4945. Motion in the name of Councillor Seán Haughey

That a full report be given to the North Central Area Committee regarding the recent removal of the wall around the green in Thorndale Estate, Artane by the Parks and Landscape Services Division. Who sought the removal of this wall? What incidences of anti-social behaviour at this location have been reported? What consultation took place with the local residents regarding this action? Did have a legal right to do this? How much would it cost to rebuild the wall? That meaningful discussion now take place with the residents on this issue.

4946. Motion in the name of Councillor Micheál MacDonncha

This Area Committee urges that, following the refurbishment works at Greendale Court,priority in letting the new one-bedroom apartments be given to current tenants, especially given that the 'two-into-one' scheme is designed primarily to improve the living conditions of tenants in bedsits and also that this is a small, cohesive community that wishes to remain together.

4947. Motion in the name of Councillor Damian O’Farrell

That this local area committee agrees that the safety wall surrounding the green at the entrance to Thorndale which was recently removed without resident consultation be reinstated as a matter of urgency.

4948. Motion in the name of Councillor Ciarán O’Moore

That this Area Council agree that a homeless family staying in a hotel be allowed to take a short respite break/holiday offer by the St Vincent De Paul or any other charity without been penalised.

4949. Motion in the name of Councillor Deirdre Heney

That Dublin City Council and the Chief Executive ensure, in relation to the Part V111 redevelopment of Greendale Court Senior Citizen Complex, Raheny, that the current residents of Greendale Court complex be transferred to the refurbished units when these units become available.

4950. Motion in the name of Councillor Damian O’Farrell

The members of this local area committee appreciate all the hard work and commitment demonstrated by DCC staff. Councillors are aware of and want to acknowledge the enormous effort staff put into their work which may seem to go unnoticed at times. Thank you.

4951. Motion in the name of Councillor Naoise O’Muirí

That this Committee discusses ongoing issues with littering & anti-social behaviour in Fairview Park and seeks an Action Plan to deal with same.

4952. Motion in the name of Councillor Alison Gilliland

That the current residents of Greendale Court Senior Citizens’ Complex be treated as a discrete group of residents with regard to the upgrading/conversion of the complex: that those residents who moved from the current vacant block into the block currently in use be given preference to move back once its conversion is completed; that no-one from the housing transfer list or the social housing waiting list be offered a unit in the upgraded complex until current residents who wish to remain living in the complex are accommodated.

4953. Motion in the name of Councillor John Lyons

Noting the work carried out over the past year by our local area staff, a number of elected representatives in conjunction with the local residents and several local agencies and the Gardai in improving the park in Darndale which has led to many positive developments including increased public usage, less dumping and fewer horses, almost daily fishing at the pond, and a major fun day, not forgetting to mention the significant sporting success of the local football club, Darndale FC, it is most disappointing to hear from residents of recent problems in the park.

Page 4 of 183 There has been a recurrence of some of the problems that were a consistent feature of the past year, namely the presence in the park of both horses and quad bikes, as well as the issue emerging with the dumping of needles and condoms in the children’s’ playground.

A key factor in the recurrence of some of the park’s problems is the lack of a physical presence of workers in the park, who could provide a sense of safety and security whilst assisting with local events and clubs, carrying out some basic work, all the while enhancing community life by assisting in the creation of a vibrant park life. Tremendous efforts by DCC local area staff to bring this situation about were destroyed by the intransigence of the Department of Social Protection some months ago.

Further noting the plans for the park in the months ahead, including further boundary and football pitch improvements, the renewal of the all-weather pitch, as well as grant applications for the second pitch and some outdoor gym equipment and the installation of two seats on a trial basis, it is imperative that this area committee demand the following:

The immediate deployment of Dublin City Council staff to Darndale Park to work as Park Rangers, similar to the situation one finds in our neighbouring local authority, . The presence of Park Rangers would transform the park’s fortunes, protecting the improvements already secured and ensuring that the proposed plans for the park in the months ahead can proceed with the certainty that the time and resources, both financial and physical, will not be wasted. Most importantly, a message would be sent to the local community that Dublin City Council is most serious about ensuring the future viability of the Darndale Park.

