General information of the project 1. Project objectives 1. The Project provides for a sector project under Asian Development Bank (ADB) fund to strengthen the capacity and reliability of the power infrastructure in Ha Noi and Ho Chi Minh City through the rehabilitation and development of the 220 kilovolt (kV) and 110 kV transmission system and associated substations to supply their medium voltage (MV) distribution system. The Project will also strengthen the institutional capacities of EVN Hanoi (EVNHANOI) and EVN Ho Chi Minh City (EVNHCMC), which are responsible for the power supply in their respective areas. Additionally, the project includes a smart grid component under Clean Technology Funding (CTF). 2. Impact and Outcome. The impact will be increased capacity and reliable supply of electricity to EVNHN and EVNHCMC customers contributing to Viet Nam's economic development. Its outcome will be increased capacity and reduced losses in the 220 kV and 110 kV networks for the two cities. 3. Outputs. The outputs of the project will be (i) four core substation and transmission line subprojects in Hanoi; (ii) four core substation and transmission line subprojects in Ho Chi Minh City; (iii) Distribution Automation System (DAS) Advanced Metering Infrastructure (AMI) and SCADA Upgrade CTF projects in Hanoi; (iv) DAS and Low Loss Conductor (LLC) CTF projects in Ho Chi Minh City; (v) up to 20 non-core substation and transmission line subprojects in Hanoi, and (vi) nine non-core substation and transmission line subprojects in Ho Chi Minh City. 2. Project components 4. The Project will be implemented as a sector loan. EVN Hanoi has proposed four core subprojects and 20 noncore subprojects (Table 1). The Project was prepared since 2013 with four (04) core subprojects. To date, the status of social safeguard document preparation for the Project is as follows: Table 1. Scope of project impacts 5. In accordance with the selection criteria of the Project, the selected subprojects for financing under the Project are classified as Category C or Category B in terms of social safeguards under ADB’s Safeguards Policy Statement (SPS, 2009). As of now, the involuntary resettlement impacts have been identified and their respective social safeguards documents have been prepared for four (04) core subprojects and eleven (11) noncore subprojects (namely: Chem- Tay Ho TL, Mo Lao SS, Thanh Xuan SS; Thuong Dinh SS; Phu Nghia SS; Tia SS; Thuong Tin- Thanh Oai TL; Son Tay TL; Thanh Cong – Thuong Dinh UGC; Tay Ho-Yen Phu UGC, and New development of 110 kV Ba Vi SS. Nghiên cứu hiệu quả giá của ngành sản xuất đậu tương ở địa bàn Hà Nội được sử dụng thông qua mô hình của Ravallion. Số liệu nghiên cứu thu được thông qua phỏng vấn 100 hộ gia đình trồng đậu tương tại huyện Thường Tín (Hà Nội) và 40 người thu gom trên địa bàn Hà Nội. Số liệu về giá đậu tương tại hộ gia đình, người thu gom và người bán lẻ từ năm 1997 đến 2008 được thu thập để sử dụng phân tích hiệu quả không gian về giá. Thông tin về chuyển dịch giá giữa thị trường khác nhau (hộ sản xuất - người thu gom) từ hộ sản xuất (tại Phú Xuyên) đến các thị trường tham khảo được định rõ (tại Hà Nội) được phân tích dựa vào mô hình của Ravallion.

Context of the experiment In Vietnam, agriculture plays a very important socio-economic role. Animal production is expanding steadily due to the continuous increase in demand resulting from high demographic growth and changing food habits. The livestock sector in Vietnam is characterized by the dominance of pork and fish while milk production is emerging as a result of very new demand. The production units are mainly very small family holdings (three or four dairy cows per household) with a few trade operators. The majority of farming households cultivate less than one hectare of land. Farmers’ limited access to appropriate technologies and improved knowledge is a major constraint to the development of more commercial, diversified and profitable livestock activities.
