos, como queda de manifiesto con la aplicación cada vez mayor del análisis de peligros y de puntos críticos de control (HACCP) en los reglamentos relativos a cuestiones como la higiene de los alimentos. 4. In the context of the Committee's work on private standards and in accordance with the Committee's decision to undertake a comparative study on the effects of private SPS standards2, the Secretariat circulated a Questionnaire on SPS-related Private Standards on 5 December 2008.3 2. The Secretariat has received a total of 40 responses to the questionnaire from 22 Members.4 The individual responses can be consulted through the WTO Members' website.5 3. The level of detail and explanations provided in the responses varies significantly, making it difficult to undertake a statistical analysis based on the replies. In addition, it is important to note that the Secretariat is not in a position to verify the accuracy of inputs in the replies, some of which might be questioned by other Members. 4. This report highlights the main points emerging from the replies. Annex II of the report includes a table showing the individual replies provided to questions 1 (HS Code and full description), 2 (main export market), 3 (entity imposing the standard), and 5 (description of private standard). The replies to the other questions have not been included in Annex II as they are more descriptive and vary significantly in length. Interested Members can also access a compilation of most replies presented in an Excel sheet through the Members' website referred to above. 5. A number of concerns regarding effects of private standards on exports of agricultural products have been raised in the responses.

    Aldi, Edeka & Co. – Consumer preferences and store image Aldi, Edeka & Co. – Konsumentenpräferenzen und Einkaufsstättenwahl Alexander STAUS1 Summary Store choice decisions in the food retailing industry have been widely discussed in the literature. The importance of pricing, quality and assortment is known, and the influence of socio-demographic variables is small. In this paper, a mixed nested logit model is used to study the relationship between specific attitudes of households and their store choice for fruits and vegetables in Germany. Household attitudes are about environment, freshness, organic food, prices and quality. An implied image ranking of stores regarding these attitudes can be established. The weekly farmers’ market has throughout a very high implied image, while the discounters Penny, Plus and Aldi enjoy good to average images. The supermarkets Edeka and Rewe get comparable bad results. Keywords: store choice, mixed nested logit, image, fruits and vegetables Zusammenfassung Über die Einkaufsstättenwahl im Lebensmitteleinzelhandel wurde bereits ausgedehnt diskutiert. Preise, Qualität und Sortiment spielen dabei eine wichtige Rolle, während soziodemographische Variablen eher unbedeutend für die Einkaufsstättenwahl sind. Ein „Mixed Nested Logit Modell“ untersucht den Zusammenhang zwischen der Einkaufsstättenwahl und bestimmten Einstellungsmerkmalen (Bio, Frische, Umwelt, Preis und Qualität) von Konsumenten für Obst und Gemüse in Deutschland. Ein implizites Image-Ranking bezüglich der betrachteten Variablen kann erstellt werden.
