Proposed future business At its next meeting, on 25 June, the Committee expects to take evidence as part of its inquiry into tackling child sexual exploitation in Scotland and consider petitions on effective thyroid and adrenal testing, diagnosis and treatment, improvement of services and resources to tackle chronic pain, a ban on the presence of free methanol in all manufactured products, flood insurance problems, investigating the cause of miscarriage, Scottish standards for the care of adult congenital heart patients, improving awareness of the cancer risks in organ transplantation, hyperemesis specialist nurses, a register of interests for members of Scotland‘s judiciary, evictions due to under occupation deductions and neighbour notification distances for wind turbines.

S4M-06860 Bob Doris: Supporting a Two-year Moratorium on Glasgow Day Centre Closures—That the Parliament notes that representatives of the families campaigning against the closure of three adult day centres in Glasgow recently met Councillor Matt Kerr and Mr David Williams, the executive director of Social Work Services; understands that, at that meeting, Glasgow City Council requested that day centre carers participate in a public social partnership (PSP) and considers that the 520 families affected by the closure of the three centres have no fundamental objections to partnership working with the council and other appropriate bodies; believes that, in order to take this process forward in a constructive manner, day centre carers have made a formal request that a two-year moratorium be placed on the closure plans to ensure that the most effective day care services can be developed for the people in Glasgow with learning difficulties, their families and carers, using all of the skills and expertise available in a realistic timescale; believes that any future day centre model under PSP must include consideration of the option to use existing centres that are currently threatened with closure, and calls on Glasgow City Council to support the request for a two-year moratorium.

S4M-06850 Graeme Dey: True Cost of the Bedroom Tax Hits Home—That the Parliament is concerned at what it understands are the findings of a major new report on the so-called bedroom tax, Squeezed out: counting the real cost of the bedroom tax, which was published by Capability Scotland on 3 June 2013 and will be submitted to the UK Parliament‘s Scottish Affairs Committee as part of an inquiry on the impact of the charge; believes that the report suggests that some disabled people in Scotland are going without food or heating as a consequence of the bedroom tax; expresses alarm at what it understands is the claim by many that they are having to sacrifice basic essentials to make up for the loss of income and that, despite local authorities sometimes spending thousands of pounds adapting their homes to meet their needs, they are considering having to move to smaller properties, although 87% said that, because of a shortage of suitable properties, this was not a realistic option for them, and considers the bedroom tax to be an unfair and unjust policy.

S4M-06836 Mark Griffin: Compensation for Woolworths and Ethel Austin Employees—That the Parliament congratulates the Union of Shop, Distributive and Allied Workers, (USDAW) on obtaining £5 million compensation for its members who were former employees of Woolworths and Ethel Austin; recalls that these people were not considered eligible for a protective award payment when administrators failed to consult their trade union about the decision to go into administration; supports the unwillingness of their trade union, USDAW, to accept that workers who had been employed in shops with fewer than 20 employees should, it considers, be treated so shabbily; further welcomes the decision of the employment tribunal on USDAW‘s appeal to overturn the previous ruling; recognises that the decision of the employment tribunal to end what it considers this unacceptable discrimination of shop workers employed in stores with fewer than 20 staff has far reaching implications for all workers facing redundancy whether in retail or the wider economy and sends a clear signal to employers and administrators that workers should be consulted no matter the size of their workplace, and supports USDAW‘s campaign for a change in the law that allows administrators to ignore the consultation obligations to employees when a company goes into administration.

S4M-06834 Jackson Carlaw: Effect of East Renfrewshire Council’s Parking Decriminalisation on Clarkston BID—That the Parliament pays tribute to the Clarkston Business Improvement District (BID) team chaired by Debra Clapham; considers that a positive relationship has developed in the community since June 2010 when local businesses were balloted to become Scotland‘s 10th BID; expresses dismay at what it considers the ill-managed decriminalisation of parking by East Renfrewshire Council (ERC), which it believes has resulted in reports of a 20% decline in footfall in the area; considers parking decriminalisation to be having a negative effect on the future of some 130 local businesses, which employ several hundred people, many of them local, and puts under threat the opening of a future retail store in the area by a significant local employer; deplores what it perceives as

the indifference of ERC officials who seem to lack an understanding of the immediacy of the problem and the effect that it is having on local businesses or the remedial action that is required; calls for the immediate suspension of the current parking enforcement procedure until a review takes place and the agreement to and adoption of restrictions appropriate to the needs of all, and admonishes councillors and officers to wake up to not only a potential threat to the future of Clarkston BID but to key retail businesses in East Renfrewshire particularly at a time when most local authorities are seeking to retain their local high streets.

The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

Bills in Progress A list of all Bills in progress can be accessed via the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill‘s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member‘s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
