Report to the North Central Area Committee 16th March 2015

Re-development of Buttercup, Darndale.

The following is the position in relation to queries raised at the February North Central Area Committee:

The contractor Gowna Construction Ltd is still in the process of developing the work programme. However it is likely that houses 198 – 200 will be demolished first and that construction of eight new houses in that immediate area of the overall site will follow.

No site office has yet been set up. The contractor is considering a number of options.

The contract contains the following clause:

“Persons engaged upon the works should insofar as practicable and without affecting the efficiency of the work be recruited from the local offices of Fas to the extent that the total labour requirements of the contract exceed the contractor’s core workforce. In accordance with this requirement a local labour quota of 10% must be met requiring that unemployed local youth or local long term unemployed be employed subject to availability and competence.”

The contractor has confirmed that it is intended that a number of locals will be employed on the contract works.

No decision has yet been made in relation to provision of security. The contractor is considering a number of options.

The contract is being carried out under the standard contract for Works Designed by the Employer. Under this type of contract the City Council closely inspects and controls the construction.

Report to the North Central Area Committee 16th March 2015

Blackheath Park

Representatives from Drainage Division met with the Residents and Public Representatives on 3rd March at North Side Civic Centre. A full update was given by Drainage Division representatives on the investigations carried out and meetings held with the Hospital authorities, since the previous meeting.

Items discussed included the practicality of laying a pipe along Blackheath Park towards Vernon Avenue, the difficulties with the topography of the area, the possibility of constructing new gullies, and the need for residents to consider installing localised flood defence measures in their own properties.

It was also agreed that the Flood Defence Unit would continue discussions already initiated with the Hospital Authorities to utilise the swale adjacent to the hospital gates, to reduce run off out to Blackheath Park. A follow up meeting in approximately 6 weeks is planned to update the residents further. ‘

However providing further parking restrictions on this section of carriageway could pose difficulties for enforcement and redirect parking further into residential estates such as Beresford etc. Therefore double yellow lines are not recommended.

16 Traffic 7135 MILLBROOK D13 Traffic Lights at junction of Millbrook cllr Not Recommended The provision of traffic lights at the junction of Millbrook Road/Millbrook 0 13/05/2013 Signals ROAD (NC-EA) Avenue. McDowell Avenue was examined, however signals at this location would likely increase the volume of traffic using Millbrook Avenue due to rat-running coming from Ardara Avenue and Kilfinora Drive directions, in order to avoid the busy junction of Tonlegee Road/Grange Road. A review of this junction was previouslycarried out on June 14, 2011, it concluded that traffic volume particularly in the AM peak was due to vehicles trying to avoid main regional routes in the area. As it is not the policy to facilitate traffic travelling through residential areas trying to avoid main roads and junctions, the request for traffic signals at the junction of Millbrook Avenue and Millbrook Road is not recommended.

Under The Road Traffic (Traffic & Parking ) Regulations, Section 36 paragraph(2) g; “A vehicle shall not be parked in any place, position or manner that will result in the vehicle obstructing an entrance or an exit for vehicles to or from a premises, save with the consent of the occupier of such premises;”. Regardless of these restrictions, the public carriageway is free to all & residents have no rights over others regarding parking outside their homes. Parking arrangements are usually based on common courtesy between neighbours, however disputes can arise when there is a deficit of on street parking due to multi vehicle households or intrusion from outside. It is not our policy to introduce parking restrictions where restrictions are already covered under the law or to rescind measures provided such as double yellow lines where persistent infractions occur. Therefore the removal of the double yellow lines is not recommended.

(3) DCC employ 3 School Wardens serving this School with a fourth being employed by the School. (4) Safe routes to School and parking places for parents have been identified.

The pedestrian volumes indicate that pedestrian signals are not warranted at this location. The Traffic Advisory Group , therefore, did not recommend a pedestrian crossing on Clontarf Road. Following further inspection no extenuating circumstances were found to overturn the previous recommendation.

A brief survey of Northern Cross, Malahide Road, Belmayne Avenue, Clare Hall and Ayrfield showed a number of advertising signs. These signs include some advertising structures, some casual fly-posting type advertising and some signs placed on road medians and grass verges.

The roadside signs constitute a breach of section 71 of the Roads Act 1993 and have been referred to the Council’s Roads & Streets Department for attention. Fly-posting signs and signs attached to railings and fencing are a breach of the Litter Acts and have been referred to the Council’s Waste Management Section for their attention.