Given the cancellation of the summer festival in Fr Collins Park that the budget allocated to this festival be retained for other recreational/festival support initiatives use within the Belmayne/Clongriffin community. Order: Report to Councillor

That, for the purpose of renovation/works traffic, access into Priory Hall from Belmayne Avenue be granted only in the case whereby Belmayne Avenue be fully taken in charge by DCC or whereby Belmayne Avenue be furnished with DCC appropriate and enforceable road markings, speed signs and traffic signalisation so as toe ensure the safety of residents and local road users. That this area committee note the concerns of residents of Whitethorn Estate about the proposed location of a new pavilion in Rockfield Park and that same be discussed as many are fearful that the proposal will lead to an exacerbation of anti-social behaviour in the area. Order: Report to Councillor. Committee raised the following queries Can a Part V111 Planning Application be amended before it is presented to City Council for agreement ? Can a Part V111 Planning Application be withdrawn ?

4934. Motion in the name of Councillor John Lyons

Despite the international outcry following last summer's slaughter in Gaza, Israeli policies and practices of annexation, occupation and brutal military control continue. Recent election results in Israel suggest that these practices will only intensify, creating ever deepening violations of social, economic, political and human rights for the Palestinian people.

On foot of motions passed by Dublin City Council last year condemning the attacks on Gaza and calling for arms and trade embargos and sanctions to be imposed on Israel, this Area Committee:

 supports the Palestinian-led international civil society initiative calling for the end of the arms trade with Israel  endorses the 'End The Irish Arms Trade With Israel' Campaign of the Ireland-Palestine Solidarity Campaign  calls on the government of Ireland to end the Irish arms trade with Israel, to advocate for an international arms embargo at EU and UN levels and to take the brave step to become the first EU member state to openly call for the suspension of the EU-Israel Association Agreement

Furthermore, this Area Committee will ask other town and city area committees to also adopt this motion, calling on Councillors across the country to formally endorse the IPSC Campaign. Order: Report to Councillor

4935. Motion in the name of Councillor John Lyons

This area committee acknowledges the tremendous work carried out by the SPARK campaign organising lone parents. On 2nd July thousands of lone parents and their children will be pushed further into poverty as the One Parent Family Payment will cease when a child turns seven. These measures are being implemented without the promised childcare and will have devastating effects on parents in part-time or low-paid work who will ultimately be forced out of their jobs. This Area Committee wishes to express and document our concern directly to the Minister for Social Protection and Tanaiste Joan Burton that the imminent cuts are going to

Page 7 of 183 have a devastating effect on lone parents in this area, one which already bears more than its fair share of poverty for all, and in particular for one parent families. Order: Report to Councillor

Emergency Motion Councillor Michael O'Brien,

That this Area Committee - Notes the outline of a means tested grant assistance scheme announced by the Minister for the Environment, Community and Local Government for householders to replace lead water pipes on their property - Further notes that such a scheme fails to treat lead in householders drinking water as a public health issue and in practice will leave lead pipes undetected in many cases and even where detected make their replacement unaffordable even with grant assistance - Calls for the Department of the Environment and Local Government to: - organise a state wide lead detection scheme focussing on communities, schools, hospitals and businesses built in the decades it is known lead piping was routinely used -( immediately cease the water meter installation programme and divert the necessary resources and staffing to lead pipe replacement ) - make available emergency alternative supplies of drinking water to the communities affected pending lead pipe replacement - oppose any state assistance to householders having lead pipes on their property replaced being made contingent on them complying with the water charges - fund these measures through progressive taxation

Councillor Naoise O’Muiri proposed amending the Emergency Motion --deletion of the above paragraph ( Red). Amended Motion was passed. Councillor Deirdre Heney did not support this motion.

Re: Housing Allocations Report.

In the context of the housing waiting list and the growing requirement by Councillors to have information and statistics on the makeup of the list, waiting times, stock and housing options it is proposed that the Housing Allocations Section will present a comprehensive report to each area committee on a quarterly basis, commencing in July this year to ensure that Councillors are kept informed.

It is proposed that this Report will include the following information:

 The number of applicants on the housing and transfer list broken down by housing area, band, category, waiting time, family size etc.  The number of applicants housed by housing area, category, waiting time,  the dwelling type into which applicants were housed and  Any other relevant statistical information.

The Report will also include an update on housing schemes nearing completion (both City Council and Approved Housing Bodies) and any other allocations matters that might be of relevance to City Councillors.

