NOTICE: Pursuant to Section 3 of Directive 006, the state law requirement that there be a physical location designated for meetings of public bodies where members of the public are permitted to attend and participate is suspended until April 16, 2020. Meeting Notice Report: Director reported that the meeting notice had been duly posted at the Humboldt County Courthouse, Humboldt County Library, County Annex, Winnemucca City Hall, and Humboldt County Website.

1. Call to Order: The meeting was called to order at 5:12 pm.

2. Public Comments: Director Anderson stated that there was a historic win on federal funding for libraries with the American Rescue Plan Act of 2021. It included a substantial provision for libraries, 200 million to IMLS which is where a lot of grant funds come from, 7.1 billion for broadband technology for schools and libraries via the FCC which is where e-rate discounts comes from for the libraries internet, and 480 billion to education, state government, local government and more. In total, libraries should be receiving 1 billion and possibly more.

3. Consent Agenda: a. Minutes from February 16, 2021 meeting: Trustee Olsen motioned to approve the minutes from the February 16th, 2021 meeting. All voted aye and the motion carried. b. Routine Expenditures for February 2021: Trustee Olsen motioned to approve the Routine Expenditures for February 2021. All voted aye and the motion carried. c. Current Budget Report: Trustee Olsen motioned to approve the Current Budget Report. All voted aye and the motion carried. d. Current Grant Report: Trustee Olsen commented that the bar graph for money remaining was confusing. Trustee Olsen motioned to approve the Current Grant Report. All voted aye and the motion carried.

4. DIRECTOR’S REPORT: (FOR POSSIBLE ACTION) – For consideration, discussion, and possible action of approving the Director’s Report for March 2021. Director Anderson wanted to give a shout out to Staff member Jayme Wells for putting together the grant for Dramatic Play in a week and we were awarded the full $10,000 that was asked for. Trustee McComb asked if the money from the grant was for tangible items and not, for example, staff salaries. Director Anderson stated that was correct and the library only had to do a match of $1,000, which will be used to buy books. Trustee Olsen commented on the statistical number for circulation of the Spanish collection being low. She asked if maybe staff can come up with more ways to bring in members of the Spanish speaking community. Trustee McComb asked how the library markets the Spanish collection. Director Anderson stated that library staff are going to try to brainstorm new ways to market the collection with help from new bilingual employee Cecilia Ruiz. Director Anderson also explained that Facebook, our current

5 advertising platform, was just not reaching the Spanish speaking community very well. Trustee McComb asked about the attrition policy that will be up in May, and what position that represented. Director Anderson stated that was another Library Assistant Position that was made vacant when Jeremy Hixson left. Trustee McComb asked if the library was going to open for lunch hours soon. Director Anderson explained that with the hiring of new employee Cecilia Ruiz the library would be able to stay open for the lunch hour starting the first week of April, and that she is hopeful that she will be able to hire another position by the start of Summer Learning which will enable the library to reopen Saturdays and nights. Trustee Haas asked if we expect to be able to have any in-person programming for Summer Learning. Director Anderson stated that we are hopeful to have in-person programming but mainly outdoors. Director Anderson stated that we will still offer virtual programming for people who do not wish to attend the in-person programs, or who want to participate later on. Trustee Olsen motioned to approve the Director’s Report for March 2021. All voted aye and the motion carried.

5. DISCUSSION AND REVIEW OF THE LIBRARY STRATEGIC PLAN: (FOR DISCUSSION AND POSSIBLE ACTION) - For consideration, discussion, and possible action of approving and reviewing the Library’s Strategic Plan for 2021. Director Anderson stated that she had removed items that were already accomplished in regards to the Denio building under the building section. Dropped ceilings were added to the building section, so that wiring could be added to the building. Makerspace was added in the program and collaboration section. Keep kids learning and adults earning is the Statewide goal for the next couple of years to help recover from COVID. A Health and Wellness fundraiser was added to the finances section, such as an annual library marathon which could be called a “Dewey Dash”. The first one might be a virtual marathon, that people could finish on their own and submit their results and receive an award. Trustee McComb asked if there has been any progress on trying to get a Friends of the Library group together. Director Anderson stated that there is a preliminary group out in Denio but she has not been to any of their meetings as of yet. Trustee McComb motioned to approve the Library’s Strategic Plan as presented. All voted aye and the motion carried.