Most of the lands concerned are vacant. Ownership of these lands has been sought with a view to initiating enforcement procedures.

Under The Road Traffic (Traffic & Parking ) Regulations, Section 36 paragraph(2) i, it is illegal to park”on a footway,a grass margin or a median strip”; It is not the policy of Dublin City Council.to concrete over grass verges to accommodate parking. Such undertaking would in many cases require the pathway to be converted to carriageway standard in order to accommodate vehicle weights, involving the relocation of services such as public lighting, drainage and landscaping etc. this would be cost prohibitive.

It is not recommended to introduce parking restrictions where restrictions are already covered under the law, such as providing bollards, as this would lead to a proliferation of same and additional expense due to maintenance etc. Infringements of the Act is being referred to the Gardai and Dublin Street Parking Services Ph.6022500 for enforcement under the law.

Dublin City Council erected a timber knee rail along a length of the roadside margin on the south side of this avenue where illegal parking has led to damage of the grassed margin. This has led to a reduction in parking with one wheel on the grassed margin, however parking on the footpath side of the margin has persisted. It is considered that there is reasonable, legal parking facilities available in the locality. The Gardaí carry out occasional parking control at this roadway. While such parking abuse persists the establishment and growth of grassed margins at the location remains a challenge.

The City Council acknowledges that there are estranged parents who have children and where there are access arrangements, the children are included on an individual’s application. The applicant is required to submit the birth certificates and legal documentation to have the children included. Due to the high demand for housing, it is not possible to consider applicants with access children for two bed accommodation.

Similarly, where there is joint custody in place, the documentation regarding the arrangements and any other relevant information must be submitted for assessment. Joint custody may not automatically confer eligibility for two bed accommodation as a number of factors must be taken into account such as the custody arrangements in place, the number of children involved and the demand and availability of housing in the applicant’s area of preference. In addition to joint custody, some applicants may be very involved with their children’s upbringing and education and there may be other medical or welfare issues to be taken into account. Each case is considered on its merits as to whether two bed accommodation can be allocated.

As applicants are considered for housing based on the length of time on the waiting list, the age of the children at the time of offer must also be taken into consideration. The arrangements may no longer be in place when the applicant is within the offer range. Due to the high number of applicants on the waiting list, the City Council must make the best utilisation of the housing stock available to provide accommodation for as many people as possible.

The current insulation project being carried out by the City Council is Phase 1 of the retro-fitting programme which includes:  Cavity Wall Insulation  Attic Insulation  Draught Proofing  Cylinder lagging Jacket

The major component of this upgrade work is pump filling cavity walls. Under Phase 1 for 2013/2014 - 1,212 dwellings have been insulated in the North Central Area. The insulation of a further 315 dwellings has been issued for completion to date in 2015 in this area.

Phase 2 of the Retrofitting Project/Programme which will focus on insulation of solid concrete wall houses will commence following the substantial completion of Phase 1, currently estimated at the end of Q3, 2015. The City Council will make an application for Phase 2 when the funding programme is announced by the Department of the Environment. The scope and extent of this funding will be decided by The Department of Environment. Mapping and identifying suitable dwellings under Phase 2 will commence in the coming weeks.

It is currently the case that maintenance requests for windows, window frames, front doors, panels and doorframes are investigated by the local depot. If the repair can be carried out by the local depot, i.e. minor repairs, repairs to handles/hinges, seal repairs etc it will be carried out locally and within a short timeframe (weeks). In the past, if the repair was deemed to be more substantial, and new windows and/or doors were required the works were placed on a waiting list irrespective of condition or priority by our Joinery Workshop.

A more targeted approach is now being adopted which includes an inspection and a categorisation, as follows:

Category Description Estimated Timeframe A Windows are extensively rotten. Urgent 0 to 3 months replacement required. (approximately, depending on demand) B Partial rot. Senior Citizens. This system will ensure that those windows in greatest need of replacement will be dealt with first and in the shortest timeframe.

The windows in this dwelling have been assessed and categorised as 'Category A'. It should be noted that there is a high demand in the 'Category A' list as a result of a backlog due to the change over in categorisation which will require the '0-3 months approximately depending on demand' to be extended for a period until the backlog is cleared.

The responsibility for clearing blocked drains in houses rests with the tenant (as per tenants handbook). This position has not changed. Housing Maintenance will oblige tenants in houses with blocked drains only where our resources allow and where demand from priority calls has been dealt with. Priority for our Choke Car Service is clearing blockages in flat complexes and in Older Persons units.