There have been several similar type enquiries received regarding various housing options that the City Council operate such as older applicants downsizing to older persons accommodation, the financial contribution scheme and the Tenancy Protection Service to assist applicants in retaining their rented accommodation. It would be hoped that the reports would be a useful reference guide for all such schemes and be a useful means of communication for all allocations related topics and changes or improvements in the delivery of housing services to housing applicants.

It would be hoped that such reports would remove the need for the increasing volume of requests for statistics on a weekly if not daily basis. The replies to these requests, which can sometimes be very detailed, are very demanding to collate given limited staff resources.

Therefore, following the first report, any other suggestions or information required by any of the Councillors can be incorporated into these reports into the future and contact from any of the City Councillors regarding information they would like included or any other suggestions they may have in this regard would be welcomed.

Pre-Part 8 Notification for information purposes only – Construction of Changing Rooms in Springdale Park, Raheny, Dublin 5 Parks and Landscape Services propose to construct changing rooms in Springdale Park on Springdale Road between the junctions with Edenmore Park and Edenmore Avenue.

The accommodation will consist of the following:-

Weed Spraying

The weed spraying will begin in early June and will continue throughout the summer months. There will be three sprays in total for the whole of the North Central Area. The Public Domain Team have met with the contractor and highlighted areas where there is a need for extra attention during the process.

Plant Sale

Public Domain and Community Development held a Plant Sale on Thursday 4th June at the front Car Park of Parnell’s GAA Club from 11am. The plants were sold at cost price to Community Groups etc. who are involved in planting within their own areas. A gardener from Parks was also present on the day to give advice on planting to the groups.

Community Planters 25

Public Domain team has locally sourced large wooden planters and have linked with groups/businesses who are willing to plant up and maintain. The planters were made by the participants of training courses in Darndale and PACE in Priorswood. Planters have been allocated to the following areas/groups: Artane/Harmonstown Group Ashcroft Estate Raheny Clontarf Business Group Grange Woodbine Estate Marino/Philipsburgh Avenue

Area Clean Ups

A large amount of time has been dedicated by the residents of the North Central Area to their local area through area clean ups. Public Domain support and advise the groups and supply with any material necessary ie. Bags, gloves, pickers etc. We also coordinate collections with the waste management supervisors and public domain crew.

Area Clean Ups are held regularly by at least 50-60 groups in the North Central Area, these are generally kick started each year by the National Spring Clean which we heavily promote in the area. The larger clean ups come to an end each year with the large Leaf Collection programme that we undertake each year. In 2013 approximately 5000 blue bags were issued under the blue bag scheme. In 2014 over 610 residents groups & individuals, who have great pride in their area have availed of the scheme. From September 2014 to December a staggering 20,000 blue bags were issued and collected. Significant resources have been invested in the collection & correct disposal of these leaf filled blue bags. The initiative is an excellent example of partnership between local residents & Dublin City Council.

Village Improvement/Cleaning

Public Domain has been working alongside the local Forum with regard to Suburban Villages. We are linked in with Forum in Raheny, Edenmore, Fairview, Drumcondra, Killester, Clontarf and Darndale. We meet with these groups on a monthly/bimonthly basis and endeavour to tackle any issues that may arise, we are in regular contact and consultation with these groups relating to any proposals we or they may have around enhancement/cleaning of the areas.

Fairview/Marino has recently had an upgrade with much input from Public Domain. We arranged for intensive cleaning of all footpaths, including gum removal, power washing of all bins and lampstandards. We linked in with local businesses with regard to supply of wooden planters of which the businesses are responsible for filling and maintaining. Black traffic bollards were all repainted and graffiti removed from all public property. A large amount of graffiti was also removed from the local park benches and bandstand.

We regularly facilitate Fairview with assistance and logistics around their annual festival in the park and their tree lighting ceremony each Christmas.

We meet monthly with Killester Village through the business forum and have recently arranged for a programme of small works with them. These works are ongoing and include: power washing of traffic triangle, supply of planters, graffiti removal, re-location of village name signs. Regular clean ups take place also at this location and we facilitate the group with this. A Christmas tree are also supplied at this location annually and we have responsibility for the logistics around this and the tree lighting ceremony and festivities.

