Howery was sworn in ocially as the U.S. Ambassador to the Kingdom of Sweden on October 10, 2019 and arrived in Sweden on October 12, 2019. Ambassador Howery presented his credentials to His Majesty King Carl XVI Gustaf on November 7, 2019. Ambassador Howery spent almost twenty years as a highly accomplished venture capitalist and entrepreneur specializing in creating and funding technology companies. He is a co-founder of and former partner at Founders Fund, a San Francisco-based venture capital rm, which has over $3 billion under management. Prior to Founders Fund, Ambassador Howery co-founded PayPal where he served as the company’s rst Chief Financial Ocer, helped raise over $200 million in private nancing, and assisted in the company’s $1.5 billion sale to eBay. Ambassador Howery is a founding advisor to Kiva.org, a non-prot group that helps develop the next generation of global entrepreneurs, and he has been an active supporter of the performing and visual arts. He has served as a director for numerous companies, including ZocDoc, Inc. and Careportal, Inc., both in New York, and Quantcast Corporation, in San Francisco. He was selected to keynote the Harvard Business School Entrepreneurship Conference in 2008. Ambassador Howery received his B.A. in Economics from Stanford University in 1998. He has been recognized by the Forbes Midas List of the 100 top venture capitalists for 2015 to 2017 and has been acknowledged by the World Economic Forum as a Young Global Leader from 2012 to 2017. U.S.-SWEDEN RELATIONS Relations between the United States and Sweden are built on a shared heritage that dates back to 1638 when the first Swedish immigrants arrived on the shores of Delaware. Sweden was one of the first countries to recognize U.S. independence in 1783 and the two countries have maintained a strong bilateral friendship since then, based on shared values and mutual interests. Sweden is an Enhanced Opportunities Partner (EOP) of the North Atlantic Treaty Organization (NATO) and plays an active leadership role on the international stage, from its long-term investments in Afghanistan to its role as a global peacemaker. Sweden is also a member of the Global Coalition to Defeat ISIS, participates in the United Nations Multidimensional Integrated Stabilisation Mission in Mali (MINUSMA), and serves as the United States’ protecting power in North Korea. In this vein, Sweden has facilitated peace talks between the Government of Yemen and the Houthis and supports peace and reconciliation efforts in many other parts of the world. As one of the largest donors of humanitarian assistance, Sweden gives approximately one percentage of its Gross National Product annually and is one of USAID’s most important bilateral partners. Sweden remains a vocal supporter of Ukraine’s sovereignty and territorial integrity and partners with the United States to promote stability in the Baltic Sea region and sustain transatlantic security. U.S. Assistance to Sweden The United States provides no development assistance to Sweden. Bilateral Economic Relations Sweden is a member of the European Union (EU). The U.S. economic relationship with the EU is the largest and most complex in the world, and the United States and the EU continue to pursue initiatives to create new opportunities for transatlantic commerce. Sweden is highly dependent on exports, is strongly pro-free trade, and has one of the most internationally integrated economies in the world. The government has been expanding its export base away from the traditionally European market, seeking to grow in Asia, South America, and the United States, but the bulk of Sweden’s exports still remains within the EU. The United States is Sweden’s 5th largest export market, capturing 6.4% of Swedish exports valued at an estimated $10.7 billion. Sweden is the 14th largest investor in the U.S. and one of the largest investors on a per capita basis. Swedish FDI in the U.S. amounts to roughly $54.2 billion and creates approximately 211,000 U.S. jobs across all 50 states. Combined with a well-educated labor force, outstanding infrastructure, and a stable political environment, Sweden has become more competitive as a choice for U.S. and foreign companies establishing a presence in the Nordic region. Sweden participates in the Visa Waiver Program, which allows nationals of participating countries to travel to the United States for certain business or tourism purposes for stays of 90 days or less without obtaining a visa. This became clear during a press conference at which the head of state reported on what had been done over the past four years. “Our candidacy at this time is an honest move for citizens and political figures,” he said in an hour-long speech, hailing his own presidency as a voice of reason during the last few years. President Rumen Radev took the office after winning a second round of voting in 2016 – against GERB candidate Tsetska Tsacheva. Radev and Iliana Yotova took the oath as president and vice president in the parliament on January 19, 2017.Three days later, on January 22, they officially took the office. Under the constitution, the presidential couple's term expires in January 2022. Elections for a new head of state will be in the fall but it is not yet clear whether they will be in October or November.