The Maintenance Section receives over 5000 calls per annum in relation to blocked drains and Choke car related issues. There are currently 3 Cars operating citywide. Plans will be progressed this year in conjunction with staff to review the service for greater efficiency. The blockage at this address (details supplied) was cleared on 5th March 2015.

Dublin City Council, together with the three other Dublin Local Authorities launched an anti-dog fouling campaign in 2013 with the introduction of the Litter Hotline 1800 251 500. This was followed up in 2014 with the introduction of a suite of signs which have been put in place throughout the city.

This office is aware that dog fouling is still a major problem in the city. To this end, Waste Management Services and Parks & Landscapes Services have joined forces to try to eliminate dog fouling in parks and open green spaces and indeed throughout the city.

Meeting have taken place between representatives of both Departments who have agreed there is a need to: o to develop a strategy. o set a broad policy. o put a model in place. o ensure the Area Offices are involved. o then roll out policy.

While the City Council at its meeting on 1st Sept 2014 officially closed the public right of way at this location, the applicants would have to undertake works in relation pedestrian treatments and effect closure by means of steel door and provision of a reinforced concrete at the point of closure and this would be expected to take some time and liaison with Dublin City Council Departments etc. There are also requirements which involve some quite precise engagement with UPC in relation to the pavement above the underpass.

Separately Dublin City Council has no specific plans in relation to the area other than a requirement of the provision of appropriate landscaping as stipulated by Dublin City Council Parks Department once closure has taken place.

Reply:

This application has recently been awarded a high medical priority for the provision of an extension. However given the understandable wish by both the tenant and the hospital staff that he be facilitated in returning home as soon as practicable, the Occupational therapist agreed to reassess the tenant's situation to see if the installation of a stair lift into the property would be suitable and allow for a expedited discharge from hospital. Other alternatives were discussed and it was agreed that ramped access and a stairlift would be provided at this tenant's home in the interim while waiting for the extension. The Occupational Therapist for (details supplied) submitted a report stating that her recommendation was "to temporarily install a stairlift to facilitate upstairs living whilst waiting for the downstairs work to be completed". She went on to say that in relation to this applicant that he "has a good comprehension of risks and safety hazards" and that she had "no hesitation in recommending the installation of a stairlift for him".

A report was forwarded to the Maintenance Officer from the OT on the 6th January 2015 to say that yes, the installation of a stairlift would be an interim measure to allow this applicant to return home. Letters were sent to several Starilift companies on the 9th January 2015 to submit quotes. Several lift companies were asked to assess what model of lift would meet this applicant's needs whilst suiting the layout of the stairs. Several quotes were received and one company were chosen to install the lift.

The City Council understand from other communications that this applicant's wife does not think that the recommendation of the OT is a feasible solution. If this is the position I suggest that she contact the Occupational Therapist who can, if necessary, meet with the lift engineers and discuss the specifications and make and model that will be more suited to her husband. There are many models and brands of stairlift that can be installed to suit the layout of a stairs, hall and landing area. As soon as we receive the amended recommendations, we can instruct the company to install an alternative stairlift.

The issues regarding the provision of an extension is that that due to the volume of extensions, both in hand and also on the waiting list to commence, there is currently approximately a two year waiting time for such works. However despite the waiting time for the extension, the interim measures recommended by the OT will allow this applicant return home. Therefore given the recommendations that can be put in place for these alterative works, it is strongly advised that the applicant and his wife proceed with the stairlift installation and the ramp in order to facilitate the applicant leaving hospital and remaining at home. The City Council expect the OT will, in the near future, look at ways to adapt the existing bathroom that will meet the needs of this applicant until we are in a position to provide ground floor accommodation. These bathroom adaptations will be looked at when we are advised of the specifications by the OT.

The premises that is currently known as (details supplied) is held by way of two leases from Dublin City Council. The premises Nos. 70 to 110 (details supplied) Road including the house formerly known as “Annsbrook” was demised by Dublin City Council by way of Indenture of Lease dated 28th July 1967 to Drumcondra Football Club (1963) Limited for a period of 99 years from 25th March 1963 and subject to a rent of £1,100 sterling (€1,396.71). The lands may only be used as a football stadium and there are no restrictions on assignments or subleases. The current lessees are Lyttleton Enterprises Limited.

