This became clear during a press conference at which the head of state reported on what had been done over the past four years. “Our candidacy at this time is an honest move for citizens and political figures,” he said in an hour-long speech, hailing his own presidency as a voice of reason during the last few years. President Rumen Radev took the office after winning a second round of voting in 2016 – against GERB candidate Tsetska Tsacheva. Radev and Iliana Yotova took the oath as president and vice president in the parliament on January 19, 2017.Three days later, on January 22, they officially took the office. Under the constitution, the presidential couple's term expires in January 2022. Elections for a new head of state will be in the fall but it is not yet clear whether they will be in October or November.

    Post-Socialist Blues Within Real Existing Capitalism: Anti-Communism, Neoliberalisation, Fascism by Bozhin Stiliyanov Traykov A thesis submitted in partial fulfilment of the requirements for the degree of Doctor of Philosophy Department of Sociology University of Alberta © Bozhin Stiliyanov Traykov, 2020 Abstract This project draws on Alex William’s (2020) contribution to Gramscian studies with the concept of complex hegemony as an emergent, dynamic and fragile process of acquiring power in socio- political economic systems. It examines anti-communism as an ideological element of neoliberal complex hegemony in Bulgaria. By employing a Gramcian politico-historical analysis I explore examples of material and discursive ideological practices of anti-communism. I show that in Bulgaria, anti-communism strives to operate as hegemonic, common-sensual ideology through legislative acts, production of historiography, cultural and educational texts, and newly invented traditions. The project examines the process of rehabilitation of fascist figures and rise of extreme nationalism, together with discrediting of the anti-fascist struggle and demonizing of the welfare state within the totalitarian framework of anti-communism. Historians Enzo Traverso (2016, 2019), Domenico Losurdo (2011) and Ishay Landa (2010, 2016) have traced the undemocratic roots of economic liberalism and its (now silenced) support of fascism against the “Bolshevik threat.” They have shown that, whether enunciated by fascist regimes or by (neo)liberal intellectuals, anti-communism is deeply undemocratic and shares deep mass-phobic disdain for political organizing of the majority. In this dissertation I argue that, in Bulgaria, anti- communism has not only opened the ideological space for extreme right and fascist politics, it has demoralized left political organizing by attacking any attempts for a politics of socio- economic justice as tyrannical.

    Bulgaria: The Greatest Vacillations Simeon Djankov March 1, 2014 In one of the most famous economics books, Capitalism, Socialism, and Democracy, Joseph Schumpeter (1942) predicted the inevitable collapse of capitalism. I grew up in the last two decades of socialism in Bulgaria and as students we were repeatedly told that socialism would prevail in the whole world, and that in Bulgaria it would soon enter its ultimate form, communism. Then everything would be free and nobody would have to work, unless they wanted to. A strange thing to tell children. Luckily, few believed. In the summer of 1989 I finished high-school and took the entrance exams in international relations at the Karl Marx Institute of Economics in Sofia. In my graduating high-school class was also the grandson of the Secretary General of the Bulgarian Communist Party Todor Zhivkov. He, too, fancied a career in diplomacy. This was a problem. There were rigid quotas for entering international studies – for fear of students taking off to the West after graduation – and in that particular year there was only one slot allotted for diplomacy. As luck had it, Zhivkov Junior failed the exams and did what most offspring of totalitarian leaders had done before – went to study in Switzerland. And I entered the Karl Marx Institute. I did not stay long at the Karl Marx Institute, and neither did its name. In December 1988 during a speech at the United Nations Council in New York, Mikhail Gorbachev had declared that the Soviet Union would no longer intervene in the international affairs of other countries from the socialist bloc.