    BULGARIA 2020 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution provides for freedom of religion and conscience. Religious groups may worship without registering, but registered groups receive benefits. The constitution recognizes Eastern Orthodox Christianity as the country’s “traditional” religion, and the law exempts the Bulgarian Orthodox Church (BOC) from registration. In December, the Plovdiv Appellate Court began hearing an appeal by 14 Romani Muslims convicted in 2019 of spreading Salafi Islam, among other charges. Muslim leaders again said several municipalities denied permission to build new or rehabilitate existing religious facilities. The Evangelical Alliance and some other religious groups stated the government did not apply COVID-19 restrictions on religious groups equally, favoring the BOC. The European Court of Human Rights stopped the deportation of three Uyghur Muslims to China. In February, a Shumen court ruled the municipality’s ordinance restricting proselytizing was unconstitutional. A parliamentarian and member of the governing political coalition criticized the ruling, which was being appealed, calling Jehovah’s Witnesses a “dangerous sect.” In February, the Supreme Administrative Court upheld the Sofia mayor’s ban on the annual march honoring Hristo Lukov, leader of a pro-Nazi organization in the 1940s, restricting the event to laying flowers at Lukov’s plaque. The academy of sciences published a report, backed by several government ministries, denying the World War II-era government had sent Jews to forced labor camps but instead had tried to save them from the Nazis. The Jewish nongovernmental organization (NGO) Shalom reported death threats, increased incidents of anti-Semitic hate speech in the context of the COVID-19 pandemic, and periodic vandalism of Jewish cemeteries and monuments.

    HIGH-LEVEL STATEMENT1 We made promises which we intend to keep. We promised that women and girls would be at the center of many of the Sustainable Development Goals which the world came together to agree in 2016. America’s Global Gag Rule breaks that promise as it has a chilling effect on health services for the world’s most vulnerable women and girls. It will imperil millions of women and girls’ lives by increasing unintended pregnancies and unsafe abortions. It will also reverse decades of progress on reproductive, maternal and child health by putting critical health and family planning services and supplies out of reach for those who most need them. There are currently 225 million women in developing countries who want to avoid pregnancy but are not using modern contraception. Maternal mortality is the second‐leading cause of death for girls aged 15 to 19 years old, and the burden of unsafe abortion also falls overwhelmingly on the poorest. The evidence shows that access to contraception is transformative for girls, women and their families and communities. It is linked to greater gender equality, educational attainment and economic development. Health providers around the world face a painful choice between losing their US funding and losing the freedom to offer a full range of reproductive health services. We’ve been here before. Since its inception in 1984, the Global Gag Rule has been put into place at the start of every Republican administration and promptly rescinded under each Democratic administration. It’s time to take politics out of gender rights.

In certain countries spending cuts are very unpopular, in others tax increases are politically more costly, but everywhere, the story goes, fi scal rigor is always unpopular. The empirical evidence on this point is much less clear cut than the con- viction with which this conventional wisdom is held. In this chapter, in fact, we fi nd no evidence that governments that reduce budget defi cits even deci- sively are systematically voted out of office. We also take into consideration as carefully as possible issues of reverse causality, namely the possibility that only “strong and popular” governments can implement fi scal adjust- ments and thus they are not voted out of office “despite” having reduced the defi cits.

PREFACE The Central Intelligence Agency publishes and updates the online directory of Chiefs of State and Cabinet Members of Foreign Governments weekly. The directory is intended to be used primarily as a reference aid and includes as many governments of the world as is considered practical, some of them not officially recognized by the United States. Regimes with which the United States has no diplomatic exchanges are indicated by the initials NDE. Governments are listed in alphabetical order according to the most commonly used version of each country's name. The spelling of the personal names in this directory follows transliteration systems generally agreed upon by US Government agencies, except in the cases in which officials have stated a preference for alternate spellings of their names. NOTE: Although the head of the central bank is listed for each country, in most cases he or she is not a Cabinet member.