A further lease concerning this property (described as a plot of land to the rear of 64 (details supplied) which is an Indenture of Lease dated 1st June 1995 was demised by Dublin City Council to Donnelly Fruit & Veg Limited for a term of 77.5 years from 25th September 1991 in consideration of the payment of IR£15,000 (€19,046.07) and subject to an annual rent of IR£1.00 if demanded. The current lessees are also Lyttleton Enterprises Limited.

As part of discussions in recent months with both Shelbourne and Bohemians Football Clubs there is a tentative proposal that both would use Dalymount Park with the possibility of the City Council purchasing the property at Phibsboro.

If the City Council could purchase Dalymount Park then we would be seeking the surrender of the lease at (details supplied) which would allow that site to be redeveloped in the future and for the purchase cost of Dalymount to be recouped.

Such a proposal would provide a long term survival solution for both clubs and they would be based at Dalymount under the ownership of Dublin City Council.

To achieve all this there are several obstacles yet to be overcome.

Residential areas like (details supplied) are cleaned on a twelve week cycle. Dog dirt is removed during the course of this cleaning schedule. There are no plans to install litter bins in this residential area.

(Details supplied) Residents Group are in contact with the Public Domain Officer with regard to regular area clean ups. Any report of graffiti on public property is removed from this estate when it occurs.

Road Maintenance Services has no works scheduled for (details supplied) on our major works programme 2015.

A request for traffic calming measures in (details supplied) was examined by the Traffic Advisory Group in 2012. Traffic calming measures were not recommended at the time as the results of a speed survey did not meet the warrant i.e. the 85th percentile speed was determined as 38km/h.

The further request for traffic calming measures has been referred to the Traffic Advisory Group for re-examination and report. The Councillor will be informed of the recommendation in due course.

New buildings and material alterations to existing buildings are required to comply with the requirements of the building regulations including Part M ‘Access and Use’. In many instances relating to alterations or works to restaurants, it is a statutory requirement to apply for and be granted a Disability Access Certificate before the building is opened, occupied or used. The Building Control Authority carefully considers these applications and may grant, refuse to grant, or grant with conditions, the required certificate.

Additionally since March 1st, 2014 the design of such works must be undertaken by a Registered Architect, Registered Building Surveyor or Chartered Engineer. The works must be inspected during construction and, on completion, a Certificate of Compliance (with the Building Regulations) must be lodged with the Building Control Authority. This certificate must be signed by both the builder and the Registered Architect, Registered Building Surveyor or Chartered Engineer who inspected the works during construction. This includes certifying compliance with Part M requirements relating to accessibility.

Reply:

The City Council operates a programme of adaptations for tenants with reduced mobility. Depending on the level of need the adaptations can take the form of:  Simple hand rails and hand grips to assist the tenant to move around their home  Installation of ramps and other wheelchair accessibility adaptations (door widening, provision of turning circles, etc)  Installation of stair lifts  Bathroom adaptations (replace bath with walk-in shower, replace bathroom suite, etc)  In extreme cases DCC will provide an extension to the home (to allow living quarters for those tenants who can no longer access the bedrooms or toilet facilities upstairs).

Tenants apply for inclusion on a waiting list for any of the above through an application process which includes submission of medical reports outlining their condition and detailed Operational Therapist reports describing the exact adaptations required. If the application is assessed as Medical Priority One then they are placed on a list which operates on the basis that all Medical Priority One cases are given the same priority and are dealt with as per the finances available and the length of time they are on the list. It would be patently unfair if a priority case already on the list was superseded by a late comer to the list.

The time on the waiting list to have the works carried out when a case has been approved on medical grounds varies. Firstly, the level and availability of funding for the scheme will decide how long an approved case may be on the waiting list. Secondly, the scale of the works required i.e. if it is an extension and requires major building work at the property or if it is the installation of a stairlift. This application (details supplied) has recently been awarded a high medical priority for the provision of an extension. However given the understandable wish by both the tenant and the hospital staff that he be facilitated in returning home as soon as practicable, the Occupational therapist agreed to reassess the tenant's situation to see if the installation of a stair lift into the property would be suitable and allow for a expedited discharge from hospital. Other alternatives were discussed and it was agreed that ramped access and a stairlift would be provided at this tenant's home in the interim while waiting for the extension. The Occupational Therapist for (details supplied) submitted a report stating that her recommendation was "to temporarily install a stairlift to facilitate upstairs living whilst waiting for the downstairs work to be completed". She went on to say that in relation to this applicant that he "has a good comprehension of risks and safety hazards" and that she had "no hesitation in recommending the installation of a stairlift for him".

