APC’s Population Health and Environment (PHE) Integration Activity in Madagascar, hereafter referred to as the Activity, had the objective of studying, documenting, and promoting the effective integration of PHE activities with the Ministry of Environment and Sustainable Development (MEDD), the Ministry of Public Health (MOH), and the Ministry of Population, Social Protection and Promotion of Women (MPPSPF) and other stakeholders in Madagascar. The Activity worked in close collaboration with the inter-ministerial Working Group on Health and Environment (le Groupe de Travail sur la Santé et l’Environnement, or GTSE) and the members of the PHE Network, an organization of nongovernmental organizations coordinated in Madagascar by Blue Ventures. At the operational level, the Activity’s objective was to develop and implement a PHE action research agenda to assess the value of integrated health, environment, and population interventions. While Madagascar has a long history of integrated environment and family planning programming dating from the mid-nineties and is a signatory to the Libreville Declaration on Health and the Environment in Africa (2008), the Activity in coordination with partners identified the need to revitalize and strengthen the capacity of the GTSE for the coordination of in-country partners, advocacy for the inclusion of the PHE approach in relevant national policies and strategies, its further adoption in country, and communication to stakeholders on PHE achievements. The following highlights summarize the Activity’s main achievements and these will be taken up in detail in the report: • Systematic review of supporting international and national policies, strategies related to Health and Environment (Libreville Declaration, National Policy on Environment and Health, Joint Action Plan on Health and Environment, Situational Analysis and Estimation of Needs in Health Environment, Action Plan of the Health Sector Adaptation to Climate Change); • Successful revitalization and strengthening of the organizational capacity of the GTSE, including the development of Terms of Reference for the GTSE which clarifies roles and responsibilities of the various ministries and PHE partners. • Technical support to the GTSE for a series of national workshops allowing stakeholders to identify and share successful integrated approaches for wider dissemination in country; • Development of 20 standard PHE indicators that align to the National Strategy on Health and the Environment (2011), with the active participation of the Ministries of Environment, Population, and Health in collaboration with sixteen (16) PHE Network members; 1 Final Report: USAID Population, Environment and Health Integrated Activity in Madagascar • Replication of integrated PHE activities in collaboration with three international and national NGOs (C3, World Conservation Society, and Ny Tanintsika) whose experience and impact will be documented by the Mahefa Miaraka Program in early 2021; • Presentation of Madagascar’s integrated PHE activities, experience and lessons learned at the International Conference on Family Planning in Rwanda in November 2018, and through the Africa PHE Community of Practice webinar held in February 2019; • Completion of a Policy Communication Training targeted to GTSE and PHE Network members on communicating