Public Domain Crew. The Public Domain Crew and Local Grab Lorry continue to operate in the area to remove bulky material from open spaces and green areas.The Public domain crew work on a 5 over 7 roster which enables us to plan for work to be carried out over weekends and to remove bags and debris that is collected from Community clean ups. I can also say that the crew empty litter bins from the promenade and other large footfall locations that are busy over the summer months.

That a full report be given to the North Central Area Committee regarding the recent removal of the wall around the green in Thorndale Estate, Artane by the Parks and Landscape Services Division. Who sought the removal of this wall? What incidences of anti-social behaviour at this location have been reported? What consultation took place with the local residents regarding this action? Did Dublin City Council have a legal right to do this? How much would it cost to rebuild the wall? That meaningful discussion now take place with the residents on this issue.

Reply: The removal of the low wall at the boundary of the open space at Thorndale Park was included in the 2015 estimates, following a number of representations from the public and some public representatives in 2014, with concerns regarding anti social activity and intimidation from people gathering at the low wall. We have removed similar walls at other open spaces throughout the North Central Area in the last number of years that have enhanced the appearance of the open spaces concerned and reduced the occurrence of littering and anti social gathering. The location will be monitored by this Service to assess any unforeseen impact of these works. Parks and Landscape Services have this open space in charge and therefore can arrange improvements/modifications as are considered to be required by the service.

This Area Committee urges that, following the refurbishment works at Greendale Court, priority in letting the new one-bedroom apartments be given to current tenants, especially given that the 'two-into-one' scheme is designed primarily to improve the living conditions of tenants in bedsits and also that this is a small, cohesive community that wishes to remain together.

Dublin City Council is committed to the principle of building strong communities and recognises the fact that housing people in the most appropriate accommodation for their housing need is important in achieving this objective. All City Council housing is allocated under the Scheme of Letting Priorities and is designed to identify applicants with the longest waiting times or most urgent need for accommodation. We have removed similar walls at other open spaces throughout the North Central Area in the last number of years that have enhanced the appearance of the open spaces concerned and reduced the occurrence of littering and anti social gathering. The location will be monitored by this Service to assess any unforeseen impact of these works. Parks and Landscape Services have this open space in charge and therefore can arrange improvements/modifications as are considered to be required by the service.

Reply:

There are no penalties for availing of a short respite or break from emergency accommodation.

In order to manage this in a safe and fair manner, Central Placement Service ask that notice is given as to the date and duration of the break.

Families are asked if they can pack the belongings they intend to leave at the accommodation. This is to facilitate CPS in the event of an emergency during which they may temporarily place another family for a brief period of time to prevent a risk of rough sleeping.

CPS endeavour to accommodate the family on their return, to the same unit after their holiday. We are cognisant of community supports and childcare/school commitments the family may have established.

Due to the current constraints on family emergency accommodation, it is not always possible to secure a return to a commercial establishment but CPS will assist the family within the resources they have available to them.

Reply: Parks and Landscape Services carry out daily cleaning operations at Fairview Park based on the current level available resources. This service also has a park ranger on duty at Fairview Park, addressing the incidental litter that may occur and assisting the public to use and enjoy the park and who carries out his duties in accordance with the safety management system of Dublin City Council. Where is it considered that additional support may be required the Park Ranger will contact the Gardaí, who attend as their available resources permit. Much of the abuse referred to occurs after park opening hours, and at weekends which is addressed when staff come on duty. Parks and Landscape Service works with the North Central Area Office to encourage positive and responsible use of the park through the interaction with a range of organisations associations and businesses in the Fairview area.

Noting the work carried out over the past year by our local area staff, a number of elected representatives in conjunction with the local residents and several local agencies and the Gardai in improving the park in Darndale which has led to many positive developments including increased public usage, less dumping and fewer horses, almost daily fishing at the pond, and a major fun day, not forgetting to mention the significant sporting success of the local football club, Darndale FC, it is most disappointing to hear from residents of recent problems in the park.

There has been a recurrence of some of the problems that were a consistent feature of the past year, namely the presence in the park of both horses and quad bikes, as well as the issue emerging with the dumping of needles and condoms in the children’s’ playground.

