Meeting called to order at 7:03 PM

1. CALL TO ORDER

1.01 The regular meeting of the Board of Directors was called to order by President Desmarais.

1.02 The Board and audience recited the pledge of allegiance to the flag.

President Desmarais excused Director Eider, who was absent due to travel for work and welcomed superintendent elect Dr. Merri Rieger who was present in the audience.

President Desmarais then announced that the meeting was being digitally recorded and that the agenda background materials are available on-line on the district‟s website the Monday preceding every board meeting. President Desmarais stated that agenda items are provided on the Friday prior to each meeting for individual Board Directors to review. Any questions or concerns regarding routine matters are addressed with the Superintendent prior to the Board meeting.

2. SPECIAL PROCLAMATIONS/PRESENTATIONS

2.01 Utility Incentive Presentation

Resource Conservation Manager, Jonathan Stine introduced representatives from Puget Sound Energy who presented incentive checks for the Hazen High School improvements ($19,530) and interior lighting upgrades ($44,162). President Desmarais and Superintendent Risdon had their photograph taken as they received each check. Board members expressed their appreciation for Mr. Stine‟s work and commented that the savings in resource conservation translates to saving in education.

3. "GOOD NEWS" ANNOUNCEMENTS

3.01 "Good News" Announcements

Board members read the following good news announcements:

1. More than 30 Lindbergh High School students recently earned high school foreign language credits by taking a series of tests administered by the American Council on the Teaching of Foreign Languages. Two of the students, Ha and Khoa Nguyen, earned the last few credits they needed to be able to graduate. What made their work even more impressive is that the sister and brother duo arrived in the U.S. in May 2010 from Vietnam, speaking no English and with only a few high school credits. In just a little more than two years, both students passed all their classes, met all state and district graduation requirements, and passed the state‟s High School Proficiency Exams to be able to walk in Lindbergh High‟s recent graduation ceremony.

Renton School Board Meeting June 26, 2013 2. More than 50 Dimmitt Middle School 8th-graders recently had the opportunity to take a field trip to the Southcenter Barnes and Noble, where they selected books for themselves and for their classroom library, thanks to the support of Renton community members Bernie and Denny Dochnahl. This is the third year that the local couple has funded the trip, and purchased all of the books, for Dimmitt students who throughout the school year demonstrated a commitment to reading and growth in their analysis of literature. Dimmitt Middle School language arts teachers Adam Swinney and John Austin worked with students this year to engage them in the love of literature.

3. Hazen High School‟s Drill Team has been recognized as one of the nation‟s best-choreographed military dance drill teams and awarded the 2013 Creative Precision Award. The Hazen team, led by Lydia Sim, Newin Pales, Quynh Nhu Tran, Valerie Tran and Kristin Sargent, took the prize from over hundreds of routines considered. The Creative Precision Awards program is an independent, not-for-profit program comprised of seasoned staff from diverse fields of entertainment, sports precision and dance drill teams.

4. Bryn Mawr Elementary School Family Liaison Maria Ochoa-Meyers recently organized the school‟s first “Planting Seeds-Living Dreams” college and career fair where 4th- and 5th-grade students learned about job and college opportunities. Community members visited classrooms to share information about their jobs and the education needed to succeed. Guest speakers included engineers, counselors, 911 operators, a police detective and a student ambassador from a nearby community college.

5. Nelsen Middle School computer science teacher Rebecca Ritchie was named Teacher of the Week by the Seattle Mariners and WSECU credit union. Rebecca was nominated by Nelsen assistant principal Dr. Elaine Love. For being selected, Rebecca received a $500 classroom grant from WSECU and a pair of tickets to a Seattle Mariners baseball game.

5.01 Call for correspondence & delegations from the floor

Community member Ken Curl, representing South King County Communities of Color thanked the Board for allowing their group to participate in the superintendent selection process and expressed that he would like their group to continue to be asked to participate, be involved and become a resource to the community, the District and the City. Mr. Curl requested that a meeting be set to talk about what is important for students of color.

7. NEW BUSINESS

7.01 Budget Advisory Committee Report and Budget Preparation Update

Assistant Superintendent John Knutson presented a report from the Budget Advisory Committee (BAC) and provided an update on the preparation of the District‟s 2013-14 annual budget.

Budget Advisory Committee Report: Mr. Knutson noted that committee member, Phyllis Silling was inadvertently left off the list.

-6- Renton School Board Meeting June 26, 2013 Knutson said the BAC developed a written report, which is new this year. The report includes a list of recommendations and an executive summary. This information will be useful as community and staff input when budget discussions resume in Cabinet.

Community member Jim Grossnickle was in the audience and commented that the BAC was a good process and a great experience to be part of the committee. President Desmarais was also on the committee and thanked Knutson for his work on the committee.

Budget Update: Knutson stated the State Legislature is now on day 15 of the second special session. When the first special session started, Governor Inslee outlined three goals:  Adopt a 2013-15 operating budget  Adopt a 2013-15 transportation budget  Adopt education accountability measures

Our district budget planning and deliberations to-date were based on the three original budget proposals. The initial impact on our district was:  The Governor’s budget – potential increased allocation of $10.9 million in Basic Education Programs with an additional $894,000 in Extended Basic Education Programs for a total of $11.8 million  The original House budget – potential increase of $10.5 million in Basic Education Programs and $357,000 in Extended Basic Education Programs for a total of $10.9 million  The Senate budget– potential increase in Basic Education Programs of $5 million and $2.1 million in Extended Basic Education Programs for a total of $7.1 million

Knutson said the most recent information indicates that both the House and Senate budgets are committed to at least a down payment on McCleary of between $700 million to $1 billion, with the discussion revolving around additional revenue in the form of new taxes or breaks verses lower funding for social services.