6. DISCUSSION AND REVIEW OF THE LIBRARY TECHNOLOGY PLAN: (FOR DISCUSSION AND POSSIBLE ACTION) - For consideration, discussion, and possible action of approving and reviewing the Library Technology Plan for 2021. Director Anderson explained that she would be having an e-rate meeting later in the week and would be able to update the Technology Plan more after that. Trustee McComb asked if library internet is through the County now and does not go through AT&T at all anymore. Trustee McComb also asked if the branches, Denio and McDermitt, were on a T1 . Director Anderson explained that right now, the library pays Humboldt Telephone Company for the branch internet except for the McDermitt staff computers that are now on County WIFI. Denio internet will be coming through e-rate but McDermitt has been taken off of e-rate since staff computers have been put onto the County WIFI. Trustee McComb asked about a new piece of technology that the library was looking to acquire. Director Anderson stated that she was looking into a grant for a Makerspace and that we were looking into a new 3D printer and VR equipment. Trustee Olsen asked Director Anderson what has changed in the plan so far. Director Anderson stated that the update schedule for the computers would have to be changed because the library was supposed to be updating computers last year but that item was cut from the budget. Some goals would be shifting, some goals have been met, so they would be removed and there are some new ones that have been populated through EDGE. Director Anderson also stated that she was not a fan of the inventory and resources page so she might remove that and completely redo that page. Trustee McComb asked if enough staff have been cross trained on VR that a class could be taught if staff member Kyle Ebert was not in the building. Director Anderson stated that yes, other staff have been trained. Trustee McComb asked if we were looking into expanding the VR capabilities. Director Anderson stated that yes, we are looking into an Oculus Quest 2 that is not dependent on a computer and is more user friendly, using a Makerspace grant. Trustee Haas asked if Director Anderson was still working on the Goals and Objectives page since there were a lot of blank bullet points. Director Anderson stated that yes, it was still being updated. Trustee Haas inquired if the Makerspace area would only be for teens

6 or could adults use it as well. Director Anderson explained that hopefully the Makerspace unit would be upstairs in the adult library section. Further in the future we would be looking into another Makerspace in the children’s section. Trustee Haas stated that we should change the wording on that goal if in the future there might be more than one Makerspace. Trustee McComb asked what envisionware was. Director Anderson explained that envisionware is a coin machine that hooks up to the copy machine and when it is hooked up patrons will be able to pay for their copies at the copy machine. Trustee Haas asked if patrons would be able to use debit or credit cards at the machine as well. Director Anderson stated that only cash would work with the envisionware machine. Director Anderson explained that she was looking into getting credit and debit card capabilities, but she would have to talk to the Treasurers office about it. Trustee McComb asked if we were still looking into security cameras, and Director Anderson explained that yes, the library was still looking into them but that they went along with the dropped ceilings so we would have to get that approved in the budget. This item was tabled until the April 13th, 2021 meeting.

Humboldt County Library Mission: The mission of the Humboldt County Library system is to serve all citizens of the county with excellence through the provision of materials for education, recreation and information as well as special community activities that promote the use of the library as a community and information hub. Learn – Explore – Connect

Library News: • Our budget was tentatively approved by the Commissioners with no changes, budgets are finalized in May. • Library item in the Buildings & Grounds projects that were approved 4.05.2021: Repaving the tripping hazard of a sidewalk in our ramp out front • Tammy Westergard has been named Nevada’s Librarian of the Year!

Training: • I have been selected as an Outfielder in the ARSL’s Outstanding in Their Field: Leadership Institute. There where 30 spots available and it runs for 18 months with participants presenting at the 2021 and 2022 ARSL conference. Nevada has two candidates, Jessica Anderson representing Humboldt County and Kameron Mitchell representing Pershing County. • Continuing Education grant in 2022FY for Librarians Guide to Homelessness training for all library admin and staff. is the Answer from instructor Ryan Dowd. This is over 18 hours of training spread across the year covering topics far outside of just dealing with homeless patrons

Networking: • Looking forward to possible partnerships for 2022FY grants from the state: o Keep Adults earning through economic recovery programs with a computer station for Office in a Box in partnership with Nevada Department of Health and Human Services (Division of Welfare and Supportive Services) and economic development with Small Business Advising in partnership with the Nevada’s Small Business Development Center o Keep children learning with a student study area & database (Brainfuse or Tutor.com) with virtual and onsite tutors and a special collection of dyslexic friendly books Advocacy: • Thursday, April 8th was Take Action for Libraries Day. As part of National Library Week Booklist’s Donna Seam had a live conversation with Dan Rather about his recent book, “What Unites Us: Reflections on Patriotism” in celebration of Take Action for Libraries Day.

13 Humboldt County Library System Technology Plan 2020-2025

Mission Statement: The mission of the Humboldt County Library is to serve all citizens of the county with excellence through the provision of materials for education, recreation and information as well as special community activities that promote the use of the library as a community and information hub. LEARN • EXPLORE • CONNECT Technology Vision Statement: Public access to technology for educational, informational and cultural needs is an integral service of Humboldt County Library that contributes to the empowerment of the individual and the community as a whole. The Library will be both a physical place as well as an information portal, where residents will be able to access the library 24 hours a day, 7 days a week, through its website and electronic resources. Library staff will be provided with continuous training and development opportunities so they may better serve the public. This technology plan details the Library's current technological provisions and outlines the improvements and innovations to come.

