The Constitution of the Republic of South Africa, 1996 changed the administrative levels below the province. Chapter 7 “Local Government” requires municipalities to be established for the whole territory of South Africa, and provides for three categories of municipalities. Some areas are governed by a single "Category A" municipal authority (called metropolitan municipality) and others are governed by a two-level system with a larger "Category C" municipality (called district municipality) that contains multiple "Category B" municipalities (called local municipality). The result of the change is that the following occurred to the area covered by each subdivision of the current development in Table 2 —682-687. 1) The area remained the same – This happened only with —68257 and —68739. 2) The area covered is now larger with additions from other subdivisions. For example, —68227 which now has the areas that were in —68228 and —68229. 4 3) The area covered is now smaller with some of the previously covered area in other subdivisions. For example, part of —68222 is now in —68221. 4) The subdivision is no longer used since all of the previously covered area is now in one or more other subdivisions. For example, all of the area in —68229 is now in —68227. 5) The area now covered is very different with some of the previously covered area now in other subdivisions and with some addition from other subdivisions. For example, part of —68253 is now in —68256, while all of the area in —68251 is now part of —68253. In the rest of the cover letter, "former districts" is used as shorthand for the pre-1996 jurisdictions, and "municipalities" as shorthand for the post-1996 jurisdictions. In addition, "DDC 23" is used as shorthand for the current development in Table 2, in contrast to "proposed development" or "proposed subdivisions." Because there is so much change, the table has been extensively revised. Normally, there would be a comparative table giving both old and new numbers for a substantial list of topics and equivalence tables showing the numbers in the old and new schedules plus topics when the contents of the old number are in more than one new number. In the proposed development, the former districts are not given in the entry (see below for how the development handles the former districts). Because the topics in the tables would be the former districts, we decided not to provided comparative and equivalence tables. Former districts The former districts are not given in the heading or in including or class-here notes. Sometimes the parts of a former district are in more than one municipality. If the majority of the area is in a different subdivision, a 685 history note about what happened to the majority of the area is given. For example, while about one-third of Potgietersrus district remains at —68253, about two-thirds is now at —68256. There are 685 history notes about Potgietersrus district at both —68253 (a relocation note) and —68256 (a formerly note). If the minority of the area is in a different subdivision, a 685 history note about what happened to the minority of the area is not given. For example, about 10% of Vryburg district is

Date: 24 November 2008 Copyright © 2008 Stellenbosch University All rights reserved ii ABSTRACT The south-western Cape is a unique region of southern Africa with regards to generally low soil nutrient status, winter rainfall and unusually species-rich temperate vegetation. This region supported a diverse large herbivore (> 20 kg) assemblage at the time of permanent European settlement (1652). The lowlands to the west and east of the Kogelberg supported populations of African elephant, black rhino, hippopotamus, eland, Cape mountain and plain zebra, ostrich, red hartebeest, and grey rhebuck. The eastern lowlands also supported three additional ruminant grazer species - the African buffalo, bontebok, and blue antelope. The fate of these herbivores changed rapidly after European settlement. Today the few remaining species are restricted to a few reserves scattered across the lowlands. This is, however, changing with a rapid growth in the wildlife industry that is accompanied by the reintroduction of wild animals into endangered and fragmented lowland areas.