Mr. Knutson listed the proposed budget increases which will be contingent on Legislative funding and School Board approval. He said that given our initial projections of a modest increase in levy collection and a commitment from the legislature to begin to fund McCleary, he believes that there will be budget capacity to sustain these increases.

2013-2014 Proposed budget increases:  Convert Administrative Associates at the elementary schools to Assistant Principals  Continue funding the Deans at the secondary schools  Additional elementary support  $500,000 set-aside for future curriculum adoption in support of Common Core  One full-day kindergarten classroom at Honey Dew  Continue funding for credit retrieval and college and career readiness goal  Addition of one Chief Academic Officer  Addition of a fourth counselor at the comprehensive high schools  Restoration of „C‟ Team at the high schools  Reasonable salary enhancements for classified and certificated staff  General and special education staffing increases to reflect enrollment  Support for TPEP training  $500,000 set-aside for costs related to the new middle school  $500,000 set-aside for costs related to the opening of Meadow Crest Early Learning Center  Accounting Tech position to support budget analysis and capital facilities  Re-organization of Technology Services – funded primarily from Tech Levy funds  Restoration of one maintenance and one grounds person  Continuation of funding for repairs and upgrades  Continuation and increases in contractual fees and obligations

A preliminary budget will be brought to the Board for approval on August 14 with the final budget being approved at the August 28th meeting.

Board members commented that it was nice to hear the hopeful news.

7.02 Fifth Grade Family Life Curriculum Adoption - 1st Reading

Director Ginny Knox presented the Fifth grade HIV / AIDS & Family Life curriculum adoption proposal. Knox reviewed the requirement from the AIDS Omnibus Act of 1988 and the Healthy Youth Act of 2007. In November

-7- Renton School Board Meeting June 26, 2013 2012, King County Public Health notified the District that our fifth grade family life materials were out of compliance with Washington State law. A committee was formed to review current curriculum and make a selection of new curriculum. The proposal for new curriculum was then brought to the District Instructional Materials Committee and approved in May 2013.

The recommended curriculum is:  That‟s a Family! (video)  The Puberty Workshop and Curriculum  F.L.A.S.H. – King County Public Health Lessons  KNOW – OSPI HIV/AIDS Lessons

The initial estimated cost for the above adoption is $12,955.00

7.03 K-5 Physical Education Curriculum Revision - 1st Reading

Director Ginny Knox presented the revised Elementary P.E. curriculum guide for approval. Knox stated that in 2009 a committee presented a revision to the District Instructional Materials Committee (DIMC). DIMC recommended several changes. At that time the director retired and the revisions were delayed until 2012-13 when a new committee was formed to review and make the needed changes to align with state and national standards. The revision was brought to DIMC again, minor changes were suggested and DIMC approved the revision in May 2013.

The three core components of the curriculum are:  Motor skills & movement concepts  Safety, cooperation & strategies  Personal fitness

7.04 Washington State History Textbook Adoption - 1st Reading

Director Monica Chandler presented the Washington State History Textbook adoption for approval. She stated that in 2008, the Office of Superintendent of Public Instruction developed specific Grade Level Expectations for Social Studies and recommended that Washington State History and Government be taught in the 7th grade. In 2012-13 the decision was made to plan for a full transition to Washington State History and Government for the 2013-2014 school year in order to bring the district into full alignment with the state requirement. All seventh grade teachers were involved in the process. In June 2013 DIMC unanimously selected the textbook Washington Journey published by Gibbs-Smith. If approved, the materials will be used with incoming seventh graders. The committee also identified supplementary materials to support each unit. The proposed adoption will be available online, hardcopy and in CD format.

9.01 Information and Proposals

Talley continued his mentoring at Lakeridge and Campbell Hill Elementary. He attended graduation ceremonies for Renton, Hazen and Lindbergh High and the Secondary Learning Center. He participated in the tour of Meadow Crest Early Learning Center and joined the fun day at Campbell Hill Elementary.

Franceschina attended Renton High School‟s graduation ceremony, and was present at a track banquet for Renton and Lindbergh High.

Desmarais attended the Renton High moving up ceremony, was present at all graduation ceremonies, attended a Communities in Schools secondary mentor event held at the airport, participated in the audit exit conference and a Budget Advisory Committee meeting and assorted Communities In Schools meetings.

Teal was in the audience at the Renton High School assembly, continued mentoring at Talbot Hill, attended all graduations as well as the McKnight 8th grade recognition and a few Friends of Renton Schools meetings.

Risdon was also present at the Renton High moving up ceremony, was in attendance at the Meadow Crest fund raising event, participated in an interview with the Talbot Hill Society School Board, was present at all graduations and attended a meeting with the Gates Foundation. She announced that the Practitioner‟s workshop was well attended with about 250 staff in attendance. Risdon was also present at Blue Ribbon and participated in the tour of Meadow Crest Early Learning Center.

The Board and audience gave Risdon a standing ovation for her service as Interim Superintendent. The Board commented that she will be missed; they were appreciative and grateful for her service. Franceschina stated that Risdon, “the person” is as great at all the history and knowledge she contains.

At 8:12 PM the Board recessed to Executive Session for approximately 45 minutes to discuss legal and personnel matters with no action to follow.

There being no further business, at 9:02 p.m. the Board moved to adjourn the regular meeting of the Board. The next regular meeting of the Board is July 17, 2013.
