I intend to pass these events to you in their entirety and in all sincerity. I hope I can relive together with you, readers, those days spent in ‘search of "Khazar". In Search of "Khazar" 3 CHAPTER 1 BETWEEN HEAVEN AND EARTH For a number of years I was familiarizing myself with different universities all over the world, whilst gathering my thoughts on science and education in my own country, Azerbaijan. These ideas and comparisons were taking a distinctive shape in my imagination - the shape of a university. Novel ideas and thoughts seemingly appear unexpectedly, but in reality they are a result of long and intensive subconscious efforts. The information that we absorb, accept and keep in our minds is explored and analyzed in invisible and imperceptible ways. Accor- ding to some hypotheses, this way is simply called a harmonization, putting thoughts into a correct and beautiful order. In this process, suddenly everything falls into place and an idea appears as a patch of light. The first place where I studied after Azerbaijan was Moscow State University. I spent long years there first studying and then researching mathematics. The university’s extremely high scientific potential and pleasant and creative atmosphere seemed to be a new world to me. Later I traveled more and came across more varied systems at universities in Canada and in Europe. I didn’t content myself solely with giving lectures, presenting papers at different conferences, workshops, and conducting new research.

After the lapse of some time I became the assistant for Mr Krasnoperov, the chairman of the court, who used to be the chairman of the Altay region court and was known as a good professional. The existing legislation at that time allowed two people’s assessors to participate in the court trials in the capacity of judges alongside with the actual judge.

The Political Economy of Azerbaijan∗ Samuel Lussac, Sciences Po Bordeaux GARNET Working Paper No. 74/10 February 2010 Abstract In 1993, Azerbaijan was a country at war, suffering heavy human and economic losses. It was then the very example of a failing country in the post-soviet in the aftermath of the collapse of the USSR. More than 15 years after, it is one of the main energy partners of the European Union and is a leading actor in the Eurasian oil sector. How did such a change happen? How can Azerbaijan have become so important in the South Caucasian region in such a short notice? This paper will focus on the Azerbaijani oil transportation network. It will investigate how the Azerbaijani oil company SOCAR and the Azerbaijani presidency are progressively taking over this network, perceived as the main tool of the foreign policy of Azerbaijan. Dealing with the inner dynamics of the network, this paper will highlight the role of clanic and crony capitalist structures in the makings of a foreign policy and in the diversification of an emerging oil company.     The Nagorno-Karabakh Settlement Revisited: Is Peace Achievable? LEVON ZOURABIAN Abstract: The twelve years of negotiations on the settlement of the Nagorno- Karabakh conflict, since the May 12, 1994, cease-fire, have failed to produce any tangible results. The key issues of contention pertain not only to the final status of Nagorno-Karabakh, but also to the methodology used to settle the conflict and the format of the negotiations. Whether Nagorno-Karabakh should directly par- ticipate in the negotiations, and if there should be a package or step-by-step solu- tion to the conflict, is crucial. Those issues have also become a matter of bitter political argument within Armenia and Azerbaijan, which impedes constructive dialogue. Currently, there is a lack of legitimacy and political will in both the Armenian and Azerbaijani leadership to solve the conflict, while Nagorno- Karabakh has been effectively left out of the negotiations. However, this should not dissuade international organizations from seeking a concrete solution, based on modern trends in international legal practices. Key words: Minsk Group, Nagorno-Karabakh, OSCE he Nagorno-Karabakh conflict, which mars relations between Armenia and TAzerbaijan and impedes the political stability and economic development of the South Caucasus, has a long history and deep roots. Its main political cause lies in the contradiction between the aspirations for national self-determination of the predominantly Armenian-populated enclave and Azerbaijan’s claim of ter- ritorial integrity to its Soviet-defined boundaries.