A key factor in the recurrence of some of the park’s problems is the lack of a physical presence of workers in the park, who could provide a sense of safety and security whilst assisting with local events and clubs, carrying out some basic work, all the while enhancing community life by assisting in the creation of a vibrant park life. Tremendous efforts by DCC local area staff to bring this situation about were destroyed by the intransigence of the Department of Social Protection some months ago.

Further noting the plans for the park in the months ahead, including further boundary and football pitch improvements, the renewal of the all-weather pitch, as well as grant applications for the second pitch and some outdoor gym equipment and the installation of two seats on a trial basis, it is imperative that this area committee demand the following:

The immediate deployment of Dublin City Council staff to Darndale Park to work as Park Rangers, similar to the situation one finds in our neighbouring local authority, Fingal. The presence of Park Rangers would transform the park’s fortunes, protecting the improvements already secured and ensuring that the proposed plans for the park in the months ahead can proceed with the certainty that the time and resources, both financial and physical, will not be wasted. Most importantly, a message would be sent to the local community that Dublin City Council is most serious about ensuring the future viability of the Darndale Park.

Reply: Darndale Park is maintained by direct labour staff of Parks & Landscape Services based at the Parks Depot at . Resources are not available at the current time to develop, staff and maintain a parks depot at Darndale Park, or to have a specific park ranger system dedicated to Darndale Park. The issues described in the above motion are addressed by Parks and Landscape Services on an ongoing basis though parks improvements, the increase in use of the park by the public, and the regular meetings facilitated by the North Central Area Office with the stakeholders at the location. The service will continue to seek the resources necessary to provide improvements at this neighbourhood park.

Waste Management Services have the main roads and the shopping areas in the (details supplied) area cleaned on a daily basis. The residential areas in the (details supplied) area are cleaned on a twelve week cycle. This is the standard cleaning schedule citywide. In addition we assist residential groups when they carry out clean ups in their area by providing cleaning supplies and removing the gathered rubbish for them.

The North Central Area Office has regular meetings with Donaghmede Estate Residents Association and meets with other Environmental groups from the area also on a regular basis. The area is also constantly monitored by the Public Domain Team. It is not considered necessary to carry out a “Litter Blitz” in the Donaghmede area, as it is currently in good condition and there is very little evidence of illegal dumping in the area.

Reply:

There has been recent disquiet over this decision which was taken several years ago, with regards to who was and was not in favour at the time. I have met with at least one resident in recent times and I realise that the views are currently very mixed. The kernel of the issue i.e. releasing what would amount to names of persons, has the potential to generate neighbourhood conflict. Guidance under FOI legislation directs against revealing such information.

Following the EPROW at the time, the NCA invested in the park and the benefits to the community envisaged at that time was that closure would be an opportunity to enhance the area with railings and added trees, identifying the space as an amenity space (as opposed to general use) and at the time abuse and securing it somewhat from intrusion (fire damage etc) with the added security and safety of having access points reduced and boundary railings surrounding it.

All extinguishments are subject to the same time frame for submission from those who support closures or otherwise. Also a map goes on display and is publicly advertised with regards to the location where the documents can be viewed etc. We are agents of this process and at the time there appeared to be few reservations. However, views can change over time. The one issue which dominates and I am currently aware of, is the extra walking distance experienced by pedestrians that have to walk around, rather than access the park from the keyhole space.

Revisiting the issue would be doing so in circumstances that are rare if possible at all. I will formally investigate same but advise that it is complicated.

Further to the Special Pre-Part VIII Meeting with NCAC members on June 30th 2015 regarding the Clontarf to City Centre Cycle Route, it is proposed to retain the (details supplied) for the present, and to monitor usage following the construction of a pedestrian crossing in the immediate vicinity.

It was originally planned to remove the (details), as the carriageway width is substandard to accommodate on- road cycle lanes, bus lanes and traffic lanes. It is not feasible to increase the span of the (details) to accommodate full-width lanes for all traffic modes. The (details) does not provide access for cyclists; mobility impaired and disabled persons, and is barrier to (details) Park with extensive railings on the village side. The public realm can be significantly enhanced by the removal of the bridge.

Monitoring of the (details) usage will be undertaken approximately one year following construction of the pedestrian crossing, and will consist of video surveying carried out by an independent survey company for a specified time period, during school term. Results of this survey and recommendations/conclusions can be made available to committee members prior to any further decision on the future of the (details).

