U Hotelu Slavonija, u Vinkovcima od 09. do 11. listopada 2014. godine održan je 19. Jesenski poslovni sastanak Hrvatske mreže zdravih gradova kojeg su organizirali Grad Vinkovci, Vukovarsko‐srijemska županija i Hrvatska mreža zdravih gradova. Službeni domaćini sastanka bili su gospodin gradonačelnik Grada Vinkovaca Mladen Karlić, dr. med., župan Vukovarsko‐ srijemske županije gospodin Božo Galić, dipl. ing. te prof. Selma Šogorić, dr. med., nacionalna koordinatorica HMZG. Središnja tema 19. Jesenskog poslovnog sastanka Hrvatske mreže zdravih gradova bila je Zdrava hrana i prehrana, vezano uz održavanje 3. Hrvatskog kongresa preventivne medicine i unaprjeđenja zdravlja koji se također, paralelno, odvijao u Vinkovcima od 09. do 13. listopada 2014. godine. 19. Poslovni sastanak Hrvatske mreže zdravih gradova okupio je šezdesetak koordinatora i političara iz desetak hrvatskih zdravih gradova (Zagreb, Rijeka, Poreč, Labin, Vinkovci, Opatija, Dubrovnik, Zabok, Split i Velika Gorica) i osam županija (Zagrebačka, Krapinsko‐zagorska, Bjelovarsko‐bilogorska, Dubrovačko‐neretvanska, Varaždinska, Vukovarsko‐srijemska, Primorsko‐goranska i Zadarska županija). U jutarnjim satima uvodno je održan sastanak Predsjedništva Mreže. U 14.00 sati pozdravima domaćina s radom je započeo i poslovni sastanak Mreže. Na otvorenju su govorili gradonačelnik dr. Mladen Karlić u službi domaćina, prof.dr. sc. Slobodan Lang, predsjednik Hrvatske mreže zdravih gradova, Mandica Sanković koordinatorica projekta ''Vinkovci ‐ zdravi grad'', te prof. dr. sc. Selma Šogorić, nacionalna koordinatorica Hrvatske mreže zdravih gradova koja je pohvalila Grad Vinkovce i Vukovarsko‐srijemsku županiju kao domaćine, ali i kao aktivne sudionike u cjelokupnom projektu Hrvatske mreže zdravih gradova i županija. Uobičajeno, nakon otvaranja programa, sastanak je nastavljen prikazom primjera dobre prakse domaćina. Prikaz odabranih primjera dobre prakse moderirale su mr. Mandica Sanković, koordinatorica Projekta Vinkovci zdravi grad i Dragana Leko, dipl. iur., zamjenica koordinatorice Projekta „Vukovarsko‐srijemska županija ‐ zdrava županija“. Prva prezentacija bila je vezana uz poplavu u županjskoj Posavini 2014. godine i ulogu i aktivnosti Zavoda za javno zdravstvo Vukovarsko‐srijemske županije i događanjima vezanim uz nju. Kata Krešić, dr. med., ravnateljica ZZJZVSŽ prikazala je razmjere najveće prirodne katastrofe koja je zadesila ove prostore u posljednjih stotinjak godina. Poplava je uzrokovala evakuaciju više tisuća ljudi, u njoj su smrtno stradale dvije osobe, oko 11.500 životinja, uništen je ili jako oštećen ogroman broj objekata koji zahtijevaju obnovu ili ponovnu izgradnju. 4 U poplavi je uništena/oštećena gospodarska infrastruktura (struja, voda, ceste, komunikacije) i uništena poljoprivredna dobra. Vodni val u svibnju 2014., obilježen kao tisućljetni, imao je kod Županje do sada nezabilježeni vodostaj od 1 194 cm. 17. svibnja Sava je nadvisila nasip za oko 1,5m, a u popodnevnim satima došlo je do puknuća nasipa na dvije lokacije, Rajevo Selo i Račinovci. Uz povećani rizik od poremećaja mentalnog zdravlja te pogoršanja zdravstvenog stanja kroničnih bolesnika na poplavljenom području, narastao je rizik pojave zaraznih bolesti koje se prenose vodom, hranom, kontaktom i vektorima. Prekinuta je javna vodoopskrba, a u poplavnim vodama nalazila se brojna uginula stoka. Voda i površine bile su zagađene fekalnim bakterijama, bila je prisutna velika količina raznog otpada (ljudska i životinjska hrana, komunalni otpad i ostalo) i nastala je velika migracija preživjelih glodavca prema najbližim kućama u potrazi za skloništem i hranom (prenosioci uzročnika HGBS, leptospiroze i dr. bolesti). Narasla je i brojnost komaraca koji također mogu biti prijenosnici bolesti. Postojao je i rizik od pojave zaraznih bolesti među evakuiranim stanovništvom u “grupnom smještaju”. Temeljem proglašenja opasnosti od epidemije donesen je Opći plan sanacije poplavljenih područja ‐ provođenje preventivnih mjera tijekom poplave te asanacija terena nakon povlačenja vode. Uz koordinaciju Hrvatskog zavoda za javno zdravstvo organizirana je pomoć stručnih timova iz drugih zavoda za javno zdravstvo. Provođene su preventivne mjere ‐ kontrole i osiguranje sigurne vode za piće, zdravstveno ispravne hrane, temeljita osobna higijena i mjere osobne zaštite. Asanacija terena podrazumijevala je uklanjanje životinjskih lešina, uklanjanje zagađene ljudske i životinjske hrane, uklanjanje ostalog otpada i mulja, čišćenje i pranje, dezinfekciju javnih površina i objekata te mjere deratizacije. 5 Uvedene su preventivne mjere za osobe koje provode asanaciju ‐ korištenje sigurne vode za piće i hrane, korištenje zaštitne opreme (zaštitna odijela, gumene čizme, rukavice, jednokratne maske), temeljita osobna higijena, cijepljenje protiv tetanusa i drugih bolesti prema epidemiološkoj indikaciji. Od 16. svibnja do 27. lipnja, svakodnevno, u radu Stožera ZiS VSŽ sudjelovale su dr. Kata Krešić, spec. epidemiolog (ravnateljica Zavoda za javno zdravstvo) te dr. Ankica Ilić, spec.epidemiolog (ispostava ZZJZ u Županji). Svakodnevna suradnja bila je ostvarena sa Kriznim stožerom MZ (smještenim u Županji), sa svim ostalim službama (veterinari, vojska, policija,vatrogasci, Crveni