Current Technology Environment: • Humboldt County Library is comprised of four outlets which provide information and educational services throughout Humboldt County. • Yearly evaluations of the library system’s technology infrastructure through the Edge Assessment is done to help guide improvements to the technology provision. • Humboldt County Library is a member of Nevada Library Cooperative (CoOp), participating in collaborative technology projects and utilizing shared resources. • The Library maintains its own Webpage on the Humboldt County’s Website. 16 Humboldt County Library Active Shooter/Critical Threat Procedure

An active shooter is an individual actively engaged in killing or attempting to kill people in a confined and populated area. Victims are selected at random and events are unpredictable and evolve quickly. *In a library setting, patrons may look to staff to assist them and ensure their safety.

EMPLOYEE ACTION

If staff is alerted to an active shooter event (by noise, alarm or camera), that person should attempt to communicate the immediate vicinity of the occurrence. Use of the phone/paging system will inform building occupants that an event is in progress and departments to take action.

If you are in the path of an active shooter, Act Immediately. The main priority in an event is to prevent harm to victims.

RUN  activate panic button, call 911 if possible (multiple contacts to law enforcement are encouraged–providing them with as much info as possible).  evacuate using a planned escape route (reference & become familiar with evacuation procedures & suggested routes to utilize for escape from your work area).  the evacuation rally point is the flag pole on the north side of the rural fire department building.  leave belongings behind, keep hands visible while exiting building.

HIDE  locate safe area (out of shooter’s view).  lock door, block or barricade entry.  silence phone, remain quiet.  evacuate if opportunity arises.

FIGHT  improvise weapons.  act aggressively, commit to action.  attempt to incapacitate shooter.

LAW ENFORCEMENT RESPONSE  Law enforcement (from multiple agencies) will immediately respond to and neutralize the threat.

LOCKDOWN - does not necessarily mean there is a direct or specific threat against the Library or a person. The order may be issued in response to events or circumstances in the community, region, or state.  Exterior doors are locked.

17  The lock down may apply to all buildings within the County, or to a specific building, depending on the threat.  Business will still be conducted within the Library buildings.

SHELTER IN PLACE - order would be given when there is an immediate life-threatening situation on County grounds such as an active shooter.  Employees and visitors should proceed to the nearest secure area, silence phones, and await further instruction.  The shelter in place order will be given if there is an imminent threat in the area in which the order is given.  Those sheltering in place should remain in their location until they are given the all clear by law enforcement.  Law enforcement may remove people from the affected area room by room.  A shelter in place order may be given for the entire County, or it may be given for a specific building or buildings.  Shelter in place will generally be used in conjunction with a lock down.

The majority of active shooter events last less than fifteen minutes. Police / first responders on scene will focus their attention on containing and disarming the threat. Additional teams will then assist with medical attention, secondary evacuation and questioning & interviewing witnesses. Do not vacate the scene / area of an event until instructed to do so by law enforcement.

NEVADA REVISED STATUTE RE: FIREARMS ON GROUNDS OF PUBLIC BUILDINGS

NRS 202.3673 Permittee authorized to carry concealed firearm while on premises of public building; exceptions; penalty.

1. Except as otherwise provided in subsections 2 and 3, a permittee may carry a concealed firearm while the permittee is on the premises of any public building.

2. A permittee shall not carry a concealed firearm while the permittee is on the premises of a public building that is located on the property of a public airport.

3. A permittee shall not carry a concealed firearm while the permittee is on the premises of:

(a) A public building that is located on the property of a public school or a child care facility or the property of the Nevada System of Higher Education, unless the permittee has obtained written permission to carry a concealed firearm while he or she is on the premises of the public building pursuant to subparagraph (3) of paragraph (a) of subsection 3 of NRS 202.265.

(b) A public building that has a metal detector at each public entrance or a sign posted at each public entrance indicating that no firearms are allowed in the building, unless the permittee

18 is not prohibited from carrying a concealed firearm while he or she is on the premises of the public building pursuant to subsection 4.

4. The provisions of paragraph (b) of subsection 3 do not prohibit:

(a) A permittee who is a judge from carrying a concealed firearm in the courthouse or courtroom in which the judge presides or from authorizing a permittee to carry a concealed firearm while in the courtroom of the judge and while traveling to and from the courtroom of the judge.

(b) A permittee who is a prosecuting attorney of an agency or political subdivision of the United States or of this State from carrying a concealed firearm while he or she is on the premises of a public building.

(c) A permittee who is employed in the public building from carrying a concealed firearm while he or she is on the premises of the public building.

(d) A permittee from carrying a concealed firearm while he or she is on the premises of the public building if the permittee has received written permission from the person in control of the public building to carry a concealed firearm while the permittee is on the premises of the public building.

5. A person who violates subsection 2 or 3 is guilty of a misdemeanor.

6. As used in this section:

(a) “Child care facility” has the meaning ascribed to it in paragraph (a) of subsection 5 of NRS 202.265.

(b) “Public building” means any building or office space occupied by:

(1) Any component of the Nevada System of Higher Education and used for any purpose related to the System; or

(2) The Federal Government, the State of Nevada or any county, city, school district or other political subdivision of the State of Nevada and used for any public purpose.

 If only part of the building is occupied by an entity described in this subsection, the term means only that portion of the building which is so occupied.