In April 2015 Dublin City Council appointed RPS Consulting Engineers Ltd, who undertook the hydraulic modelling for the (details supplied) Catchment as part of the Greater Dublin Strategic Drainage Study (GDSDS), to redo the hydraulic analysis and re-assess the system performance of the drainage network in the Catchment.

As part of the appointment RPS has ran the August 2008, July 2009 and October 2011 storm events through the existing GDSDS model using rainfall data from local rain gauges for those periods. Records of these flood events have been used to calibrate the existing GDSDS model with the historical flooding data recorded during these events. RPS has also modelled the improvement works carried out to the network by Dublin City Council Drainage Services Division since completion of the GDSDS in 2006.

A final draft of RPS’s Report summarizing the modelling works carried out and detailing the flood risk for 5, 10, 20, 50, 100 and 200 year flood events, conclusions and recommendations to alleviate future flooding in the (details supplied) Catchment is awaited.

The records indicate that there is a long standing retail use at this address. The buildings on the road mentioned appear to predate October 1964 and accordingly, planning permission was not required for their construction. It is not known how long the building referred to has been in use as a shop but it is recorded on the Thoms Directory for 1969 as a grocer & newsagent shop. Planning permission is not required to change from one type of shop to another.

This area is constantly monitored for graffiti and we endeavour to remove any occurrences of graffiti of an offensive/racist/sexual nature, within 48 hours

Road Maintenance Services has not included this location in our annual Works Program for 2015. We will continue to respond to complaints and fix localised footpath and carriageway defects provided that there is sufficient funding to complete these works.

Parks and Landscape Services have no specific resources or proposals for facilities improvements at public open space in the area described above at the present time. This Service will continue to carry out the maintenance of existing public open space and associated facilities in this area.

This committee calls upon the Chief Executive to give advance warning to councillors regarding all proposed roadworks within the ward that they represent giving at least 14 days notice thereof in all cases.

Reply: It would not be feasible from an operational perspective for Road Maintenance Services to give the ward Councillors 14 days notice for minor works. For example for works of this nature, advance notification to residents and/or businesses is generally only given if it is necessary to restrict access to the residents’ and/or the businesses’ property to facilitate the works. In these instances a Road Maintenance Services Inspector or Overseer will call to the affected resident and/or business and speak with them directly.

In the case of the large scale works such as resurfacing, which typically last a number of days and are often carried out at night, advance notification, in the form of a letter drop, is given to nearby residents and businesses. We now propose to extend this courtesy to the ward Councillors.

This committee calls upon the manager to review the operation of the junction of Grangemore Road and the Grange Road in the light of recent changes and the adverse effects on residents trying to access and egress the estate.

Reply:

Regarding the buildout at the junction of Grange Road and Grangemore Road, this pedestrian facility was recommended by the Traffic Advisory Group on 18/2/2010 following representation on14/10/2009.

While previous requests for signals at this junction were not recommended due to possible adverse traffic conditions they would create, the current Dept of Transport Design Manual aims to balance the need of all road users. With this in mind the manual recognises the importance of assigning higher importance to Pedestrians & cyclists without unduly compromising vehicular movements.

The Dept of Transport’s, New Transport Policy for Ireland, requires that priority be given to pedestrians. This can be achieved by various methods including,

1) timing traffic signals to favour pedestrians over vehicles.

2) providing buildouts to reduce carriageway width.

3) providing refuges for those unable to make the crossing of wide roads in reasonable time.

4) reducing corner radii, which significantly improve pedestrian safety at junctions by lowering vehicle speeds while cornering and improve intervisibility.

With these objectives in mind a pedestrian refuge incorporating two illuminated bollards was recommended. However due to technical and cost issues with regard to subterranean services a buildout on either side of the junction was deemed a more appropriate option. As the buildout has now been installed. A review of the junction will be considered by the Traffic Advisory group in conjunction to a request for a right turn ban.

Details of this incident were forwarded to the Drainage Division’s Pollution Control Section on 9th July. A subsequent survey of the Naniken River along St Anne’s Park found no evidence of polluting matter in the River.