Ahead of the vote, Stuart Brown gives an overview of the background to the elections, each of the main parties and some of the opinion polling on the likely results. On Sunday, Bulgaria will hold parliamentary elections for the second time in less than 18 months. The elections were called after the Bulgarian government, led by Plamen Oresharski, resigned in July, with a caretaker administration fronted by Georgi Bliznashki taking over in the interim. Oresharski’s government had only entered office in May 2013, but had suffered a series of problems in its short time in power. This was the second time the Bulgarian government had resigned in the last two years, following the collapse of Boyko Borisov’s government in February 2013. Background to the 2014 elections The current period of political instability in Bulgaria can be traced back to a series of mass protests against Borisov’s government in 2013, chiefly over the issue of high electricity prices. Borisov, the leader of the largest centre-right party in Bulgaria, GERB, is a controversial figure, who has faced a number of allegations of corruption since winning power in 2009. As a result of the scale of the protests, he opted to stand down as Prime Minister, with new elections being called for May 2013.

  • Political Liberalism in Bulgaria: Achievements and Prospects 1
    The definitive ideas of political liberalism – individual rights, constitution- alism, and the market economy – have become universal reference points in democratic politics, and because of that have been largely de-politicised. This situation spells the predicament of the liberal parties: their agenda has become universally accepted, which makes them hardly distinguishable from their main competitors. In Bulgaria, essentially only one party has been successfully institution- alised as ‘liberal’ both in terms of ideology and centrism – NDSV. In terms of positioning, DPS has always been centrist, but in terms of practiced ideology it could hardly be called ‘liberal’. There are obviously conditions under which ‘liberalism’ as a political ideology could be revived and become successful in electoral contests: the rise of populism in the 2000s also provides an opportunity for liberal parties to consolidate and to create a joint front against attempts to un- dermine constitutional values. The dominance of mild populism of a centrist type prevents for now the possibility of the emergence of a strong, centrist liberal party (or the revival of existing ones). The immediate chances for the revival of the liberal centre depend on the radicalisation of Bulgarian populism in nationalistic or other illiberal di- rection. If aggressive populist governments, as the one of Orban in Hungary, appear one might expect a possible consolidation of a liberal alternative. One wonders whether such a development would be a cause for celebration for liberals, however. Maybe it is ultimately better to be a victim of one’s own success and to see your ideas shared – imperfectly or simply strategically as it may be - by a wide spectrum of parties.

The theoretical framework is applied to explain political behaviour in the Balkans, where Greece and Bulgaria, despite many similarities have developed highly antagonistic path-dependent policies of obstruction towards each other that remained remarkably persistent, regardless of changing external factors during most of the XX c. The main hypothesis is that such behaviour could be properly understood neither by leverage of Great Powers, nor by ancient hatreds, but by exploring the crucial role, played by path dependent institutionalized ideas (programmatic beliefs) in shaping policy outcomes.   • June 2010 the Democratic Political Life in Bulgaria Has Been Marked by A
    The democratic political life in Bulgaria has been marked by a long series of deep and painful convulsions…The Session of the 47th Congress of BSP held in October 2009 was marked by the deep crisis of the party’s leadership. Will the party’s current ideological and organizational crisis become still an- other case in the series of fatal political convulsions in democratic Bulgaria? Bulgarians are very much dissatisfied with the quality of the political life in the country. They have good reasons to be skeptical and critical since cases of corruption have been identified in all political parties… As seen from another point of view, Bulgarians are strikingly inactive in socially relevant voluntary activities in the same time. Thus, BSP and all other Bulgarian political parties and coalitions have to cope with threatening local effects of the global crisis and with a series of specific local problems. Some of them have long history while others have been mostly caused and reproduced by the badly conceived and implemented reforms after 1989. One should see the heated discussions just as an indicator for the pro- found problems facing BSP, the social democratic ideology and politics in Bul- garia and, first of all, the development of Bulgarian society. The problems con- cern the desirable and possible political agenda of social democracy under the new conditions of global insecurity, the difficulties in the European integration and the shaky grounds of economy, politics and culture in a country which belongs to the global semi-periphery and the European periphery. There should be political will for moving the party leadership together with the party’s rank and file away from factional and interpersonal struggles towards clarifying priorities for the development of Bulgarian society and Bul- garian state in the dynamic domestic, regional and global environment.