A report was forwarded to the Maintenance Officer from the OT on the 6th January 2015 to say that yes, the installation of a stairlift would be an interim measure to allow this applicant to return home. Letters were sent to several Stairlift companies on the 9th January 2015 to submit quotes. Several lift companies were asked to assess what model of lift would meet this applicant's needs whilst suiting the layout of the stairs. Several quotes were received and one company were chosen to install the lift.

The City Council understand from other communications that this applicant's wife does not think that the recommendation of the OT is a feasible solution. If this is the position I suggest that she contact the Occupational Therapist who can, if necessary, meet with the lift engineers and discuss the specifications and make and model that will be more suited to her husband. There are many models and brands of stairlift that can be installed to suit the layout of a stairs, hall and landing area. As soon as we receive the amended recommendations, we can instruct the company to install an alternative stairlift.

The issues regarding the provision of an extension is that that due to the volume of extensions, both in hand and also on the waiting list to commence, there is currently approximately a two year waiting time for such works. However despite the waiting time for the extension, the interim measures recommended by the OT will allow this applicant return home. Therefore given the recommendations that can be put in place for these alterative works, it is strongly advised that the applicant and his wife proceed with the stairlift installation and the ramp in order to facilitate the applicant leaving hospital and remaining at home. The City Council expect the OT will, in the near future, look at ways to adapt the existing bathroom that will meet the needs of this applicant until we are in a position to provide ground floor accommodation. These bathroom adaptations will be looked at when we are advised of the specifications by the OT.

The City Council operates a programme of adaptations for tenants with reduced mobility. Depending on the level of need the adaptations can take the form of:  Simple hand rails and hand grips to assist the tenant to move around their home  Installation of ramps and other wheelchair accessibility adaptations (door widening, provision of turning circles, etc)  Installation of stair lifts  Bathroom adaptations (replace bath with walk-in shower, replace bathroom suite, etc)  In extreme cases DCC will provide an extension to the home (to allow living quarters for those tenants who can no longer access the bedrooms or toilet facilities upstairs). Tenants apply for inclusion on a waiting list for any of the above through an application process which includes submission of medical reports outlining their condition and detailed Operational Therapist reports describing the exact adaptations required. If the application is assessed as Medical Priority One then they are placed on a list which operates on the basis that all Medical Priority One cases are given the same priority and are dealt with as per the finances available and the length of time they are on the list. It would be patently unfair if a priority case already on the list was superseded by a late comer to the list.

The time on the waiting list to have the works carried out when a case has been approved on medical grounds varies. Firstly, the level and availability of funding for the scheme will decide how long an approved case may be on the waiting list. Secondly, the scale of the works required i.e. if it is an extension and requires major building work at the property or if it is the installation of a stairlift. The estimated waiting time for works to commence for cases approved and identified as being a high medical priority case for an extension is approximately two years, when funding has been established.

Reply:

As traffic levels into the city during the peak periods increase, the reliability of the public transport network becomes ever more important. Dublin City Council in collaboration with Dublin Bus is now monitoring bus movements throughout the city using a computer system called DPTIM. Areas of significant bus delay are being targeted for remedial works.

Whilst new road marking were implemented to aid the bus capacity through the junction at (details supplied) Junction using the DPTIM scheme, alterations to the other road markings were necessary to facilitate these changes and to ensure the safety of all road users. Furthermore during initial monitoring of these new changes to the layout, additional bollards and road markings were installed to correct errant driver behaviour.

Information signage was erected on the approach to the junction to inform drivers of the new layout, however due to a scheduling issue the signage went up after the line marking was put in place.

Initial feedback from Dublin Bus in relation to the improvements is very positive with a big improvement in bus journey times through the junction. Dublin City Council will continue to monitor and assess any traffic delays at this junction.

Staff from the Traveller Accommodation Unit delivered an initial letter requesting the family to vacate the site. The TAU, having spoken to a representative of the family, agreed to a temporary hold on a Notice pursuant to Section 10 the Housing (Miscellaneous Provisions) Act 1992 as amended by Housing (Traveller Accommodation) Act 1998 to allow the families make applications for housing and/or resolve the issues that caused them to leave their housing in Fingal County Council.