It is not unusual for incidents of short duration to occur, and in such circumstances, immediate notification is vital to facilitate identification of source and implementation of appropriate remedial measures. The majority of reported incidents come from members of the public, and their continued assistance and support is greatly appreciated.

This service also has a park ranger on duty at (details) Park, addressing the incidental litter that may occur and assisting the public to use and enjoy the park and who carries out his duties in accordance with the safety management system of Dublin City Council. Where is it considered that additional support may be required the Park Ranger will contact the Gardaí, who attend as their available resources permit. Much of the abuse referred to occurs after park opening hours, and at weekends which is addressed when staff come on duty. Parks and Landscape Service works with the North Central Area Office to encourage positive and responsible use of the park through the interaction with a range of organisations associations and businesses in the (details) area. On recent inspection the park was found to be in satisfactory condition.

With every family or individual placed in emergency accommodation, Central Placement Service will discuss difficulties arising and make every effort within resources to assist with a resolution.

Due to the nature of the service, and within the context of Emergency Accommodation, it is not always possible to provide placements in specific areas. All of the commercial properties we access in these circumstances apply various housekeeping conditions in order to ensure the safety of the clientele.

Relating to the question above, unfortunately CPS do not have accommodation in the (details supplied) area.

CPS are available daily on the free phone service to discuss accommodation queries and concerns and will, where possible, assist a family to transfer to an alternative placement if required.

The removal of the low wall at the boundary of the open space at (details supplied) was included in the 2015 estimates, following a number of representations from the public and some public representatives in 2014, with concerns regarding anti social activity and intimidation from people gathering at the low wall. We have removed similar walls at other open spaces throughout the North Central Area in the last number of years that have enhanced the appearance of the open spaces concerned and reduced the occurrence of littering and anti social gathering.. The location will be monitored by this Service to assess any unforeseen impact of these works. Parks and Landscape Services has this open space in charge and therefore can arrange improvements/modifications as are considered to be required by the service.

Parks and Landscape Services carry out daily cleaning operations at (details) Park based on the current level available resources. This service also has a park ranger on duty at (details) Park, addressing the incidental litter that may occur and assisting the public to use and enjoy the park and who carries out his duties in accordance with the safety management system of Dublin City Council. Where is it considered that additional support may be required the Park Ranger will contact the Gardaí, who attend as their available resources permit. Much of the abuse referred to occurs after park opening hours, and at weekends which is addressed when staff come on duty. Parks and Landscape Service works with the North Central Area Office to encourage positive and responsible use of the park through the interaction with a range of organisations associations and businesses in the (details) area. On recent inspection the park was found to be in satisfactory condition.

Reply:

The Council’s policy with regard to the placing of skips on public roads is governed by the Dublin City Council Control of Skips Bye-Laws 1999.

In accordance with the Bye-Laws, the Council will consider any application for a permit to enable a licensed skip operator place a skip on a public road in the city. All relevant matters, particularly safety and traffic issues, are considered when a decision is made on the granting or refusal of an application for a skip permit. A permit will be granted where the Council considers that the placing of the skip is necessary in order to enable persons carry out legitimate renovation or development work to nearby property, whether that property is situated on the road where the skip is to be located or on an adjacent road.

The skip in question was positioned within paid parking bays and did not constitute a hazard to traffic. However, the skip was unlicensed and as soon as the Council became aware of the situation the skip operator was contacted to make arrangements for its speedy removal. The skip was removed on Friday 10th July.

The Council has since written to the skip hirer informing him of the fact that the skip was unlicensed and of the licence fee outstanding. In addition, the skip operator has been notified that the Control of Skips Bye-Laws are penal bye-laws and that in the event of unlicensed skips being placed by this company at this or other locations in future the Council will institute legal proceedings in respect of such offences.

Bye-Law 14 (j) (i) provides that a skip must be removed within twenty four hours of being fully loaded and the Council insists on this requirement in all cases.

Reply:

Dublin City Council's Play Development Officer works with local residents and community groups to develop opportunities for street play and make these an everyday occurrence for local children. This work is part of her role in implementing the Dublin City Play Plan 2012 – 2017 and she is centrally based as part of the Social Inclusion Unit.

