There shall be constituted, with headquarters in Mogadiscio, the Associazion~ fra gli ex Militari dei Regi Corpi Truppe Coloniali. Article 2

The aims of the Association shall be: . . . ,, (a) to associate all ex-sel:"Vicemen o.f the' Royal Corps of Colonial :.r'roOp$ . and the Zaptie and the Corps; (b) to protect the interests of the members in all fields and in every possible way; (c) to .·assist the widows and orphans of such ex-servicemen; · (d) toprotect the interests of ex-servicemen vis a vis the public authorities. (e) to adopt all measures for the greater advancement of members; (f) to further all other activlties designed to promote.the collective -interests of members;

Article 3 The following may be accepted as members: (a) all ex-servicemen, of whatever rank, belonging to the various units of the Royal Corps of Colonial Troops of Somaliland; (b) all ex-servicemen, of whatever rank, belonging to the Dubat and Zaptie corps and to the P.A.I.

Article 4 The Association may establish branches in the various inhabited centres of the Territory, provided there are at least fifteen members of the Association in each centre. Where there are less than fifteen members, the National Governing Council shall designate the nearest branch to which that group of members may be attached.

Article 5

The Association shall be administered by a National Governing Council, composed of thirteen members,' elected annually at a General Meeting. · With-in the National Governing Council, a Chairman, Vice-:-Chairman, Secretary and Treasurer shall be elected. The Chairman shall,be the official representative of the Association. Should he be absent or incapacitated, the Vice-Chairman shall take his place, or, if the latter is absent, a Councillor designated by the Council.

- Article 6

If during the course of the year the Council loses the services of six

Councillors~ through resignation or any other cause, a General Meeting shall be convened within thirty days to elect members to replace them.

Article 7 In order to be admitted to the Association members must make a written application attaching documents to_prove that they posses the ne?essary qualifications. Branch Committees shall decide upon applications for admission. •. \ ; ' ' ' T/PET.ll/615 English ' . Page 7

Article 8

A branch of the Association may be formed in every inhabited centre of the Territory where there ·are at least fifteen members. The Branch shall be administered by a Branch Committee composed, where there are less than fifty members, of a Chairman, Secretary and Treasurer. If the Branch has not less than fifty and not more than a hundred members, the Branch Committee shall be 'composed of seven members ~iz., a Chairman, Secretary, Treasurer and four Councillors.

Article 9

Br!lnch Cominittees shall be elected every year by General Branch Meetings, which must be convened before 31 March of each year. Notice of the General Meeting and of the relevant agenda must be communicated in writing to all member.s of .the Branch, at least eight days before the day of the meeting.

Article 10

The National Governing Council shall be elected before 30 June of each year by a General Meeting of .Association delegates, to be elected by Branch Meetings in the proportion of one delegate for every fifty members registered in the Branch

1 who are not in arrears .w:ith tl:).eir subscriptions. F-ractions of less than fifteen members shall be ignored _but fr~ctions of over fifteen shall entitle the Branch to an additional delegate. Delegates shall be elected annually at the Meetings where the Branch Committees are elected.

Article 11

General Meetings of delegates shall be held at Mogadiscio. They shall be considered valid whatever the number of participants, provided that the delegates present represent not less than one-fifth of the members registered -in the . "-.. Association. Notice of such Meetings must be published for three consecutive days in the Corr-iere della Somalia at least ·15 days before the day of the Meeting.

Article 12

Upon registration members must pay an entrace fee of five Somalos. Article. 13

Members who, without a reasonable excuse approved by the Branch Committee, have not paid their monthly subscription far five months shall be expelled from the Association.

Article 14

Members who are guilty of serious breaches of discipline designed to undermine the unity of the Association and ,hence to inte-rfere with its corporate activity · shall be liable to one of the follmving penalties, according to the gravity of the circumstances: (a) suspension from all corporate activity for a period of one to three m.ontps; (b) /expulsion from the Association. Every disciplinary measure must be justified. Branch Committees shall be responsible for inflicting discipiinary penalties, after having heard the plea of t he person concerned.. He may appeal against their decisions to the National Council, which has the power to amend or to annul the disciplinary measures decided upon.

Article 15 If a Branch Committee is found to have committed irregularities or to have functioned irregularly, the National Council has the power to appoi~t a Cowmissioner ·with full powers to ,take charge of the Branch. The Commissioner must proceed with the reorganization of the Branch and convene a General Branch Meeting for the re-election of officers. The commissioner may not hold office for more than six months.

Article 16

A member who has been expelled or who resigns from the Association sJ::tall not be entitled to the reimbursement of any of the sums paid. T/PET.ll/6+5 English Page 9

Article 17

Changes in entrance fees or monthly subscriptions may be.made by the General Meeting.

Article 18

The National Council has the power to convene a General Meeting for decisions on problems of particular importance to the Association.

Article 19 / The Association shall be non-political and above any considerations of a tribal nature. ·The National Council has the power to affiliate with foreign ex-servicemen's associations, particularly with Italian. associations.

Article 20 /

The Preparatory Committee which has approved and drawn up this Statute shall assume the functions of the National Governing Council until .the first General Meeting, to be convened within six months of 28 August 1955, which date will be the first anniversary of the de facto formati9n of the Association.

Article 21

A Chairman, Vice-Chairman, Secretary and Treasurer shall be elected·within . the Preparatory Committee. . I
