Råstoffer Og Rigsfællesskabets Fremtid - En Analyse Af Debatten I Grønland Og Danmark KØBENHAVNS UNIVERSITET INSTITUT FOR STATSKUNDSKAB Kandidatspeciale Nina Katrine Lave & Anders Busck Holgersen Råstoffer og rigsfællesskabets fremtid - En analyse af debatten i Grønland og Danmark Vejleder: Ulrik Pram Gad Afleveret den: 12/02/14 Antal ord: 41.965 Nina Katrine Lave og Anders Busck Holgersen Institut for Statskundskab, KU Abstract The Danish Realm is the word for the relationship between the Danish state and its two overseas regions, the Faroe Island and Greenland. Greenland gained greater autonomy within the Danish Realm in 2009 through the Greenland Self-Rule Act, which established the Greenlanders as a separate national people under international law. The consequence of the Self-Rule Act was that Greenland became in charge of the policy of raw materials which had previously been under Danish authority. The goal of this thesis is to analyze the following: What are the consequences of the political debate on raw materials in Denmark and Greenland for the future of the Danish Realm? First we analyzed the Danish and Greenlandic debate through the Copenhagen School’s theory of securitization. On the basis of this analysis we made four scenarios for the future of the Danish Realm. Overall, we conclude that the political debate in Denmark and Greenland on raw materials can have the following consequences for the Danish Realm: The first conclusion is that the effect of the political debate is that foreign investors might think that investing in the Greenlandic mining industry is too risky. Without foreign investment, Greenland will not become financially independent from Denmark and will therefore remain a part of the Danish Realm. The second conclusion is that the political results of the debate attract foreign investors, and lead to a growing mining industry in Greenland. The well-working mining might then result in Greenland becoming financially independent from Denmark and leaving the Danish Realm to become a sovereign state. The third conclusion is that the disagreements between Denmark and Greenland on aspects of security regarding the extraction of uranium can lead to a conflict between Denmark and Greenland that cannot be resolved. As an extreme consequence, Greenland leaves the Danish Realm and become a sovereign state even though it does not have the financial fundament to preserve the current living standard. The fourth conclusion is that the Danish government’s support of Greenlandic political decisions in the Danish debate means that Greenlandic policy makers thinks of the Danish Realm as a constellation that can help Greenland to become a sovereign state. Depending on whether Greenland becomes financially independent or not, Greenland will either remain a part of the Danish Realm or become a sovereign state with a close relationship to Denmark. 2 Nina Katrine Lave og Anders Busck Holgersen Institut for Statskundskab, KU Indhold ABSTRACT .................................................................................................................................... 2 1 INDLEDNING .............................................................................................................................. 7 1.1 Problemformulering .................................................................................................................................. 8 1.2 Specialets ambition ................................................................................................................................. 10 1.3 Specialets fremgangsmåde .................................................................................................................... 10 2 TEORI ........................................................................................................................................ 13 2.1 Videnskabsteoretisk udgangspunkt ...................................................................................................... 13 2.1.1 Sikkerhed ud fra en poststrukturalistisk diskursforståelse ........................................................ 13 2.1.2 Identitet som diskursiv struktur ..................................................................................................... 15 2.2 Sikkerhedsliggørelseteori ....................................................................................................................... 17 2.2.1 Den intersubjektive sikkerhedsliggørelse ..................................................................................... 17 2.2.2 De faciliterende omstændigheder .................................................................................................. 18 2.2.3 Sikkerhedsliggørelse: Fra politiseret til sikkerhedsliggjort ........................................................ 20 2.2.4 Afsikkerhedsliggørelse: Fra sikkerhedsliggjort til politiseret ..................................................... 20 2.2.5 Operationalisering af teoriens begreber ........................................................................................ 23 2.3 Scenarieteori ............................................................................................................................................ 30 2.3.1 Sikkerhedsliggørelse og scenarier ................................................................................................. 30 2.3.2 Scenarier ........................................................................................................................................... 30 2.4 Sammenfatning af specialets teoretiske ramme .................................................................................. 31 3. • Greenland's Project Independence
NO. 10 JANUARY 2021 Introduction Greenland’s Project Independence Ambitions and Prospects after 300 Years with the Kingdom of Denmark Michael Paul An important anniversary is coming up in the Kingdom of Denmark: 12 May 2021 marks exactly three hundred years since the Protestant preacher Hans Egede set sail, with the blessing of the Danish monarch, to missionise the island of Greenland. For some Greenlanders that date symbolises the end of their autonomy: not a date to celebrate but an occasion to declare independence from Denmark, after becoming an autonomous territory in 2009. Just as controversial as Egede’s statue in the capital Nuuk was US President Donald Trump’s offer to purchase the island from Denmark. His arrogance angered Greenlanders, but also unsettled them by exposing the shaky foundations of their independence ambitions. In the absence of governmental and economic preconditions, leaving the Realm of the Danish Crown would appear to be a decidedly long-term option. But an ambitious new prime minister in Nuuk could boost the independence process in 2021. Only one political current in Greenland, tice to finances. “In the Law on Self-Govern- the populist Partii Naleraq of former Prime ment the Danes granted us the right to take Minister Hans Enoksen, would like to over thirty-two sovereign responsibilities. declare independence imminently – on And in ten years we have taken on just one National Day (21 June) 2021, the anniver- of them, oversight over resources.” Many sary of the granting of self-government people just like to talk about independence, within Denmark in 2009.

Prime Minister Helle Thorning-Schmidt’s minority government remained in power through 2014 despite the loss of the Socialist People’s Party’s 12 seats. Unprecedented numbers of asylum seekers, mostly from Syria, further strained the resources and capacity of Denmark, which has some of the toughest immigration laws in the European Union (EU). The Euroskeptic and anti-immigration Danish People’s Party made the biggest gains in the European Parliament elections in May, with nearly 27 percent of the Danish vote. Political Rights and Civil Liberties: Political Rights: 40 / 40 [Key] A. Electoral Process: 12 / 12 The current constitution, adopted in 1953, established a single-chamber parliament (the Folketing) and retained a monarch, currently Queen Margrethe II, with mostly ceremonial duties. The parliament’s 179 representatives are elected at least once every four years through a system of modified proportional representation. The monarch chooses the prime minister, usually the leader of the majority party or government coalition. Parliamentary elections in 2011 led to a change of government, with Thorning-Schmidt leading the Social Democratic Party to power after forming a coalition with the Social Liberal Party, the Socialist People’s Party, and the Red-Green Party. Although Thorning-Schmidt’s coalition was able to narrowly defeat Rasmussen’s center-right coalition, the Social Democratic Party itself suffered its worst electoral result since 1903 and won fewer seats in Parliament than Rasmussen’s Liberal Party.

• Medlemmernes Indenlandske Transportudgifter
