Chapter 2: Trends and Conditions Introduction Policies, demographics, economic conditions, land use, environmental factors, and travel patterns all change continuously, and each has an influence on which strategies will be effective in providing travelers in Redmond with safe, reliable travel choices. This chapter examines the changes that have influenced this update of the TMP, reports on the current state of the City of Redmond and, where possible, forecasts the conditions that will affect our transportation system in the future. Policy Developments Key Trends In 2011 Mayor John Marchione unveiled his vision for the City of Redmond: “Redmond is a city with two vibrant urban centers — Downtown and Overlake — and connected neighborhoods, providing high quality, responsive services to an engaged citizenry.” Since adoption of the first Transportation Master Plan in 2005, policy actions by the City and regional agencies have refined and reinforced Redmond’s urban center strategy, as well as its goal of increasing the diversity and sustainability of the transportation system. City Vision The vision is intended to influence all City work, from the biennial budget process to Comprehensive Plan updates, and was a guiding force for the Development of multi‑story, TMP. The TMP responds to the community vision through its urban centers mixed land uses with strategy, its attention to neighborhood connections, and its investments to improve mobility citywide for all users. The vision also influenced the residential spaces above development process of the TMP, which included a robust public outreach and engagement component. Informational Handout: King County International Airport-Boeing Field Seattle, Washington Published Visual Flight Rules (VFR) routes for arrivals and departures. Project Background The Federal Aviation Administration (FAA) cancelled two existing VFR routes for aircraft landing and departing King County International Airport-Boeing Field (KBFI) and replaced them with newly defined routes (retaining some of the existing names). The term “routes” can best be described in this instance as a “set of pre-coordinated instructions” that is given to VFR pilots. The routes enhance safety by increasing separation between arrival and departure flows into KBFI, Seattle-Tacoma International Airport (KSEA), and Renton Municipal Airport (KRNT). Purpose of Changes There have been Traffic Alert and Collision Avoidance System (TCAS) events involving VFR aircraft arriving and departing KBFI, and these routes are intended to reduce TCAS events and enhance safety. TCAS monitors the airspace around an aircraft for other aircraft equipped with proper equipment, independent of air traffic control, and warns pilots of the presence of other properly equipped aircraft in the immediate area. Project Description The project results in a change to past operating procedures by publishing several existing routes for VFR aircraft to use when arriving and departing from either runway configuration at KBFI. KBFI Airport Traffic Control Tower (BFI ATCT) now has the ability to assign published routes rather than issuing tailored instructions. The new VFR routes provide better predictability, enhance safety, and improve the segregation of aircraft arriving and departing KBFI. What Changed The new VFR routes follow pre-existing air traffic flight tracks that are assigned by BFI ATCT and no new areas will experience new air traffic overflights. -

This is the first of our three Dean’s Speaker Series for this year. We are very glad you could be here. I suspect many of you are here as part of a class. You should know that each of these three speaker series are open to you at all times, whether or not your class is asking you to come. What we try to do is bring some of the leading business leaders from our community here so that you have a chance to get to know them in a relatively intimate way. They will tell you a little bit about their background, a little bit about their company. Really it is a time for you to ask them questions. Our hope in doing all of this is that it will help you take some of the stuff we are trying to teach in classes and see how it shows up on the ground. So I encourage you to be thinking as you listen of questions you might want to ask or you might want to say. In our class we are always told this but how does that really work and is my professor nuts? So however you want to phrase your questions it will be fine. We are glad you are here. She said that banner material is generally not preferred for building or business signs; however, due to the subdued nature of the graphics, the temporary nature of the construction at the site and the fact that the signs will be installed on scaffolding rather than on the building, staff does not have objections to this proposal.