The St. Dominic’s site has been the subject of extensive negotiation with the original tenants and tenants of the neighbouring site. In the past 6 months, there has been focused engagement by Travact, local councillors and DCC North Central Area and Traveller Accommodation Unit staff to resolve the longstanding issues. On the week before the (details supplied) moved on to the site, DCC’s Senior Structural Engineer had contracted works to begin clearing the site and removing potential asbestos contaminated materials that are a result of large-scale illegal dumping. There are no services provided to the site and an illegal supply of electricity was cut off this morning as it was deemed unsafe. It is in no way suitable for habitation at this time. The illegal occupation is in fact obstructing works to make the site ready for allocation.

The site is under offer to other families and we have families waiting years on the DCC list for Traveller-specific housing for this area. The (details supplied) have moved from Fingal Co. Council and cannot reasonably expect to jump over DCC applicants in terms of having their accommodation needs met in particular through illegal occupation of land. The Traveller Accommodation unit has met with Paddy (details supplied) who represented himself as a spokesman for the families. The TAU will liaise with the family and FCC to support a resolution of the families’ immediate and long-term accommodation needs but does not accept the illegal occupation of St. Dominic’s and will pursue legal avenues if the families do not leave voluntarily.

Reply:

(Details supplied) submitted an application on the 6th February 2015. However, his application was returned to him on the 7th February as he did not have a report from a Contractor stating that the “boiler was broken beyond repair”. This application was submitted to Dublin City Council on the 17th February and the relevant report was again not included. Contact was made with the applicant and Contractor on numerous occasions. This application will be processed when we receive this written report from the Contractor.

Reply:

Parks and Landscape Services has inspected the trees in question, all are large specimens mature Evergreen Oak, (Quercus ilex), originally part of the Guinness Estate and were growing before the houses were built in their locality. Due to the nature and size of these trees they will be included in the annual assessment for priority works which is carried out in the North Central East District. It is anticipated, based on their current condition that these trees will be included in the pruning programme over the next number of dormant seasons.

The only recourse in relation to anti social behaviour caused by owner occupiers in apartment schemes is through house rules and lease terms which need to go through the apartment owner’s management company. There is a National Property Regulatory Authority that might be able to advise. In addition anti social behaviour which is criminal would be a matter for An Garda Siochana.

Parks and Landscape Services maintain all existing roadside grass margins and verges within Dublin City Council.

Under The Road Traffic (Traffic & Parking ) Regulations, Section 36 paragraph(2) i, it is illegal to park”on a footway,a grass margin or a median strip”;

It is not the policy of D.C.C.to concrete over grass verges to accommodate parking. Such undertaking would in many cases require the pathway to be converted to carriageway standard in order to accommodate vehicle weights, involving the relocation of services such as public lighting, drainage and landscaping etc. this would be cost prohibitive. It is not recommended to introduce parking restrictions where restrictions are already covered under the law, such as providing bollards, as this would lead to a proliferation of same and additional expense due to maintenance etc.Infringements of the Act is being referred to the Gardai and Dublin Street Parking Services Ph.6022500 for enforcement under the law.

Reply:

A request was received by the City Council in May 2014 for speed ramps on (details supplied). The Traffic Advisory Group at is meeting of 16th December, 2014, did not recommend speed ramps on (details supplied) as the speed and traffic warrant were not met. A speed check had been carried out on 5th December, 2014. The 85th percentile speed was 36 km/h and the traffic volume was less than 60 vehicles per hour.

Reply:

The public open space on described in the above question is not an approved venue for the motorcycling activity. This Service contacts the Gardaí when the activity and damage takes place. There is an area on a nearby open space that is dedicated for such motorbike activity which is organised in a controlled manner with a formal club. When such abuse on general open space takes place, the club is also contacted to try and encourage those involved to participate in the clubs events at the approved location.

There are no specific resources in the current year’s estimates of Parks and Landscape Services for the placement of the requested feature.

It is not possible at the present time to carry out the requested daily watering of seasonal bedding schemes at residential open spaces including that at St Joseph’s Square.

That this area council notes the protest picket organised by the ICTU group of construction unions on Friday 6th March outside the Priory Hall site demanding that local direct labour be engaged on the project and calls on the main sub contractor to meet the unions on the matter so that an agreement on local recruitment can be reached

Report:

There are currently three separate contractors engaged on works at Priory Hall. Two of these contractors are based in the Dublin Area, the third contractor is based in Co Tipperary. Under national and E.U. law, contractors are enlisted to employ workers from any E.U. country.

However mindful of our responsibilities, a group from Dublin City Council is working on a draft Social Community Benefit clause in construction works which will seek to optimise employment and training opportunities for persons registered with the local Intreo.

It is expected that work on this initiative will be complete within the next two months.