Over the last year or so she has been working with (details) Residents Group who are affiliated to 'Donnycarney Together' to develop opportunities for Street Play in their local area. The area has a number of constraints on play, such as excessive traffic, mainly morning and evening via rat running and failure to honour existing 'no right turn' road traffic signs etc. Discussions were held between the Play Development Officer Roads and Traffic and Public Realm, with regard to temporary road closures for occasional playdays. Unfortunately there is no specific legislation to close roads for play and in further discussions with the group they expressed the view that they needed something more long term. The Play Development Officer assisted them in developing a design proposal from which (details) could be the location for a pilot ‘liveable’ street design. The development of the proposal followed a number of further meetings and assistance from Public Realm and Roads and Traffic

Discussions have also been held with the Local Area Management and the next stage is to examine what elements of the proposal can be implemented and the funding options. A feasibility study will then be prepared and a further meeting with local area staff was held on site on 16th July to further this study.

The (details) Alleviation Scheme involves three separate interconnected Contracts namely:

1. Contract A – Civil Works 2. Contract B – Golf Course reconstruction works 3. Contract C – Mechanical and Electrical Works

Current Status:

Contract A

These works were carried out by the OPW and are currently substantially complete. As a result of this infrastructure being in place the (details) / Collins Avenue area should be currently flood protected. The only outstanding issues are some minor snags items and the permanent protection of the inlet chamber constructed in the amenity area within (details) Gardens.

Contract B

This Contract involved the reinstatement works within the grounds of Clontarf Golf Club and is substantially complete.

Contract C

This Contract involves the installation of the necessary Mechanical and Electrical Works to provide for an automated flow control system. The Contract has been awarded to Veolia Ireland Ltd. and it is proposed that the Contractor will commence site works in November 2015. To date the Contractor has not provided a construction programme but at this stage it is envisaged that the construction works will take approximately 20 weeks from the date of commencement. Once this Contract is completed the (details) Flood Alleviation Works will be controlled and automated.

In January 2015 Dublin City Council appointed Byrne Looby Partners, Consulting Engineers Ltd, to carry out the remodelling of the (details) Promenade, for new flood defence design scenarios.

In turn Byrne Looby Partners engaged Royal Haskoning DHV, specialist in this field, to update numerical modelling and deliver updated inshore extreme wave and water level conditions for the (details) frontage.

A final draft of Royal Haskoning’s report for this stage is expected in two week’s time. When reviewed by Dublin City Council, it is expected to proceed with Stage 2 where overtopping analysis and delivery of design levels will be investigated. This stage will take a further 4 weeks from the end of stage 1.

Reply:

To date in 2015, 66 units have been let in the North Central Area and 39 of these units were refurbished by framework approved contractors. There are currently 31 viable voids in the North Central Area with approved contractors working in 17 of these. The City Council continues to turn around voids by direct labour and voids that can be funded through a separate funding stream such as conversions of zero bed units to 1 bed units. There may however be a slow down in the turn around of general voids.

“To ask the manager to provide this councillor with a report regarding the development of thirty-five new houses in the Buttercup Park area of Darndale, paying particular attention to the level of disruption to the daily lives of residents in the wider area being caused by the construction and outlining the consultations, if any, between the council, the developer and the local community that have taken place and/or are scheduled to take place addressing this matter”.

Reply:

The Council is building 35 new houses at Buttercup and as part of this project it is demolishing 6 existing vacant houses. This is part of the final phase of the refurbishment of Darndale to replace pedestrian only access with vehicular access with houses fronting onto the road with car parking spaces and front gardens. Significant ancillary works are being undertaken as part of the project which will benefit the entire area these works include works to footpaths, roads, drainage, water supply, together with upgrades and relocation of the existing electricity and gas supply network. While every effort will be made to minimise inconvenience the nature of these infrastructure improvements makes some disruption inevitable. The Area Office team have been liaising between individual residents and the contractor and if necessary this can extend to meeting with residents as a group to go through the arrangements regarding the infrastructure works in due course. Dublin City Council has Bye-Laws in place (currently under review) for the provision and regulation of taxi ranks, on the public roadway/streets, in the Dublin City Council area.

The taxi rank at Beaumont Hospital is a private rank, managed by the hospital and Dublin City Council, Environment and Transportation Department, has no involvement in relation to this rank.

I am aware that there are planning issues, (relating to this hospital rank), which are being dealt with by the Planning Enforcement Section, Planning and Development Department.