A sizable group of us come to this conference following an intensive seminar at Auschwitz-Birkenau where we met with planners of a new international center for genocide prevention. As a Jew and Israeli, I am personally strongly aware of the need of a victim people to mourn and protest the tragedy one s own people has suffered. One also must always beware of the accompanying tendency to become insensitive to the similar suffering of others.

In the spring, usually vocal intellectuals of the left watched in stunned silence as Chancellor Gerhard Schroder of the Social Democratic Party (SPD), and For- eign Minister Joschka Fischer, the leader of the Greens, led Germany into its first military engagement since World War II. For decades, pacifism had been the les- son drawn by the German left from Auschwitz, yet Fischer justified his support for the NATO bombing campaign in the Balkans by comparing Serbian crimes in Kosovo to the Holocaust. For his part, the "war chancellor" believed that the military engagement marked the dawn of a new age in which the German role on the world stage would reflect its economic strength. Finance Minister Oskar Lafontaine shocked his loyal followers in the SPD in March when he resigned from both his government post and the chairmanship of the party. His retreat ended months of conflict within the government over eco- nomic policy. In addition to appointing a minister of finance more amenable to neoliberal thinking, the chancellor reluctantly assumed the chairmanship of the SPD. Then, when the government announced plans in the summer to tighten the reins on government spending, the left wing of the SPD revolted, and Schroder needed months to silence traditionalists within his own party. This crisis within the SPD and the disillusionment of rank-and-file Greens with the performance of their party in the coalition translated into dismal returns for the governing parties in state elections throughout the year.

MCCLELLAN, NIKOLA KNEZ Abstract: Operation Storm was the single-most decisive battle of the Croatian War for Independence (1991-1995). Launched by the Republic of Croatia in August 1995, it was the largest European land battle since the Second World War. Outnumbered, outgunned, but not outmaneuvered, this tiny new democracy prevailed in a David versus Goliath encounter, a moral as well as military victory. Storm ended a massive humanitarian disaster and genocide. It led to the liberation of one third of Croatian territory, and made possible the Dayton Agreement that brought peace to the region. Based on interviews conducted with the American Ambassador to Croatia during the war years, military and political principals in the battle, noted scholars, security and intelligence agency officials, humanitarian leaders and journalists, this social scientific qualitative study examines the political and historical origins of the war and its aftermath. The article documents the events leading up to the war and surrounding this extraordinary military operation, providing strategic and political insights into the need for cooperation between democratic allies. SADKOVICH** Patriots and Nationalists Asked in April 1993 what he thought of a poll by Globus which conclud- ed that it would be “difficult” to list him “among Croatia’s patriots,” Franjo Tuđman replied that he considered himself a patriot (rodoljub). “Patriotism,” he said, “I hold as a worthy phenomenon in life, in the feelings of peoples and nations. It is another thing,” he added, “when it turns into chauvinism, impe- rialism.” But in Croatia, he continued, the chauvinistic parties had obtained fewer votes than elsewhere in Europe. He believed this had occurred because under his leadership the Croatian Democratic Union (Hrvatska demokratska zajednica – HDZ) had projected a positive image, attracting voters across the ideological spectrum.1 But the Croatian President refused to concede the man- tel of patriot to his more vociferous opponents. Some, like Zvonimir Čičak, a student leader during the 1970s and a human rights activist in the 1990s, Tuđman dismissed as unable to accept the idea of a sovereign Croatia. Others, he explained, opposed the new democratic order and criticized his govern- ment because they could not accept anyone in power but themselves.2 Nor, many of his critics might counter, could Tuđman.3 His image of himself was clearly not consonant with the image others held of him.
